CHAPTER I

INTRODUCTION

Background of the Study

Every students nowadays are now undergoing the curriculum or program we have now
that is called “K-12 Curriculum”. The Kindergarten to Grade 12 (K-12) Curriculum is an American
expression that indicates the number of years of publicly supported school grades prior to
college in several other countries, such as Afghanistan, Australia, Canada, Ecuador, Egypt, India,
Iran, Philippines, South Korea, and Turkey. It covers Kindergarten and 12 years of basic
education (six years of primary education, four years of Junior High School, and two years of
Senior High School [SHS]) to provide sufficient time for mastery of concepts and skills, develop
lifelong learners, and prepare graduates for tertiary education, middle-level skills development,
employment, and entrepreneurship.

President Benigno Aquino III signed the “Enhanced Basic Education Act of 2013” into law
or it may call Republic Act 10553 last May 15, 2013. This was implemented because not all the
graduates of college are ready enough to have a work. RA 10533 further mandates the
Department of Education (DepEd) to formulate programs to enact the above mentioned
provision based on the principles of public-private partnership. In this regard, DepEd Order No.
11, series of 2015 (DO 11 s. 2015) introduced the Senior High School Voucher Program (SHS VP)
as a mechanism to provide financial support to qualified students in SHS.

The Department of Education has in the past years been working towards the
implementation of the K-12 program that is designed to “provide sufficient time for mastery of
concepts and skills, develop lifelong learners, and prepare graduates for tertiary education,
middle-level skills development, employment, and entrepreneurship.” The extension of the
basic education to 12 years seeks to boost the quality of Philippine education to make it at par
with that of other countries. The K-12 program is described to have six salient features:

1) strengthening early childhood education through universal Kindergarten,

2) making the curriculum relevant to learners,

3) ensuring integrated and seamless learning,

4) building proficiency through use of mother tongue based multi-lingual education,

5) provision of career tracks and


6) nurturing holistically developed Filipino.

Poor quality of basic education is reflected in the low achievement scores of Filipino
students in the National Achievement Test and international tests like TIMSS (Trends in Math
and Science Subject); partly due to the congested curriculum. The current 10-year basic
education curriculum is designed to be taught in 12 years.

Our high school graduates are not adequately prepared for the world of work (most of
the basic education graduates are too young to legally enter the labor force (legal age would be
18) not adequately prepared to pursue higher education; or if prepared; end up shifting courses.
The 10-year basic education cycle hinders the recognition of Filipino professionals abroad.

Senior High School is two years of specialized upper secondary education; students may
choose a specialization based on aptitude, interests, and school capacity. The choice of career
track will define the content of the subjects a student will take in Grades 11 and 12. Each
student in Senior High School can choose among three tracks: Academic, Technical-Vocational-
Livelihood, Sports and Arts. The Academic track includes three strands: Business, Accountancy,
Management (BAM); Humanities, Education, Social Sciences (HESS); and Science, Technology,
Engineering, Mathematics (STEM). Under Technical-Vocational-Livelihood (TVL) track
specializations and are applied subjects or specialized subjects are: Agri-Fishery Arts, Home
Economics (HE), Information and Communications Technology (ICT), and Industrial Arts.

After six years of implementation of K-12 curriculum, the researchers wants to know if
the said effects of the curriculum did really experienced, effectively engage or happened to
those students who undergo K-12 curriculum.

The researchers want to know on how many students are in favor on the effects of the K-
12 Curriculum and how many are not in favor of it. After 6 years of implementation of the said
curriculum, the researchers want to know if the advantages were happened these past 6 years.
This research will be conducted at Gardner College Diliman with the participation of Senior High
School Humanities and Social Sciences (HUMSS) students with the population of 379.

By this research, the people will be aware, especially the Department of Education
(DepEd), the effects of K-12 Curriculum to the Senior High School HUMSS students in Gardner
College Diliman. They will be enlightened on what can they do to enhance more a good quality
of education to students.

Statement of the Problem

The biggest issue of K-12 Curriculum is the cost or additional two years of primary
education. They are not prepared for it, not all the Public Schools can afford and accommodate
the different strands of K-12. The researchers want to know if the K-12 Curriculum is really
effective for those students who take HUMSS in Gardner College Diliman. The relatable
problems of K-12 Curriculum are the following:

1) How effective K-12 is

2) Your able to focused in one area. Lastly,

3) Describing the older graduates in K-12 Curriculum.

In Gardner College Diliman at 29 North Avenue, Diliman Quezon City, Metro Manila the
HUMSS Strand Students with the total of 379 are going to respond if they are agree or disagree
about the edge of K-12 Curriculum .

Scope and Delimitation

The research was conducted at 29 North Ave, Diliman, Quezon City,Metro Manila. This
research coverage on the grade 11 and 12 of Humanities and Social Sciences students.

This research will be conducted in the year 2019-2020. This study is focusing only in the
strand of Humanities and Social Sciences students. The ICT, STEM, ABM, Arts and Design and
GAS strand in the Gardner College is not deal within this study.

The questionnaire served as the instrument for 379 students to gather their answer in
the coincide and dissent of effectiveness of K-12 curriculum.

Significance of the study

Today’s economic downturn exposes the false beliefs about the real purpose of
education. Why is it education so important? Why do we need education? The truth has been
exposed nowadays that a college education no longer guarantees you job security. In today’s
society the value of education has decreased significantly and many feel like there is no purpose
for a college education since many Filipino people can't find the job that is connected to what
degree has been taken. The truth is it has been the false beliefs about the purpose of education
that has led the country into economic condition we are in. K-12 system aims to improve Filipino
students' with the new curriculum, DepEd promised to offer higher quality education through
tracks. Each track will give students enough time to master a field and enhance their skills. The
program also aims to meet the standards required for professionals who would want to work
abroad. Also, it intents to enlighten not just the students but also those unfortunate families
who sets their mind that K-12 Curriculum is just a burden on their back.
Definition of terms

Education

- According to John Dewey in 1938, Education is a process of renewal of the meaning of


experience, it inimungkin will occur in the ordinary intercourse or association with young
adults, may also occur accidentally and instituted for to produce social sustainability.
This process involves the supervision and development of the immature and the group
in which he lives.

Curriculum

- In education, a curriculum is broadly defined as the totality of student experiences that occur in
the educational process. The term often refers specifically to a planned sequence of instruction,
or to a view of the student's experiences in terms of the educator's or school's instructional
goals. In a 2003 study, Reys, Reys, Lapan, Holliday, and Wasman refer to curriculum as a set of
learning goals articulated across grades that outline the intended mathematics content and
process goals at particular points in time throughout the K–12 school program. Curriculum may
incorporate the planned interaction of pupils with instructional content, materials, resources,
and processes for evaluating the attainment of educational objectives. Curriculum is split into
several categories: the explicit, the implicit (including the hidden), the excluded, and the
extracurricular.

Implementation

- As stated by Margarete Rouse (2015), Implementation is the carrying out, execution, or


practice of a plan, a method, or any design, idea, model, specification, standard or policy
for doing something.

HUMSS

- On the report of Rossmoyne High School Humanities and Social Sciences, students will
develop the ability to question, think critically, solve problems, communicate effectively,
make decisions and adapt to change. Thinking about and responding to issues requires
an understanding of the key historical, geographical, political, economic and societal
factors involved, and how these different factors interrelate.
STEM

- According to Education (2017), Science Technology Engineering and Mathematics or also


known as STEM are intertwining disciplines when applied in the real world. The
difference of the STEM curriculum with the other strands and tracks is the focus on
advanced concepts and topics.

ABM

- According to Enderun College (2018), Accountancy and Business Management or also


known as ABM is the most fundamental sense refers to the accountancy, business, and
management academic programs that concentrate on the foundational concepts in
corporate operations, financial management, business management, as well as each and
every factor that revolves around those central fields.

GAS
- As stated by Edukasyon Blog in 2017, General Academic Strand or GAS is the most
flexible strand among the four strands offered in the Academic Track because students
get to learn and experience something from all the other strands. GAS is essentially for
students who are undecided on which strand to take.

TVL
- Technical-Vocational-Livelihood track deals primarily with technical-vocational skills or
tech-voc. These skills are requirements for the Certificate of Competency (COC) and
National Certifications (NC) that you will need especially if you are looking for a career in
electronics, agriculture, or trading.

Coincide
- According to Oxford Dictionary, coincide means occur at or during the same time;
correspond in nature; tally; correspond in position; meet or intersect.

Dissent
- the expression or holding of opinions at variance with those previously, commonly, or
officially held.

Student

- According to Princeton’s Word Net, student is a learner who is enrolled in an educational


institute.
