ngineering colleges are going through a bad
patch. Nearly 600 programmes have been shut
down in the last few years and this academic year
will see AICTE further reducing the number of
seats by another 80,000. The existing colleges have
a constant challenge to retain student interest and
ensure that there is perceived and realised value in the
education that they offer. Therefore most institutions
now engage in various activities that nurture the stu-
dents by providing additional short-term programmes,
engage external consultants to offer training in lan-
guages and communication so that students become
employable. At the level of faculty, there is increased
attention to help and motivate them to engage in
research and communicate their outcomes in the form
of published papers. The rating of close to 600 institu-
tions in the engineering domain is an attempt to facili-
tate the process of zeroing in on the best institutions
that suit their rank/interest.
Explaining the rating
The rating provides a quantifiable measure on where
to position a college. It is an outcome of student pref-
erences, quality of faculty, research output, accredita-
tion amongst others. It provides an overall pecking
order. Though we have rated all the colleges that offer
engineering programme at the undergraduate levels,
we have published only those colleges which have a
rating of AAA and above. There is a separate category
of institutes that have been reviewed. They are either
accredited or come in the top two quartiles. The diver-
sity among States makes it difficult to compare a good
college with the same rating. While the level of educa-
tion in a college will be more or less same, a smaller
State will have a larger variation among institutes as
compared to a State with more institutes.
Will rating assure me a job?
No education really guarantees you a job though

professional programmes do assure you a pathway into
the profession. A rated college might offer you a certain
level of education but placements are result of indi-
vidual initiative as much as the college’s reputation.
What is in store?
The fact that there is no reduction in the overall num-
ber of aspirants for engineering shows that the funda-
mentals of this discipline are as strong as ever and it is
only that the student has increasingly become value
conscious. The student today realises that a meagre
degree will not get him or her an immediate employ-
ment (or at least a prospect of employment is of no
concern to the student). So, institutes need to revamp
their offerings, reduce the number of branches, down-
size their cost structure and invest in providing direct
value to the student.

Methodology

T
he assessment of engineering colleges in India
is a comprehensive yet exciting exercise. Based
on quantifiable factors, this evaluation schema
is valued and gets remarkable credibility. The broad
parameters include faculty quality; student quality
as assessed by test cut-off rank/score; research out-
come; accreditation; intellectual property (IP) and
extra-mural research – the latter for carrying out fine
distinction among the best. We examined different
State and national entrance tests (like JEE Main)
and institute-specific tests of universities that declare
their cut-offs. The list was again pruned to about 900
based on accreditation (NAAC/NBA); IPR and cut-
off threshold which varied for different tests. Close to
600 institutes were further analysed for their research
output based on publication count according to the fol-
lowing methodology.
Methodology for Research Output
The scholarly productivity assessment of engineering
schools in the country was carried out using key sci-
entometric indicators. Out of nearly 3,500 institutes
that offer an undergraduate programme in engineer-
ing (BE/B.Tech), the scholarly publication data of
around 1,000 were extracted from the Web of Science
(WoS) database and also by Elsevier Science’s Scopus.
The data collected was restricted to 2015-2017. The
scientometric indicators for the study included total
articles in these three years, average number of articles
per year, total citations, average citation per article and
h-index. The h-index is one of the popular measure of
performance of an individual or institute (in simple
terms) and an index of ‘n’ implies that one has pub-
lished ‘n’ number of articles, cited at least ‘n’ times.

collaborated with the given institute. Thus, at times,
the results were not found to be accurate. Hence, a
manual check was carried out for the records extracted
to get accuracy.
IP Search
IP stock of the institutes in terms of already granted
patents and patent applied in the patent office was
searched from the Indian Patent Office (IPO) website.
For the ‘Granted Patents’, IP Stock at IPO till date
was searched by placing institute’s name in the fol-
lowing search fields ‘Name of Grantee’ OR ‘Applicant
Address’ OR ‘Inventor Address. For ‘Patent Applica-
tions’, IP filed at IPO was searched by putting the insti-
tute’s name in the following search boxes ‘Applicant’s
Name’ OR ‘Inventor’s Name’ OR ‘Inventors Address’.
Often, the data in the IPO is not updated. Hence, it is
possible that patent applications and granted patents
number may differ.
Rating Strategy
Rating is given for colleges that meet at least three
out of the six parameters (cut-offs, research output,
accreditation, IP, faculty quality, PhD scholars). We
used natural gaps that exist in any normal distribution
to identify and delineate rating.

ccording to the All India Council for Tech-
nical Education, more than 60 percent of

institutions, a number of private colleges and uni-
versities have added to the total number of engi-
neering graduates that India yields every year.
Engineering had seen its best days (employment

when the MNCs found India to be a fertile ground

for a huge amount of work and consequently the
IT fields of engineering grew academically.
AAA+ The recent meltdown in the job scenario in this
field and the concerns related to it is a grave issue
that needs to be referred to in a detailed manner.

To begin with, it is important to identify the root
cause of such dwindling numbers of engineer-
AAA ing graduates being employed. As per a survey
that was conducted by an employment solutions
company on 1,50,00 engineering graduates, only
AAA three percent of the students have the required
skills and competence to be employed in the soft-
ware and product market-related fields. Another
AAA seven percent are capable enough to manage core
engineering work. Having identified the problem,
it is important for the institutions to take up the
AAA responsibility of empowering their students to
help them make it to the ‘employed’ bracket. To
AAA develop the skills and be industry ready, students
need an in-depth industry exposure. Theoretical
AAA knowledge may sometimes not suffice the needs
of a day-to-day industry work.
We try to give our students the best industry
exposure and help them develop skills that shall
help them sail through their work life. We col-
laborated with Google to provide our students
the opportunity to attend a specialisation training
on Android. This programme helps the students
learn about Android and also talks about devel-
oping websites as well as mobile applications.

he job conundrum, particularly for engi-
neering graduates, exists all around the
world. A recent World Economic Forum
report on employability skills indicates that over
the next decade, skill demands for accelerated
innovation would be driven by technology trends
such as Design Thinking, Block Chain, AI, Big
Data, IoT and Cloud Computing and more impor-
tantly higher order cognitive skills. The report on
‘Future of Jobs’ details as to how skill requirement
Rating 2018 will undergo morphosis with cognitive ability,
systems thinking and complex problem solving
as top skills. Ironically, on one hand in India,
there are vacancies which need to be filled and on
the other, there are people without jobs. Recent
AAAA+ studies reveal that in India 60 percent of the eight
lakh engineering graduates are unemployable.
Studies point out that one such gap is the lack
AAAA of knowledge by engineering institutions about
skills and jobs required by the industry. Employ-
ability is defined as ‘doing value-creating work,

getting paid for it and learning at the same time,
enhancing the ability to get work in the future’
in Wikipedia. The AICTE under the advice of
MHRD plans a major revamp of our technical
education through multiple and dynamic initia-
AAAA tives to keep pace with the industry disruptions
and standard practices such as the ISO 9001 or
CMM. Emerging scenario envisages adaptation
AAAA in the curriculum with a focus on 3I (Interactive,
Innovative, Interdisciplinary) besides the con-
ventional 3Rs (Reading, wRiting, aRithmatic). In
AAA+ a fast-changing, technology-driven and disruptive
world of today, students will do well to assess their
own interest before choosing futuristic cutting

edge branch and a specialization considering their
own aptitude so as to give wings to their dreams.

job opportunities, but only for those who have the
skills, aptitude and the potential.

up like wild mushrooms in India in the
last few years. Their numbers have gone
AAA up from a modest 1511 colleges in 2006-07 to
an astoundingly high at 3289 in 2016. Many of
AAA these institutes are replicas of each other without
emphasizing on the quality of students, teachers,
AAA infrastructure, laboratory and library, coordina-
tion/guidance from industry, vision, and objec-
tives. Around 1.5 million engineering graduates
are passing out from these institutes each year
and are entering the job market. A recent study
AAAA on employability test by AMCAT, taken on 1.2
lakh engineers across India, revealed that Tamil
Nadu which is considered as the engineering hub
AAAA has engineering students’ employability of only
8.33 percent.
In India, there is a concentration of engineering
AAA+ colleges in a few states It is observed that states
with more government colleges as compared to
private colleges fare better on employability. The
AAA+ employability percent decreases with increase in
the number of engineering colleges in a particu-
lar state, clearly establishing that opening more
AAA engineering colleges does not solve the problem
of quality of engineers in the country. States need
to concentrate on improving education standards
of current engineering colleges. Employability
AAA
for a state is a complex interplay due to several
socio-economic and developmental factors. What
is required is a greater thrust on improving the
AAA
quality of engineering education. While preparing
the curriculum, academicians have overlooked the
AAA
trend in industry growth because faculty members
on those subjects are not easily available. Educa-
AAA tion should be equipped to deal with real-life
problems for the bottom of the pyramid popula-
tion with a global knowledge base but attached to
AAA local solutions. Society expects its engineers not
as just job-seekers, but also be creators as well.

neering students in the country study their text-
books, give their exams and collect their degrees, it
is only when they encounter real world problems
they realize their shortfall. Courses should be
designed in such a way that there is focus on prac-

ing. Students need to be motivated enough to
innovate or think for themselves.

of complacency and they are unable to make the

solutions. Recruiting companies are prone to vis-
iting only top colleges to recruit potential employ-

leges do not get shortlisted. This not only creates
a lack of equal opportunities but also causes a

ignores a huge number of meritorious students
who do not study in top-tier colleges.

decreases with the increasing number of colleges
in the state. The focus should be on enhancement
AAA of quality of talent being produced in the country
every year. This needs to be taken seriously; else
AAA we would soon be heading towards a challenge
where education and educational qualifications

does not focus on areas which will actually help
the students in the job industry after employment.
AAA There is a big gap between what the market needs
and what Indian education equips its students
with. Despite exponential changes in science and

technology round the world, the syllabus is hardly

study, students should be given the opportunity

graduation.
Semester systems and the process of continuous
AAA evaluation are not fulfilling their desired roles, as
students are not interested in continuous learn-

ing-they only want good grades. Unless the spe-
cific purpose of such initiatives is properly under-

would not work in all probability. There are more
AAA than 33,000 degree colleges in India. There are
not enough quality teachers for all of these educa-
tional institutes. I believe that if the points men-
tioned above are taken care of, the employability
of graduates will definitely improve.

he overall employment scenario of
fresh graduates in our country is in a sad
AAA+ state. Statistics revealed by the All India Coun-
cil of Technical Education (AICTE) claims that
AAA around 60 percent of the total engineering gradu-
ates every year remain unemployed. These are
worrying stats, given that a developing country
AAA like India needs a large pool of talented engi-
neers to elevate its infrastructure and economy.
A focused approach is required to enhance the
AAA employment-ready technical manpower of our
country. The process is quite complicated for a
diverse and defragmented country like ours, but
not impossible to accomplish with target-ori-
ented honest efforts. Studying technical courses
and mastering them is a very strenuous task as
technology is rapidly advancing. Therefore, the
course curriculum of technical education should
also be advanced and updated on a regular basis.
Modernization and practical approach should
be imbibed into our course curriculum, so that
graduate engineers don’t play ‘catch-up’ with the
industry at the time of their employment; rather
help shape it in a fresh way. Another area where
most of our country’s technical institutions fail
Bhopal their students is soft skills. Soft skills like criti-
cal thinking, communication, creativity and col-
laboration are necessary for today’s workplace.
Employability percentage does not necessarily
increase with the increase in the number of engi-
neering colleges; clearly establishing that open-
ing more engineering colleges shall not solve the
problem of quality of engineers in the country.
Therefore, it is required that rather than opening
more engineering colleges, the state needs to con-
centrate on improving standards of curriculum,
industrial exposure, skills and infrastructure in
our existing engineering colleges. Target-oriented
honest efforts can increase employment
