The Universal Health Care of Philippines

The Universal Health Care Act (UHC), which is also known as R.A. 11223 that

established the National Health Insurance Program (NHIP). This law was enacted that

will also improve the governance of local health care governance. I personally witnessed

the facilities of some government hospitals in Manila and the Province of Pangasinan.

Where medicines are not sufficient to the public and the medical equipment needs an

improvement. This law ensures that every Filipino has the right for the proper health care

and health consciousness.

Section 19 – Integration of Local Health Systems into Province-wide and City-wide

system of the UHC is significant because this provision is relevant to the health care

system that we currently have in our municipalities/city that is reliant on the funding of

their respective local governments. This law will be inclusive to widen the reach of the

health care that people can benefit from. The reason why Sec. 19 is of relevance because

the local governments and provincial governments are the ones that can reach the

Filipinos who truly needs health care.

The significance of this proposal is to exhibit how important in implementing such

legislation that will give every Filipino the right to have a proper health care. The

Jurisprudence of this study would be G.R. No. 191225, where it will examine the current

NHIP and the previous NHIP that was enacted in the mentioned case. The scope of this

study is whether the UHC is legislation passed by Congress that will affect the Filipino

people or it is just the same with previous health public policies.
