1. Objective
The objective of KPC emergency drills and exercises was to provide the level of effectiveness of ERP, Emergency Response
Teams (ERT) in responding to various emergency scenarios in line with KPC (SERP)Site Emergency Response Plan. These will
also attest all Company, Contractor and third party’s emergency response capabilities, Emergency Response Room (ERR),
detection systems and various alarms, communications, life-saving appliances, medical resources and firefighting equipment
established through ERP and contingency plans.
To achieve this objective, the frequencies and drill exercise programs shall be in place for all personnel involved and schedule
shall be developed to satisfy the requirements of KPC Sites Development which is in accordance with Standards and SSHE
Policies. Any lessons learnt or recommendation arising from each drill report will be rectified in timely basis.

3. Scope
This program covers the KPC with all sites including the main office, also The Program is developed to cover linear section
with river crossing, third parties and principal contractors involved in the Company works including Company Phase
interfaces where necessary.
Emergency drills and training have the objective of preparing a trained and organized response in the event of emergencies
which may unexpectedly threaten life, serious damage to assets and the environments. It is important that every drill shall
be carried out realistically, approaching as closely as possible to emergency conditions to test capability of response teams,
resources and confirm if ERP is fit for purpose. Drills and training stress and include emergency equipment, ERT, safety
equipment function testing and any emergency related practices.
The frequency of drill and training exercise for KPC Sites including office is detailed within Appendix 3 of this document. The
date and details of drills and exercise shall be confirmed between parties.
Designates from Company Site HSE Team or other Company Members, in considering incumbents individual responsibilities
in emergency response, will observe and record the performance of the drill and any deficiencies revealed during the drill
shall be discussed at debriefing session.
All POB/ POS have the duty to familiarize themselves all LSA, FIFI equipment and designated muster point in the camp and
pipeline ROW. This is to include full understanding their duties and responsibilities in emergency situations
All drills and exercises executed at KPC sites must be controlled in order to ensure that they are conducted according to
established KPC Site Emergency Response Plan as to met and set a drill objective. Station Manager or Operation
Superintendent or Site HSE will act as observer and record any deficiencies of the drill or exercise. A debriefing or follow up
session will be held after each drill or exercise.
Drill Leader to be designated and will establish the objective of each drill and exercise.
Drill Leader to coordinate the execution of the drill and exercise to Station Manager and/or Operation
Superintendent and Site HSE.
Drill Leader will not participate in the drill or exercise but will oversee and ensure so far as practicable the
objectives are met.
Station Manager, Operations Superintendent will facilitate a debriefing session amongst ERT Leaders involved,
observers, Site HSE.
Depending upon the number of personnel involved all ERT Members should be included in the Debrief meeting to
promote a team response and enable their input and ideas to be considered.
Drill Leader should only intervene in providing general guidance or if response deemed to be seriously deficient as
necessary may restart the drill or seek to repeat within an agreed period of time.
During debriefing, all attendees should provide input or feedback to the discussion such as;

Each drill and exercise shall be formally documented, and report shall be issued to HSE Manager as described Drill & Exercise
Reporting Format in Appendix 1.

In certain cases, the Drill Leader may decide it best not to inform the ERT personnel of when, where and what the Drill or
Exercise details so that although they remain in alert they are then tested on their response to unknown situations.
In all cases the priority in response should be People, Environment, Asset, Reputation (PEAR) and the protection and the
protection of the public and the Emergency Response Team is of primary importance. of the public and the Emergency
