A PROPOSED RESOLUTION REQUESTING THE OFFICE OF THE DISTRICT

ENGINEER, CEBU 2ND DISTRICT ENGINEERING OFFICE UNDER THE
DEPARTMENT OF PUBLIC WORKS AND HIGHWAYS REGIONAL OFFICE
VII (DPWH-RO7), WITH OFFICE ADDRESS AT BARANGAY LAWAAN I,
CITY OF TALISAY, CEBU, TO CONDUCT REPAIR WORKS ON SOME
PARTS OF THE NATIONAL HIGHWAY WITHIN ITS JURISDICTION WITH
UNEVEN SURFACES THAT POSED A SERIOUS THREAT TO THE RIDING
PUBLIC, MOST ESPECIALLY THE MOTORISTS

WHEREAS, on June 14, 2019, at around 5:00 AM, a motorist died in an

accident along the national highway in Barangay Lawaan I, City of Talisay, Cebu
after his motorcycle slid on the road made slippery by the rain and was ran over
by a SUV;

WHEREAS, based on the CCTV footage obtained by the Office of Barangay

Lawaan 1, it is strongly believed that the present condition of the road in the area,
which has uneven surface, is the ultimate cause of the accident thus, resulting in
the untimely death of the motorist;

WHEREAS, it has been glaringly observed that there are some parts of the
national highway stretching specifically from the Municipality of Minglanilla up
to and including the City of Naga, Cebu which are presently confronted with
similar condition vis-à-vis that of the area of the accident in question , requiring
urgent and immediate action by the Department of Public Works and Highways
Region VII, more particularly the Cebu 2nd District Engineering Office with office
address at Barangay Lawaan I, City of Talisay, Cebu, which has jurisdiction over
these areas, to prevent the occurrence of similar nature in the near future;

WHEREAS, the Province of Cebu is mandated under Section 16 of Republic

Act No. 7160 otherwise known as the Local Government Code of 1991 to promote
and safety of the public in general, hence, this request is made;

NOW THEREFORE, on motion of __________________, duly seconded by

__________________, for the approval of the Resolution authored by Hon. Raul D.
Bacaltos and co-authored by Hon. Sun J. Shimura, be it:

RESOLVED as it is hereby RESOLVED to request the Office of the District

Engineer, Cebu 2nd District Engineering Office under the Department of Public
Works and Highways Regional Office VII (DPWH-RO7), with office address at
Barangay Lawaan I, City of Talisay, Cebu, to conduct repair works on some parts
of the national highway within its jurisdiction which, at present, has uneven
surfaces that posed a serious threat to the riding public, most especially the
motorists.

RESOLVED FURTHER, to furnish a copy of this Resolution to the Office of

the District Engineer, Cebu 2nd District Engineering Office with office address at
Barangay Lawaan I, City of Talisay, Cebu for their information and appropriate
action.
