classification societies

tonnage is covered by
the standards of IACS.

IACS Summary
• Vessels must be surveyed once every 5 years,
any recommendations made must be
completed by a set date or classification is
withdrawn.

• Failure to be classified will usually result in


breach of H&M and P&I insurance thus
exposing the S/O to potential catastrophic
claims or fines from governments.

Origins
• During World War II any territorial
boundaries or agreed charges to fly over
countries were temporary abandoned

• It was realized that many legal issues would


arise if these or similar services were to be
maintained on return to peacetime conditions.

• The USA convened a (wartime) conference in


Chicago in 1944 which brought about ICAO

Freedoms - The right to:
1. fly over the air space of any contracting state without landing.

2. Make a technical landing (e.g. for refuelling) in the territory of


any contracting state.

3. Set down traffic in the territory of any contracting state,


providing it originated in one’s own country.

4. Pick up traffic in the territory of any contracting state,


providing it was destined for one’s own country.

5. Carry traffic between the territories of any two contracting


states.

(Almost all countries are partners to the Convention
but some have observed this freedom better than others)
 When the Korean airliner lost its way over Soviet air
space a few years ago and was shot down, the Soviet
Union (among other offenses !) violated this First
