RESOLUTION REFERRING AND INDORSING THE VERIFIED COMPLAINT FILED BY

PUNONG BARANGAY BONIFACIO BILLONES y ROMARAOG OF BARANGAY
SANTIAGO AND PUNONG BARANGAY ROBERTO QUITE y CORALDE OF BARANGAY
SAN MIGUEL, ALL OF THE MUNICIPALITY OF BATO CAMARINES SUR AGAINST
PUNONG BARANGAY AND LIGA MUNICIPAL CHAPTER PRESIDENT MARIVIC HUGO
y BERMAL OF THE LIGA MUNICIAL CHAPTER OF BATO, CAMARINES SUR, TO THE
COMMITTEE ON JUSTICE FOR THE PROPER DISPOSITION THEREOF
WHEREAS, Punong Barangay Bonifacio Billones y Romaraog of Barangay Santiago and
Punong Barangay Roberto Quite y Corralde of Barangay San Miguel, all of the Municipality
of Bato, Camarines Sur, filed a Verified Complaint on September 27, 2021 with the Liga ng
mga Barangay Camarines Sur Provincial Chapter against Liga Municipal Chapter President
Marivic Hugo y Bermal for Removal as Liga President – Bato Chapter to which the
Complainants accuses the Respondents of the following legal infractions and offenses such
as: (1) Gross Neglect of Duty; (2) Grave Abuse of Authority; (3) Willful Non-remittance of Liga
Dues to the Camarines Sur Provincial Chapter; and (4) Commission of Acts Amounting to
Malversation of Public Funds under Article 217(2) of the Revised Penal Code, as amended,
punishable by Prision Mayor in Its Miminum and Medium Periods.
WHEREAS, the Committee on Justice is one of the Standing Committees organized by the
Liga ng mga Barangay Camarines Sur Provincial Chapter, the jurisdicion of which, per
Section 2(h)(Duties and Functions of the Committees) of Article IX (Committee) of the new
Constitution and By-Laws, as amended, of the Liga ng mga Barangay sa Pilipinas, is: “all
matters relating to election disputes, cases filed under Sections 3 and 4, Article XII of this
Constitution and By-laws, complaints and legal matters”;
WHEREAS, the Liga Provincial Executive Board has decided to refer and indorse said Verified
Complaint filed by Punong Barangay Bonifacio Billones y Romaraog and Punong Barangay
Roberto Quite y Corralde against Liga Municipal Chapter President Marivic Hugo y Bermal,
all of the Municipality of Bato, to the Committee on Justice, it being proper, appropriate
and necessary;
NOW, THEREFORE, on motion of Honorable _____________________, which was duly seconded
by Honorable __________________, be it --
RESOLVED, AS IT IS HEREBY RESOLVED, by the Liga ng mga Barangay Provincial Liga Board
Camarines Sur Chapter, in a regular Liga Board meeting assembled, to refer and indorse, as
it hereby refers and indorses, the Verified Complaint filed by Punong Barangay Bonifacio
Billones y Romaraog of Barangay Santiago and Punong Barangay Roberto Quite y Corralde
of Barangay San Miguel, all of the Municipality of Bato, Camarines Sur, against Punong
Barangay and Liga Municipal Chapter President Marivic Hugo y Bermal of the Liga
Municipal Chapter of Bato, Camarines Sur, to the Committee on Justice for the proper
disposition thereof;
