5 MINUTES OF THE 67TH REGULAR SESSION OF THE SANGGUNIANG BAYAN OF
6 SAN JOSE, BATANGAS HELD AT THE MUNICIPAL SESSION HALL ON JANUARY 12, 2015

23 The 67th Regular Session started with a call to order from the Presiding Officer at 9:20 AM with Hon.
24 Rhyan Czar P. Carandang as non-attending and with Hon. Pedro C. Macaraig being included in the roster
25 as the new Member of the Sangguniang Bayan. Hon. Merlita L. Magnaye led the prayers with Hon. Marife
26 E. Bathan leading the national anthem. Honorable Vice-Mayor Valentino R. Patron acknowledged the
27 presence of three DILG Personnel as observers.

29 Next considered is the Minutes of the 66th Regular Session and after some minor corrections, the same
30 had been approved on motion of Hon. Ruel F. Ilao and concurred into by all other Members present.

32 On Unfinished Business, Annex A, on Items 1 and 2, Hon. Gerald G. Alday informed the Body that
33 through caucus, the same will be reported in next session.

35 Before discussion of Item 3, a 2-minute recess was asked thru motion of Hon. Gerald G. Alday to refer
36 from the copy of the request. On resumption, the request for adoption of the Local Poverty Reduction Action
37 Plan itemizing the list of Priority Template for FY 2016 was approved and adopted as:

41 A RESOLUTION ADOPTING THE LOCAL POVERTY REDUCTION
42 ACTION PLAN LIST OF PRIORITY TEMPLATE FOR FY 2016

44 WHEREAS, a detailed listing of the priority projects for FY 2016 was presented itemizing projects that
45 will support the Local Poverty Reduction in the Municipality of San Jose, Batangas;
46
47 WHEREAS, prominent in the template is the listing of budgetary requirements for the projects with
48 schedule of NGAs and LGU Funding.

50 WHEREFORE, on motion of Hon. Marife E. Bathan and seconded by Hon. Gerald G. Alday, resolve to
51 approve as it is hereby approved that the Local Poverty Reduction Action Plan itemizing priorities for FY
52 2016 is hereby ADOPTED.

54 RESOLVED FINALLY that copies of this resolution be provided to parties with interest hereon.

57 Next is the request for extension from the filing of Business Tax and Mayor’s Permit which will be
58 reported in the next session. The same has been referred to the Finance, Budget and Appropriations
59 Committee by Hon. Gerald G. Alday with Hon. Nicanor M. Dimaculangan, Jr., Chairman of the Finance
60 Committee accepting.

62 The request for the reclassification of land of Spouses Alexander and Zenaida Balbuena at Barangay
63 Galamay-Amo has been referred to the Committee on Housing and Land Utilization by Hon. Gerald G. Alday
64 with Hon. Marife E. Bathan seconding.

66 On Question Hour, Hon. Marife E. Bathan asked about the familiarity of Hon. Pedro C. Macaraig of the
67 Internal Rules and Procedures of the Sangguniang Bayan and the Internal Agreement and Arrangement
68 (IAA). Hon. Ruel F. Ilao said that a copy of the IRP will be provided by the Secretariat. The Presiding
69 Officer said that the IAA will be discussed after session.

71 Next is the discussion of the low-water supply in the market as initiated by the Presiding Officer. Mr.
72 Romulo Mirasol, Head of Waterworks Section was requested to provide the Body with an estimate of the
73 material requirements for the immediate provision of supply which will temporarily be connected to the
74 nearest fire hydrant. Hon. Gerald G. Alday reminded Mr. Mirasol of the water protection as to potability and
75 Hon. Ruel F. Ilao as to the probability of pilferage.

77 Other topics were:
78 1. Information on the Financial Statement of the LGU ending November 30, 2014;
79 2. Hon. Marife E. Bathan – receipt of the Timbangan ng Bayan from DTI;
80 3. Information also for the Sangguniang Bayan of the appointment of Mrs. Dulce Sollestre as OIC
81 in the DSWD;
82 4. The Presiding Officer expressed his appreciation and gratitude to the SB Members on the
83 support accorded him in the Turnover Ceremonies of the Vice-Mayors’ League of Batangas last
84 January 6, 2015.

86 As all in the Calendar had been taken up, the session adjourned at 10:20 AM.
