17 I. CALL TO ORDER
18 The 63rd Regular Session of the Sangguniang Bayan of Gloria, Oriental Mindoro was called to order
19 by Atty. Vic Ruskin M. Ong, Honorable Vice Mayor and Presiding Officer at exactly 9:30 in the morning.
20 Everybody sang in unison the National Anthem followed by an invocation through the song “One
21 More Gift”.
22 The secretariat played the “Gloria Hymn”.
23 Hon. Rimando M. Recalde led the PCL Creed.
24 II. ROLL CALL
25 Upon instruction of the Presiding Officer, Hon. Vic Ruskin M. Ong, the Secretary to the Sanggunian,
26 Mr. Noel L. Hernandez called the roll on which the following members responded to wit:

37 III. APPROVAL OF CALENDAR OF BUSINESS
38 Hon. Crispin J. Bawasanta, Majority Floor Leader moved to include the Supplemental Budget No. 01
39 of the Sangguniang Kabataan of M. Adriatico and G. Antonino in the calendar of business and was jointly
40 seconded by Hon. Lauro L. De Belen and Hon. Romeo Edward P. Alvarez.
41 The Presiding Officer ruled to include the Supplemental Budget No. 01 of the Sangguniang Kabataan
42 of M. Adriatico and G. Antonino in the calendar of business.
43 Hon. Gregorio G. Favorito and Hon. Wilfredo S. Condesa arrived at 9:40 in the morning.
44 The Majority Floor Leader moved to approve the order of business for the 63 rd regular session with
45 inclusions and was jointly seconded by Hon. Lauro L. De Belen, Hon. Gregorio G. Favorito and Hon. Romeo
46 Edward P. Alvarez.
47 The Presiding Officer ruled to approve the motion of Hon. Crispin J. Bawasanta, jointly seconded by
48 Hon. Lauro L. De Belen, Hon. Gregorio G. Favorito and Hon. Romeo Edward P. Alvarez.
49 IV. READING AND APPROVAL/ADOPTION OF THE MINUTES OF THE 62nd REGULAR

52 Hon. Lauro L. De Belen moved to defer the reading and approval of the minutes of the 62 nd regular
53 session and further requested to calendar the same in the next regular session.

18 Hon. Crispin J. Bawasanta, Chairperson of the Committee on Finance and Appropriation said that
19 the request is supported with the Statement of Unobligated Balance and certification from the Municipal
20 Mayor indicating that the said matter is urgent. He asked for comments and suggestions from the August
21 Body.
22 There is no comment and manifestation from the floor, Hon. Crispin J. Bawasanta moved to
23 consider the request as urgent, waving the three (3) reading principle and thereby moved for the enactment
24 of an appropriation ordinance approving the augmentation of funds of the Municipal Social Welfare and
25 Development Office amounting to Sixty Nine Thousand Pesos (P69, 000.00) and was jointly seconded by
26 Hon. Lauro L. De Belen and Hon. Rodolfo S. Dapito.
27 Hon. Norma R. Paz arrived at 9:50 in the morning.
28 C4.2 Letter from Hon. German D. Rodegerio, Municipal Mayor dated November 10, 2020,
29 submitting the attached Program of Works (POW) for the project “Construction of Box Culvert” in
30 Barangay Tambong for your perusal.
31 Hon. Crispin J. Bawasanta said that all were furnished with a copy of the above-stated document for
32 their perusal.
33 Atty. Vic Ruskin M. Ong said that the matter is just for their information and guidance so they can
34 proceed to the next topic.
35 C5. BARANGAY LEVEL
36 C5.1 Letter from the Municipal Finance Committee dated November 12, 2020, regarding the
37 result of their review and evaluation for the following:
38  2021 Annual Budget of Barangay Agos
39  Realignment of Funds of Barangay Narra
40  2021 Annual Budget of the Sangguniang Kabataan of Barangay Malubay
41  2021 Annual Budget of the Sangguniang Kabataan of Barangay G. Antonino

1 Hon. Crispin J. Bawasanta read the report of the Local Finance Committee stating the following
2 findings:

5 After reading the report, Hon. Crispin J. Bawasanta moved to adopt the said report and was jointly
6 seconded by Hon. Rodolfo S. Dapito, Hon. Lauro L. De Belen and Hon. Romeo Edward P. Alvarez.
7 The Presiding Officer ruled to adopt the report of the Local Finance Committee.

1 Hon. Crispin J. Bawasanta moved to approve the realignment of funds of Barangay Narra
2 amounting to Ninety Thousand Pesos (P90,000.00) and was jointly seconded by Hon. Lauro L. De Belen,
3 Hon. Teotimo F. Fampulme, Jr. and Hon. Rodolfo S. Dapito.

4 The Presiding Officer ruled to approve the realignment of funds of Barangay Narra.
5 C5.2 Supplemental Budget of the Sangguniang Kabataan of M. Adriatico and Guimbonan
6 Hon. Crispin J. Bawasanta requested the secretariat to endorse the above-stated Supplemental
7 Budget to the Local Finance Committee for review.
8 VIII. COMMITTEE REPORT - NONE
9 IX. CALENDAR OF BUSINESS - NONE
10 A. Business for the Day (2nd Reading)
11 “AN ORDINANCE ESTABLISHING TASK FORCE BANTAY KALIKASAN IN THE MUNICIPALITY OF
12 GLORIA AND PROVIDING FUNDS THEREOF.”
13 Hon. Rimando M. Recalde read the content of his proposed ordinance.
14 Hon. Lauro L. De Belen asked, “Where shall we get the required amount intended for the insurance
15 of the members of the Task Force Bantay Kalikasan?”
16 Hon. Rimando M. Recalde said that the members of the Task Force Bantay Kalikasan will be entitled
17 to group insurance and it will be funded through the initial funding provided under the ordinance. He added
18 that the Municipal Mayor will be authorized to provide funds for the Accident and Death Insurance,
19 Bereavement Assistance, and Medical Reimbursement of each member of the Task Force Bantay Kalikasan.
20 Hon. Teotimo F. Fampulme, Jr. said that the proposed ordinance is crafted based on the existing
21 ordinance of some cities and municipalities. He said that the required amount can be sourced out either
22 from the Supplemental Budget or the realignment of funds.
23 Hon. Rimando M. Recalde said that due to limited funds, the Municipal Environment and Natural
24 Resources Officer (MENRO) suggested to provide an initial fund of One Hundred Thousand Pesos Only
25 (P100,000.00).
26 Hon. Romeo Edward P. Alvarez asked, “How many members do we need?”
27 Hon. Rimando M. Recalde said that the LGU through the Mayor shall appoint four (4) Bantay Gubat
28 (upland) and four (4) Bantay Bakawan (seashore). He said that additional Bantay Gubat and Bakawan will
29 be appointed gradually once there is an available budget.
30 Hon. Romeo Edward P. Alvarez requested to include all the members of the Sangguniang Bayan in
31 the composition of Task Force Bantay Kalikasan if possible.
32 Hon. Rimando M. Recalde said that only the concerned committee is included but there is no
33 problem if the body will agree to include themselves in the composition of the task force.
34 Hon. Teotimo F. Fampulme, Jr. said that the Bantay Kalikasan is composed of Bantay Gubat and
35 Bakawan with specific functions. He stressed that monitoring of rivers and lakes shall also be part of the
36 duties of the said group.
37 Hon. Crispin J. Bawasanta asked about the duties and power of the Bantay Kalikasan.
38 Hon. Rimando M. Recalde cited the following duties and functions of the Bantay Kalikasan:
39 - Attend training and orientation regarding environmental protection;
40 - Protect the watershed against illegal activities;
41 - Monitor the forests, rivers, bakawan, and other parts of the environment as they go about on
42 their patrols, clearing out invasive plants;
43 - Report all illegal activities against the environment;
44 - Assist in the growth of trees and the reforestation of areas previously cleared, by illegal
45 activities or natural calamity; and
46 - Perform other tasks as recommended by the Task Force Bantay Kalikasan.

1 Hon. Crispin J. Bawasanta said that the members need to have their own hand-radio and other
2 equipment or apparatus that are necessary for monitoring and reporting of illegal activities.
3 Hon. Lauro L. De Belen requested to consider all the suggestions during the crafting of the
4 Implementing Rules and Regulations (IRR). He said that the concerned committee shall also be present to
5 contribute their ideas regarding the matter.
6 Atty. Vic Ruskin M. Ong said that the functions of the Bantay Kalikasan are limited only to what is
7 stated in the ordinance. He added that they can suggest whatever duties and functions they want the Bantay
8 Kalikasan to do.
9 Hon. Rimando M. Recalde said that the Task Force Bantay Kalikasan, in consultation with the
10 sectoral associations shall draft the implementing rules and regulations to enforce the provisions of the
11 measure within 6 months after the approval of the same by the local chief executive.
12 There are no other comments, suggestions, and manifestations from the August Body, Hon.
13 Rimando M. Recalde, therefore, moved to approve the proposed ordinance entitled, “AN ORDINANCE
14 ESTABLISHING TASK FORCE BANTAY KALIKASAN IN THE MUNICIPALITY OF GLORIA AND
15 PROVIDING FUNDS THEREOF” in the second (2 nd) reading and was jointly seconded by Hon. Teotimo F.
16 Fampulme, Jr. and Hon. Crispin J. Bawasanta.
17 The Presiding Officer ruled to approve the above-stated proposed ordinance in the second (2 nd)
18 reading.
19 Hon. Rimando M. Recalde requested the secretariat to schedule the proposed ordinance for a public
20 hearing.
21 “AN ORDINANCE REQUIRING INDIVIDUALS 21 YEARS OLD AND ABOVE AND THOSE 20 YEARS OLD
22 AND BELOW BUT WITH A CHILDREN TO REGISTER TO PHILHEALTH OR TO THE NATIONAL
23 HEALTH INSURANCE PROGRAM (NHIP).”
24 Hon. Norma R. Paz read the draft ordinance. After reading the same, she asked for comments and
25 suggestions from the August Body.
26 Hon. Wilfredo S. Condesa asked about the registration of an unmarried couple with children.
27 Hon. Norma R. Paz said that an unmarried couple is considered single, therefore, they both need to
28 register and declare their children as their dependents.
29 There is no other comment and suggestion from the floor, Hon. Norma R. Paz, therefore, moved to
30 approve her proposed ordinance entitled, “AN ORDINANCE REQUIRING INDIVIDUALS 21 YEARS OLD
31 AND ABOVE AND THOSE 20 YEARS OLD AND BELOW BUT WITH A CHILDREN TO REGISTER TO
32 PHILHEALTH OR TO THE NATIONAL HEALTH INSURANCE PROGRAM (NHIP)” in the second (2 nd)
33 reading and was duly seconded by Hon. Romeo Edward P. Alvarez.
34 The Presiding Officer ruled to approve the motion of Hon. Norma R. Paz.
35 Hon. Norma R. Paz requested the secretariat to include the said proposed ordinance in the schedule
36 of public hearings.
37 B. Unfinished Business
38 1. Scheduled Committee Meetings/Hearings
39  Committee on Games and Amusement (Franchise-Cockpit)
40 A committee hearing with the Committee on Games and Amusement, MPDC, and BPLO –
41 Designate is scheduled on November 19, 2020, at 9:00 in the morning.
42  Committee of the Whole (Ord.-Imbakan)
43 Hon. Rimando M. Recalde scheduled a committee meeting with the Committee of the Whole on
44 November 19, 2020, at 1:30 in the afternoon.
45  Committee on Environmental Protection, Natural Resources, and Ecology (PMI)

1 A committee hearing with the Committee on Environmental Protection, Natural Resources and
2 Ecology is scheduled on November 24, 2020, at 1:30 in the afternoon, together with the representative from
3 the PMI, MCC, Barangay Captain of Malamig, and representative from the media.

6 XI. OTHER MATTERS
7 1. Solicitation letter from Hon. Alexander S. Caganan, SK Chairperson of Barangay Agos
8 Considering that all of them were furnished with a copy of the solicitation letter, Hon. Crispin J.
9 Bawasanta asked for comments and suggestions.
10 Hon. Romeo Edward P. Alvarez stressed that there were some assistance from the Sangguniang
11 Panlalawigan that had been distributed to some students. He asked, “Do they have no funds for the said
12 program?”
13 Hon. Rose Anne May Balbastro said that some Sangguniang Kabataan have their funds for the
14 purpose and some are funded through Supplemental Budget and/or realignment of funds but the budget is
15 still not enough to make the program successful.
16 Atty. Vic Ruskin M. Ong requested the SK President to advise Hon. Alexander S. Caganan to visit his
17 office.
18 Hon. Rose Anne May Balbastro requested the August Body to give whatever they can.
19 Hon. Wilfredo S. Condesa stressed that the said Sangguniang Kabataan is requesting cash assistance.
20 Hon. Teotimo F. Fampulme, Jr. said that the letter states that they are soliciting cash or any school
21 supplies and equipment that can be used by the students.
22 Hon. Crispin J. Bawasanta stressed that they may give cash or any supplies that are available.
23 2. PCL – Last Quarter Officers meeting
24 Hon. Crispin J. Bawasanta informed the August Body that he attended the Last Quarter PCL- OrMin
25 Officers meeting last November 14, 2020, at La Primera Grande Beach Resort, Dangay, Roxas, Oriental
26 Mindoro. He informed the August Body regarding the highlights of the said meeting, to wit:
27  Financial Status of the PCL- Oriental Mindoro Chapter (The association already has
28 available funds of more or less Six Hundred Thousand Pesos (P600,000.00) in the bank
29 account);
30  PCL Uniform;
31  Year-End General Assembly of the PCL if possible;
32  100% membership in good standing;
33  1000pcs faceshield from Hon. Alfonso “Al” G. Cusi (The same will be divided into 10);
34  Medical/Hospitalization Assistance from the PCL.
35 Regarding the hospitalization assistance, Hon. Teotimo F. Fampulme, Jr. said that when he was
36 confined at the hospital and quarantined for almost 20 days, he claimed Six Thousand Pesos (P6,000.00)
37 medical assistance from the PCL through the help of the staff of Hon. Marion Marcos, PCL OrMin President.
38 He said that he provided the following documents:
39  Form;
40  Medical Certificate;
41  Billing Statements;
42  Prescription
43 3. Year-End Bonus and Salary
44 Hon. Romeo Edward P. Alvarez informed the August Body that their Year-End Bonus and salary is
45 already available.

1 4. Beneficiaries of SLP
2 Hon. Teotimo F. Fampulme, Jr asked the secretariat if the letter requesting a copy of the list of
3 beneficiaries of SLP was sent already to the concerned department.
4 Hon. Crispin J. Bawasanta moved for the suspension of the house rules and was duly seconded by
5 Hon. Lauro L. De Belen.
6 The Presiding Officer ruled to suspend the house rules.
7 SUSPENSION OF THE HOUSE RULES
8 Mr. Noel L. Hernandez, Secretary to the Sangguniang Bayan said that during the last regular session,
9 the Chairperson of the Committee on Social Services, Hon. Norma R. Paz was assigned to coordinate with
10 the concerned office to request a copy of the list of beneficiaries of SLP. He said that the secretariat did not
11 send any communication regarding the matter.
12 Hon. Norma R. Paz said that due to the typhoon, she was not able to consult the concerned
13 department regarding the matter but she promised to coordinate with the concerned office within the week.
14 XII. ADJOURNMENT
15 There being no other business to discuss/to take up, Hon. Romeo Edward P. Alvarez moved for the
16 adjournment of the 63rd regular session of the Sangguniang Bayan at 10:53 in the morning and was duly
17 seconded by all Sangguniang Bayan Members present.
18 Hon. Rodolfo S. Dapito led the closing prayer.
