1 Hon. Crispin J. Bawasanta moved to approve the realignment of funds of Barangay Narra
2 amounting to Ninety Thousand Pesos (P90,000.00) and was jointly seconded by Hon. Lauro L. De Belen,
3 Hon. Teotimo F. Fampulme, Jr. and Hon. Rodolfo S. Dapito.
4 The Presiding Officer ruled to approve the realignment of funds of Barangay Narra.
5 C5.2 Supplemental Budget of the Sangguniang Kabataan of M. Adriatico and Guimbonan
6 Hon. Crispin J. Bawasanta requested the secretariat to endorse the above-stated Supplemental
7 Budget to the Local Finance Committee for review.

10 A. Business for the Day (2nd Reading)
11 “AN ORDINANCE ESTABLISHING TASK FORCE BANTAY KALIKASAN IN THE MUNICIPALITY OF
12 GLORIA AND PROVIDING FUNDS THEREOF.”
13 Hon. Rimando M. Recalde read the content of his proposed ordinance.
14 Hon. Lauro L. De Belen asked, “Where shall we get the required amount intended for the insurance
15 of the members of the Task Force Bantay Kalikasan?”
16 Hon. Rimando M. Recalde said that the members of the Task Force Bantay Kalikasan will be entitled
17 to group insurance and it will be funded through the initial funding provided under the ordinance. He added
18 that the Municipal Mayor will be authorized to provide funds for the Accident and Death Insurance,
19 Bereavement Assistance, and Medical Reimbursement of each member of the Task Force Bantay Kalikasan.
20 Hon. Teotimo F. Fampulme, Jr. said that the proposed ordinance is crafted based on the existing
21 ordinance of some cities and municipalities. He said that the required amount can be sourced out either
22 from the Supplemental Budget or the realignment of funds.
23 Hon. Rimando M. Recalde said that due to limited funds, the Municipal Environment and Natural
24 Resources Officer (MENRO) suggested to provide an initial fund of One Hundred Thousand Pesos Only
25 (P100,000.00).
26 Hon. Romeo Edward P. Alvarez asked, “How many members do we need?”
27 Hon. Rimando M. Recalde said that the LGU through the Mayor shall appoint four (4) Bantay Gubat
28 (upland) and four (4) Bantay Bakawan (seashore). He said that additional Bantay Gubat and Bakawan will
29 be appointed gradually once there is an available budget.
30 Hon. Romeo Edward P. Alvarez requested to include all the members of the Sangguniang Bayan in
31 the composition of Task Force Bantay Kalikasan if possible.
32 Hon. Rimando M. Recalde said that only the concerned committee is included but there is no
33 problem if the body will agree to include themselves in the composition of the task force.
34 Hon. Teotimo F. Fampulme, Jr. said that the Bantay Kalikasan is composed of Bantay Gubat and
35 Bakawan with specific functions. He stressed that monitoring of rivers and lakes shall also be part of the
36 duties of the said group.
37 Hon. Crispin J. Bawasanta asked about the duties and power of the Bantay Kalikasan.
38 Hon. Rimando M. Recalde cited the following duties and functions of the Bantay Kalikasan:
39 - Attend training and orientation regarding environmental protection;
40 - Protect the watershed against illegal activities;
41 - Monitor the forests, rivers, bakawan, and other parts of the environment as they go about on
42 their patrols, clearing out invasive plants;
43 - Report all illegal activities against the environment;
44 - Assist in the growth of trees and the reforestation of areas previously cleared, by illegal
45 activities or natural calamity; and
46 - Perform other tasks as recommended by the Task Force Bantay Kalikasan.

1 Hon. Crispin J. Bawasanta said that the members need to have their own hand-radio and other
2 equipment or apparatus that are necessary for monitoring and reporting of illegal activities.
3 Hon. Lauro L. De Belen requested to consider all the suggestions during the crafting of the
4 Implementing Rules and Regulations (IRR). He said that the concerned committee shall also be present to
5 contribute their ideas regarding the matter.
6 Atty. Vic Ruskin M. Ong said that the functions of the Bantay Kalikasan are limited only to what is
7 stated in the ordinance. He added that they can suggest whatever duties and functions they want the Bantay
8 Kalikasan to do.
9 Hon. Rimando M. Recalde said that the Task Force Bantay Kalikasan, in consultation with the
10 sectoral associations shall draft the implementing rules and regulations to enforce the provisions of the
11 measure within 6 months after the approval of the same by the local chief executive.
12 There are no other comments, suggestions, and manifestations from the August Body, Hon.
13 Rimando M. Recalde, therefore, moved to approve the proposed ordinance entitled, “AN ORDINANCE
14 ESTABLISHING TASK FORCE BANTAY KALIKASAN IN THE MUNICIPALITY OF GLORIA AND
15 PROVIDING FUNDS THEREOF” in the second (2 nd) reading and was jointly seconded by Hon. Teotimo F.
16 Fampulme, Jr. and Hon. Crispin J. Bawasanta.
17 The Presiding Officer ruled to approve the above-stated proposed ordinance in the second (2 nd)
18 reading.
19 Hon. Rimando M. Recalde requested the secretariat to schedule the proposed ordinance for a public
20 hearing.
21 “AN ORDINANCE REQUIRING INDIVIDUALS 21 YEARS OLD AND ABOVE AND THOSE 20 YEARS OLD
22 AND BELOW BUT WITH A CHILDREN TO REGISTER TO PHILHEALTH OR TO THE NATIONAL
23 HEALTH INSURANCE PROGRAM (NHIP).”
24 Hon. Norma R. Paz read the draft ordinance. After reading the same, she asked for comments and
25 suggestions from the August Body.
26 Hon. Wilfredo S. Condesa asked about the registration of an unmarried couple with children.
27 Hon. Norma R. Paz said that an unmarried couple is considered single, therefore, they both need to
28 register and declare their children as their dependents.
29 There is no other comment and suggestion from the floor, Hon. Norma R. Paz, therefore, moved to
30 approve her proposed ordinance entitled, “AN ORDINANCE REQUIRING INDIVIDUALS 21 YEARS OLD
31 AND ABOVE AND THOSE 20 YEARS OLD AND BELOW BUT WITH A CHILDREN TO REGISTER TO
32 PHILHEALTH OR TO THE NATIONAL HEALTH INSURANCE PROGRAM (NHIP)” in the second (2 nd)
33 reading and was duly seconded by Hon. Romeo Edward P. Alvarez.
34 The Presiding Officer ruled to approve the motion of Hon. Norma R. Paz.
35 Hon. Norma R. Paz requested the secretariat to include the said proposed ordinance in the schedule
36 of public hearings.
