A RESOLUTION TITLED: TO ASK / REQUEST CONGRESSWOMAN OF THE 6TH DISTRICT

OF CEBU, HON. EMMARIE OUANO DIZON, FOR UPDATES AND CURRENT STATUS OF
THE RETIREMENT BENEFITS OF ALL THE MEMBERS OF THE SANGGUNIANG
BARANGAY WHO HAVE SERVED FOR TEN (10) CONSECUTIVE YEARS WITHOUT
INTERRUPTION: THE BILL REGARDING THIS MATTER WAS FILED IN CONGRESS BY A
FORMER SENATOR WHO RAN FOR VICE-PRESIDENT IN THE LAST PRESIDENTIAL
ELECTION IN 2016.

WHEREAS, Under item 6, Sec. 3 of Executive Order No. 366 s. 1996, the Barangay Peace
and Order Committee (BPOC) shall “formulate plans and recommend such measures which
will improve or enhance peace and order and public safety in their area of responsibility”;

WHEREAS, Section 3 (a) of DILG-MC No. 2015-130 dated November 3, 2015 provides that
the BPOC shall formulate a Barangay POPS Plan;

WHEREAS, Section 4 (iii) of Dangerous Drugs Board (DDB) Regulation No. 4 dated 19
September 2016 provides that all city and municipal mayors are enjoined to ensure that
every barangay in their respective jurisdiction shall formulate the Barangay Peace and
Order and Public Safety Plan (BPOPS) Plan and Barangay Anti-Illegal Drug Abuse Council
Plan of Action as its component;
WHEREAS, during the Budgeting and Planning held at Woody’s Beach Resort, Medellin,
Cebu on October 23-24, 2020, the Barangay Peace and Order Committee presented its
Barangay Peace and Order and Public Safety Plan or the BPOPS Plan to the BDC for
integration in the BDP;

NOW THEREFORE, on motion of Hon. Estanislao G. Sanchez duly seconded by Hon. Carlo
D. Pesons,

RESOLVED, as it hereby RESOLVED, to endorse the Barangay Peace and Order and Public
Safety (BPOPS) Plan of the BPOC for implementation in CY 2021, to the BDC for integration
in the BDP;

RESOVLED FURTHER, to furnish copies of this resolution to the members of the BPOC and
the BDC;

RESOLVED FINALLY, to submit copies of this resolution to the CPOC and the Sangguniang
Barangay for their information and appropriate action;
