A prayer song and the community singing of the Philippine National Anthem and the General
Santos City Hymn led by the General Santos City Performing Arts Choir Division signalled the
opening of the session. The Honorable City Vice Mayor Shirlyn Bañas-Nograles after thanking
the choir informed that Atty. Rosendo Roque, the Secretary to the Sanggunian was celebrating
his birthday today and availing the birthday leave. Thereafter she called the session to order
and the roll call followed. There being a quorum the chair thereupon declared the session open
for business.

F. READING AND ADOPTION OF MINUTES : INAUGURAL SESSION

On separate motions of Councilor Bagonoc jointly seconded by Councilors Nuñez, Yumang

ang Casabuena, the reading of the minutes was dispensed with and the same minutes was
ruled adopted without any correction. The chair at this juncture congratulated everyone for the
success of their inaugural session and their respective speeches she said will be featured in the
Newsletter which will be due for release next week and copies will be distributed to different
agencies and departments including the 26 barangays.

1. SPPR NO. 1618-0002.-RESOLUTION ADOPTING THE INTERNAL RULES OF

PROCEDURES OF THE 18TH SANGGUNIANG PANLUNGSOD OF THE CITY OF GENERAL
SANTOS. (JOINT S PONSORHIP)

The chair acting on the suggestion of Councilor Yumang ruled to tackle the foregoing by rule
and thereupon the honorable members discussed the IRP where several suggestions were
introduced and respective motions for each amendment were separately approved and acted
upon by the chair. Hereunder were the approved amendments:

Amendments:

1. Rule II Sec 2 shall read “Within two weeks from their assumption to office, the
members of the sanggunian, at the initiative of the Vice Mayor, shall meet in inaugural on
any working day...
2. Rule V Sec 14 letter b 2nd line “to sign” was changed to “to attest” and letter h to read as
“to attest” and the words “ordinances, resolutions” were deleted.
3. Letter j of Sec 14 shall read as “To muto propio or upon a motion of any member, declare
the session. . .
4. Rule VI No. 7, Committee on Climate Change Adaptation and Environment to insert after
“tree planting master plan” “Sanitary Landfill Operation and Maintenance”.
5. Rule VI No. 15, Committee on Gender Equality, Women, Family and Children’s Welfare and
Population Management.
6. Rule VI No. 19 Committee on Labor and Overseas Employment. Subject to style
7. Rule VIII Sec 24 letter d “to execute” be changed to “to perform”
8. Another section will be added to become Section 32 – The venue for the conduct of the
committee hearing that it may be conducted at any other place at the discretion of the
committee chairperson.
9. The preceding section numbers after the foregoing amendment will be adjusted
accordingly.
10. Rule XI last line of Sec 38 shall read as “it may be held on any office day of the same
week.”
11.Sec 43 Rule XII – Majority of all the members of the sanggunian including the
presiding officer shall constitute a quorum . . . .
12.Sec 71 – deleted
13. Section 98 shall read as: Any member who commits an act of transgression of the foregoing
Internal Rules of Procedure shall be punished in accordance with the provisions of RA 7160.
14. Sections 99 and 100 are deleted.

The elected chairpersons of the different committees were given the discretion to appoint
their respective vice chair and three members of each committee. They are to submit the final
listings to the Office of the Vice Mayor until Friday.

Later, as moved by Councilor Nuñez duly seconded by Councilor Acharon, Councilor

Bagonoc was elected as the President Pro-Tempore.

K. ANNOUNCEMENT:

There will be a seminar to be conducted by the Ombudsman for the officials called ITAPS or
Integrity, Transparency and Accountability in Public Service in coordination with the LGU of the
City of General Santos which will be on July 28, 2016 at the Ameliyas, Narangita St. this city,
from 8:15 a.m. to 4:30 in the afternoon.

The chair further informed that the Hon. City Mayor Ronnel Rivera was elected Vice
President of the League of Cities and he was still in Manila. Councilor Melliza was delegated as
OIC-Mayor.

L. ADJOURNMENT:

There being no more matter to take up and as moved by Councilor Casabuena duly
seconded by Councilor Acharon the chair thereupon ruled the session adjourned at 1:25 in the
afternoon.
