1.0 CALL TO ORDER:


The 7th regular session was formally called to order at 9:00 a.m. by Hon. Garry P. Simbit,
presiding officer.

2.0 SHORT PRAYER:


Hon. Homert P. Baradillo, Sr. led the short prayer.

3.0 ROLL CALL:


The secretary called the roll and the punong barangay declared a quorum.

4.0 APPROVAL AND ADOPTION OF THE PREVIOUS MINUTES:


There were no corrections to the minutes of the previous session held on February 19, 2024,
Hon. Homert P. Baradillo, Sr. moved to adopt and approve the said minutes with no corrections,
seconded by Hon. Dennis G. Canda.

5.0 PRIVILEGE HOUR (committee concerns):


Hon. Myra B. Neuda, a member of the Committee on Agriculture, reported that she attended
the Training on the Slaughtering of Animals, Environmental Sanitation, Proper Meat Handling, and
Meat By-Products held on February 23, 2024, at Gakit Inn, Barangay Ipil, Gigaquit, Surigao del Norte.
The training aims to enhance the participant's skills and knowledge in meat handling, covering topics
such as hygiene practices, proper storage, cutting techniques, and overall fieldwork.

Hon. Wilma G. Fabio, Chairman of the Committee on Agriculture, reported the anti-rabies
vaccine schedule for dogs and cats on March 11, 2024, per purok waiting shed.

6.0 QUESTION HOUR:


Hon. Angelita D. Larong, SB Member, reminded the council of an upcoming public hearing to
enact the Municipal Ordinance for Anti-Truancy regarding the recent incidents. The majority of
teenagers engage in bullying, which often leads to trouble. She highlighted the Anti-Driving Ordinance
for Minors since young unlicensed drivers are more likely to be involved in fatal crashes and engage in
risky driving behaviors such as impaired driving, speeding, and driving unrestrained.

Hon. Homert Baradillo, Chairman of the Committee on Peace and Order, said that he would
convene a meeting of all barangay tanods to discuss the roving schedule, which is divided into three (3)
groups. He mentioned that there was no roving in the last few months due to the rainy season.

Hon. Wilma Fabio, Chair of the Committee on Social Services, highlighted the importance of
implementing the ordinance, especially for minors, with the collaboration of MSWDO Ms. Aiglenn T.
Molina.

7.0 FIRST READING:


1. “AN ORDINANCE AMENDING ON ECOLOGICAL SOLID WASTE MANAGEMENT OF BARANGAY
ALAMBIQUE, GIGAQUIT, SURIGAO DEL NORTE.”
2. “AN ORDINANCE AMENDING THE STRICT IMPLEMENTATION OF CURFEW HOURS OF
RESIDENTS AT BARANGAY ALAMBIQUE, GIGAQUIT, SURIGAO DEL NORTE.”
3. “AN ACT REVISING PROHIBITION BARANGAY ORDINANCE NO. 01 – 2021, AN ORDINANCE
PROHIBITING STRAY DOGS IN ALL PUBLIC PLACES WITHIN THE BARANGAY ALAMBIQUE,
PROVIDING FOR THE VIOLATION THEREOF.”
4. AN ORDINANCE ADOPTING AND IMPLEMENTING MUNICIPAL ORDINANCE NO. 2017-105
ENTITLED “MARKET CODE OF GIGAQUIT, SURIGAO DEL NORTE.”

8.0 CALENDAR OF BUSINESS:

UNFINISHED BUSINESS: NONE

BUSINESS OF THE DAY:


1. Preparation of Alambique Fiesta Celebration
PB Simbit suggested conducting a raffle draw with consolation and grand prizes. Ms. Apatan,
the barangay treasurer, responded that it did not have enough time in case the raffle tickets were not
sold out. Then, PB Simbit scheduled a BDC special meeting on March 8, 2024, at 2:00 p.m. to continue
discussing the preparations for the upcoming Alambique Fiesta celebration.

2. Preparation of Easter Sunday (Salubong)


PB Simbit informed the council that all barangay and SK officials must attend general cleaning
on March 10, 2024, at 9:00 o’clock in the morning, held at the previous barangay hall of Alambique in
preparation for Easter Sunday (Salubong)

3. Barangay Assembly Day


The barangay secretary informed the council regarding the barangay assembly schedule on
March 16, 2024, at 10:00 o’clock in the morning. Hon. Fabio requested that the barangay assembly be
rescheduled to 8:00 a.m. instead of 10:00 a.m.

9.0 OTHER MATTERS:
The barangay council tackled the market code of Gigaquit, Surigao del Norte. They proposed
regulating pricing control so that all inhabitants could buy in the public market. The majority of the fish
vendors came from neighboring municipalities, and consumers prefer not to buy in public markets due
to the high prices. Hon. Fabio explained that fish vendors in public markets demand higher prices since

they pay barangay permits, sanitary permits, and tickets. According to Hon. Myra Neuda, all local
products from the Municipality of Bacuag will be displayed in a public market with strict adherence to
the market regulations.

Hon. Tupal informed the council that the COMELEC Officer, Mr. Jembonito Borja, visited the
barangay office and proposed to conduct satellite registration, especially from far-flung areas with few
registered voters. Furthermore, he stated Mrs. Torregosa's concern about the scattered garbage
during high tide and recommended that garbage nets or steel bars be installed as a primary treatment
method to catch large gross pollutants migrating through the stormwater drainage system.

PB Simbit informed the council of the proposed drainage canal project, particularly at Purok 7,
Alambique worth Php1 million from LGU. Then, Hon. Fabio requested to create a resolution for the
construction of the waiting area at Purok 5, Alambique. The council tackled the directory of the
barangay council, wooden flag stand, bid box, and barangay logo to be displayed inside the session
hall.

12.0 ADJOURNMENT:
Since there were no more objections or clarifications and all questions and concerns had
already been addressed, Hon. Wilma Fabio moved to adjourn the session, and it was adjourned for
record purposes and ended at 11:03 a.m.
