A.) Invocation
The opening prayer was led by Hon. Alejandro P. Bugtai (Punong Barangay of Bato, Buenavista).

B.) Roll Call of Attendees


The Secretariat called the names of the present PAMB members.

C.) Determination of the Quorum


Considering that majority of the members were present (13 out of 18 members), the meeting was declared in quorum.

D.) Nomination of Presiding Officer


Pursuant to Rule 11.6 of DAO 2008-26 that in the absence of the PAMB Chairman, the members of the PAMB shall decide among themselves a Presiding Officer.
Hon. Vilma C. Uy (Punong Barangay of Sweetland, Buenavista) moved that Hon. Alejandro P. Bugtai (Punong Barangay of Bato, Buenavista) will be the Presiding
Officer of the PAMB meeting and it was duly seconded by Hon. Florencio D. Vitor (Punong Barangay of Hambongan, Inabanga).

BUSINESS OF THE DAY/ ACTIVITY

A.) Presentation and approval of the Day’s Agenda

The Presiding Officer presented the following agenda for approval:

1. Complaint against Mr. Pedro Bautista regarding the alleged illegal sand extraction in San Isidro, Inabanga, Bohol
2. Complaint of Hon. Florencio D. Vitor on the dead corals used as rip rap in Hambongan Island, Inabanga
3. Request for PAMB clearance on the existing bathing establishment of Mr. Ralph Celosia, Ms. Ophelia Bolandres, Mr. Ricky Remata and Ms. Cleofe Diacor in
Sweetland, Buenavista, Bohol
4. Conduct of Biodiversity Monitoring System (BMS) in the protected area

B.) Reading and approval of the minutes of the previous meeting

The Presiding Officer requested the Secretariat to read the minutes of the previous meeting for correction and approval. There having no correction, Mr. Romulo
Borja (BAMMDA President) moved to approve the minutes of the previous meeting and it was duly seconded by Hon. Marivic N. Gasco (Punong Barangay-Asinan,
Buenavista).

San Isidro, Inabanga. However, during the conduct of the site inspection
with the BLGU, there was no trace of sand extraction observed in the
area probably because the sand was manually extracted from the middle
portion of the riverbed. He said that the office will also invite the
respondent for a technical conference.

Hon. Florito M. Gudes (Punong Barangay of Bugang, Inabanga)


commented that the perpetrators also extracted sand in their barangay
which affected the local fishermen and stated that they are hesitant to
apprehend.

Hon. Florencio D. Vitor reported to the Board regarding the collection of
sea stones and dead corals in their barangay which is being used as rip
rap. He shared that he only complained one resident but the DENR
summoned 21 residents from their barangay.

PA Coordinator Domingo E. Sobiono responded that he and the


protected area staff conducted an inspection on the area last December
2022 and observed that there are other households who started to pile sea
stones and dead corals near their houses. He stated that the talked with
the house owners and told them not to collect the dead corals since it
serves as a microhabitat for several marine species. He added that the PAMB to conduct IEC in Hambongan,

Ms. Ophelia J. Bolandres presented her site development plan and


mentioned that she already presented it to the Board last year but it was
not endorsed yet due to the absence of the PAMP.

Ms. Cleofe Diacor showed her existing and proposed site development
and mentioned that their bathing establishment was supposedly for
family use only but many visitors would request to rent their cottages.
She said that the development shall be focused on her lot in the mainland
and that she also allotted space for the motorized boat since there area is
also a docking area.

Mr. Ricky Remata presented the existing facilities in their beach resort
which is within their claimed lot and also showed their proposed site
development plan. He shared that they applied last 2019 but was unable
to continue due to the pandemic. Then, he asked the clearance from the
Board since he is also willing to apply for a tenurial instrument.

APASu Jesus B. Abella III stated that these bathing establishments were
already inspected and having no violation recommended to the Board to
grant clearance to the projects since it is once of the requirements for the
SAPA application. He added that 75% of the SAPA fee shall be
deposited to the Integrated Protected Area Fund of IB MSFR/WA while
25% will go to the Bureau of Treasury. He also requested the Board to
encourage other resource users in their barangay to apply for SAPA.

Hon. Vilma C. Uy also convinced the other PAMB members to grant the
request of the proponents since the BLGU Sweetland aims to be one of
the tourist destinations in the municipality.

Conduct of Biodiversity Monitoring The Presiding Officer requested the DENR personnel to discuss the
System (BMS) in the protected area agendum.

Ms. Elena B. Bermoy (EMS I) informed the Board that the Biodiversity
Monitoring System (BMS) is an activity for the protected area which is
now conducted twice a year. She informed them that BMS aims to
improve the information available for decision-makers in protected areas
through the regular collection of data on biological resources and their
utilization. It employs four methods namely focus group discussion,
photo documentation, transect walk and field diary which were shall be
carried out barangay Bugaong, Fatima and San Isidro this coming March
7-8, 2023. Then, she asked the support and participation of the said BLGUs Bugaong, Fatima and San Isidro to
barangays during the conduct of the activity. assist the DENR during the conduct of
BMS.

Report of PAMB members The Presiding Officer requested the PAMB members to report issues and
concerns in their respective area of jurisdiction.

Mr. Romulo Borja reported to the Board that around 20% of their
mangrove plantation in their barangay was damaged during the super
typhoon Odette and that some of the dead mangroves were removed.

Hon. Florencio D. Vitor reported that some residents in their barangay


enclosed their houses with temporary fence. He also shared that there is
one huge standing dead mangrove in their barangay which he did not
want to be removed since it can still serve buffer from strong waves.

The Presiding Officer responded that there is nothing to worry if the


fence is only made out of light materials.

Hon. Mario Dominico B. Celocia (Punong Barangay of Poblacion)
reported that they have no major problems in their barangay and that
they will soon conduct a coastal clean-up. He also shared that they plan
to preserve a cliff which is a historical area of the municipality since it is
where its former name “Pangpang” was derived.

Hon. Marivic N. Gasco shared that during the strong northeast monsoon,
one barge was stranded in their barangay and damaged one mangrove
which she did not allowed to be cut.

PA Coordinator Domingo E. Sobiono commented that damaged


mangroves should not be collected without the approval from the DENR
who will issue the wood recovery permit.

Hon. Vilma C. Uy reported that there were no longer incidence of


mangrove cutting in their barangay and that they also conduct regular
coastal clean-up.

Mr. Mardonio Aparece reported to the Board that he observed plenty of


herons along the Cambuhat River which is a potential for bird watching
and they plan to include it in their river tour package. He suggested that
it would be better if signages shall be installed in these areas to prevent
wildlife hunting. DENR to install restrictive signage along
Cambuhat River.

Other matters The Presiding Officer asked the Board if they have other matters to
discuss.

-Updates on the Protected Area Mr. Romulo Borja asked for updates regarding their PACBRMA
Community-Based Resource application which was submitted last 2019.

application of PO-BAMMDA APASu Jesus B. Abella III answered that he will follow-up the status of
the application to the Regional Office in order to fast track the issuance
of the tenurial instrument which is important for the people’s APASu to follow-up status of the

Area Management Plan (PAMP) Mr. Romulo Borja also inquired regarding the status of the formulated

The APASu answered that the PAMP was already endorsed to the
Regional Office.

ADJOURNMENT: There having no other matters discussed, Hon. Felicidad E. Añora moved to adjourn the meeting and it was duly seconded by Hon. Marivic N. Gasco. The
