MINUTES OF THE 12TH REGULAR SESSION OF THE BARANGAY COUNCIL OF GALAS

HELD AT BARANGAY SESSION HALL, GALAS, DIPOLOG CITY ON JUNE 21, 2021 AT 1:30
P.M.

The 12th Regular Session of the Barangay Council of Galas was called to order by the
Chairman, Hon. Elmer B. Vallecer.

The opening prayer was led by Hon. Maria Merlita A. Duaso, followed by the singing
of the Philippine National Anthem.

Roll call followed the opening prayer.

Since all members were present during the session, the Chairman declared the session
in quorum. The Secretary read the Order of Business after the roll call as follows:

Hearing no insertions to the Order of Business, Hon. Duaso moved for its adoption and
unanimously seconded by the body. Hearing no objections to the contrary, the Chairman
declared the motion approve.

Since there were no visitors during the session, Hon. Duaso moved for the resumption
of the rules and duly seconded by Hon. Juvinal Z. Bustaliñ o and Hon. Florentina C. Martinez.
Hearing no objections to the contrary, the Chairman declared the motion approve.

In item number 4, Privilege Hour, SK Chairwoman, Hon. Carpitanos, Hon. Timonan

and Hon. Osorio manifested to reserve their concerns in the Unassigned Business.

In item number 5, Hon. Timonan moved for the adoption and approval of the minutes
of the 11th Regular Session on June 7, 2021 and duly seconded by SK Chairwoman. Hearing
no corrections and comments to the previous minutes, the Chairman declared it approved
and adopted.

In item number 6. Reading of communications, petitions, messages, etc., the letter

from Mr. Darren A. Caduyac dated June 15, 2021 under item 6.1 was first treated by the
body. After the chairman read the letter, discussion regarding the said subject was involved
by the body. It was discussed that the request of Mr. Caduyac will be made in the
unassigned business thru a resolution interposing no objection for the said cutting of one
coconut tree, which poses hazard to the area.

Since there were no items number: 7. Report of Standing/Special Committee, 8.

Unfinished Business and 9. New Business, the Chairman proceeded to item number 10.
Unassigned business.

In this time, the body first catered the reservation of SK Chairwoman. She addressed
for the information of the body that the Php 1,000,000.00 SK Funds was finally deposited to
the Land bank in Dipolog City after they lift their lock down. SK Chairwoman mentioned
also that they informed the COA whether they could handle many purchases in a month,
she added that the SK Officials in Galas together with the SK Chairwoman discussed that
they will purchase slowly. She mentioned that the COA address to them that in our
barangay mostly the purchase provided by the SK funds proceeds goes to Sports category
from 2016. She then mentioned that about this matter they would proceed first with other
areas like in Education. The SK Council planned to communicate from the 3 school in Galas

to ask for info regarding those students who belong to the indigent community to provide
them with educational supplies and other needed materials. SK Chairwoman also address
to the body that she already asked to the other barangays with regard in purchasing of
supplies/materials on how to handle it and it was informed to her that the BAC also tackles
the bidding upon purchasing of materials/supplies of the SK funds.

Hon. Maria Merlita A. Duaso moved and passed a resolution concurring the
appointment of Mrs. Gene A. Sygaco as new barangay health worker of Barangay
Galas, Dipolog City and was unanimously seconded by the body. Hearing no objections to
the contrary, the Chairman declared the resolution approve.

Hon. Eutiquio L. Carpitanos was the next person catered by the body. His concern was
about what is the update regarding the road rehabilitation in Sitio Bagacayan going to Sitio
Lower Banicapt, Galas due to the poor condition of the road in between the said Sitios. The
chairman informed Hon. Carpitanos regarding the said matter that it was requested
already to the Office of the City mayor about the need of one road grader, dump truck and
road roller.

The next person catered by the body was Hon. Artemio B. Timonan. His concern was
about the wire in North Baybay, Galas from Julies Bakeshop going to Vidal residence in
which the wire has already touch the ground. His concern was that if possible this could be
taken action in our barangay by bringing the wire back up.

Hon. Merel Z. Osorio was the last person catered by the body. He informed the body
that the deed of donation of the comeres-zamoras roadhas already been signed. Hon.
Osorio moved and passed a resolution allocating the amount of Php 400,000.00 as
counterpart to the city government of dipolog for the road opening of comeres-
zamoras road at Sitio North Curvada, Galas, Dipolog City and was duly seconded by
Hon. Martinez and Hon. Duaso. Hearing no objections to the contrary, the Chairman
declared the resolution approve.
Hon. Maria Merlita A. Duaso moved and passed a resolution of verification
interposing no objection in cutting one (1) coconut tree located at Sitio North Proper,
Galas, Dipolog City and was duly seconded by Hon. Enderez. Hearing no objections to the
contrary, the Chairman declared the resolution approve.

Finally, the 12th Regular Session was declared adjourned by the Chairman at 3:03 P.M.
through the motion of SK Chairwoman and was duly seconded by Hon. Enderez and Hon.
Osorio. The closing prayer was led by Hon. Maria Merlita A. Duaso.
