Minutes of the Inaugural Session of the Sangguniang Barangay of Polo, Polomolok, South Cotabato held at
the Barangay Session hall dated November 23, 2023 at 9:00 o’clock in the morning.

A. Call to Order

The Regular Session was called to order by the Hon. Rogelio N. Tabiling, Punong Barangay at 8:25
o’clock in the morning who continued to preside over the session.

B. Roll Call

The Presiding Officer asked the Barangay Secretary to call the roll. Thereafter, a quorum was
declared to be present.
C. Approval of the Minutes of the Previous Session:

The Barangay Secretary was then requested to read the Minutes of the Previous Inaugural Session.
On motion of Hon. Dionard B. Bitantos duly seconded by Hon. Aufil J. Campo the Minutes of the
Previous Session was approved as read.

D. First Reading and Referral to Committees of Proposed Ordinances and Resolutions

None.

E.2 Business of the Day

Item 1:
Proposed Resolution Adopting the Annual Investment Plan FY 2024 of Barangay Polo

The Deliberation:

The sponsor of the measure, Hon. Dionard B. Bitantos, started the discussion by stating the
timely passing of ordinances and resolutions in relation to the 2024 annual budget thus the
proponent Kagawad proposed to adopt the Annual Investment Plan FY 2024 deliberated by the
previous barangay officials for a timely passing of the 2024 Annual Budget.

There being no objection, the Council approved the motion.

Item 2:
Adoption of Barangay Development Council Resolution No. s.2023 - – Hon. Dionard B. Bitantos

The Deliberation:

The sponsor of the measure, Hon. Dionard B. Bitantos, started the discussion by stating the
timely passing of ordinances and resolutions in relation to the 2024 annual budget thus the
proponent Kagawad proposed to adopt the Barangay Development Council Resolution No.
s.2023 deliberated by the previous barangay officials for a timely passing of the 2024 Annual
Budget.

There being no objection, the Council approved the motion.

Item 3:
Appropriation Ordinance No. 1 s.2023 – Hon. Dionard B. Bitantos

Presented for approval for second reading the proposed “Appropriation Ordinance No. 1, s.
2023”

Hon. Julius B. Barabag ask for a printed copy of the ordinance, however the proponent
Kagawad on Appropriations was not able to prepare the printed copy, instead presented the
ordinance by reading the contents and announced to provide the printed copy in the next
session.

When the discussion ended, the Hon. Dionard B. Bitantos, moved that the proposed ordinance
be finalized and that it be calendared for third and final reading in the regular session of the
Council.

There being no objection, the Council approved the motion.


Item 4:
Resolution Revitalizing the Curfew Hour for Minors at 9:00 PM – Hon. Dionard B. Bitantos

The sponsor of the measure, Hon. Dionard B. Bitantos, started the discussion by stating that it
should be the objective and responsibility of the barangay government to create a peaceful
community and the like and to instill among the youth of the barangay the values of discipline,
time management and being at home on night time which may only be achievable if minors are
protected from loitering around at night time, thus he was proposing for the enactment of the
proposed resolution.
There being no objection, the Council approved the motion.

Item 5:
Resolution Revitalizing the Closure of Computer Shop & Sari-Sari Store at 10:00 PM – Hon.
Dionard B. Bitantos

The sponsor of the measure, Hon. Dionard B. Bitantos, started the discussion by stating that it
should be the objective and responsibility of the barangay government to create a peaceful
community and the like and to instill among the establishment owners and residents of the
barangay the values of discipline and being at home during curfew hours which may only be
achievable if establishment owners are aware of curfew hours during night time, thus he was
proposing for the enactment of the proposed resolution.
There being no objection, the Council approved the motion.

Item 6:
Resolution Regulating the Regular Usage of Covered Court from 5:00 AM to 10:00 PM Only –
Hon. Dionard B. Bitantos

The sponsor of the measure, Hon. Dionard B. Bitantos, started the discussion by stating that it
should be the objective and responsibility of the barangay government to create a peaceful
community and the like and to instill among the covered court users and residents of the
barangay the values of discipline and being at home during curfew hours which may only be
achievable if covered court users are aware of curfew hours during night time, thus he was
proposing for the enactment of the proposed resolution.
There being no objection, the Council approved the motion.

Item 7:
Resolution on Identification and Registration of Non-Residents During Curfew Hours – Hon.
Dionard B. Bitantos

The sponsor of the measure, Hon. Dionard B. Bitantos, started the discussion by stating that it
should be the objective and responsibility of the barangay government to create a peaceful
community and the like and to instill non-residents of the barangay to identify and register
during curfew hours which may only be achievable if residents and non-residents are aware of
curfew hours during night time, thus he was proposing for the enactment of the proposed
resolution.
There being no objection, the Council approved the motion.

Item 8:
Resolution Requesting the Municipal Mayor to Renew and Retain our Barangay Frontline
Workers for Effective and Continued Delivery of Basic Services

Hon. Dionard B. Bitantos referred the measure to the Committee on Health to act on this
matter.

F. Proposed Ordinance and Resolution for Third and Final Reading

None.

G. Committee Reports

The Honorable Dionard B. Bitantos, Committee on Appropriations reported the availability of funds for
FY 2023.

Honorable Aufil J. Campo, Committee on Environment discussed matters regarding the Community
Garden, backyard garden, garbage collection and propose to transfer the collection point to be
updated in the next regular session.

Honorable Herman B. Fortaleza, Committee on Health reported the updates on Zero-Open-Defecation


and proposed to re-survey all household for that matter. He also updated the Dengue Alert Status of
the Municipality.

H. Other Matters
- Christmas Light a Tree assumed by SK Officials.
- Earthquake Preparedness by Hon. Julius B. Barabag.
- Creation of a Committee on Earthquake Preparedness by Hon. Dionard B. Bitantos.
- Monitoring and Assessment on the aids given by different agencies to the earthquake benefeciaries
by Hon. Aufil J. Campo.

I. Adjournment

The session was adjourned at 11:07 AM on motion of Hon. Aufil J. Campo, duly seconded by Hon.
Ariston A. Leoberas, Jr.
