MINUTES OF THE 24TH REGULAR SESSION OF THE BARANGAY COUNCIL OF GALAS

HELD AT GALAS SESSION HALL ON DECEMBER 20, 2021 AT 1:30 P.M.

The 24th Regular Session of the Barangay Council of Galas was called to order by the
Chairman, Hon. Elmer B. Vallecer.

The opening prayer was led by Hon. Artemio B. Timonan, followed by the singing of
the Philippine National Anthem.

Roll call followed the opening prayer.

Since all members were present during the session, the Chairman declared the session
in quorum. The Secretary read the Order of Business after the roll call as follows:

Hearing no insertions to the Order of Business, Hon. Duaso moved for its adoption and
unanimously seconded by the body. Hearing no objections to the contrary, the Chairman
declared the motion approve.

Since there were no visitors during the session, Hon. Duaso moved for the resumption
of the rules and unanimously seconded by the body. Hearing no objections to the contrary,
the Chairman declared the motion approve.

Hearing no other concerns to discussed, Hon. Bustaliñ o moved for the resumption of
the rules and unanimously seconded by the body. Hearing no objections to the contrary,
the Chairman declared the motion approve.

Since there is no item number 4, Privilege Hour, the Chairman proceeded to item
number 5, Hon. Osorio moved for the adoption and approval of the minutes of the 23 rd
Regular Session on December 6, 2021 and unanimously seconded by the body. Hearing no
corrections and comments to the previous minutes, the Chairman declared it approved and
adopted.

In item number 6. Reading of communications, petitions, messages, etc., DILG

Memorandum dated December 2, 2021 under item 6.1 was first treated by the body
wherein the subject is the Strengthening Local COVID-19 response with the emergence of
another variant of concern, B.1.1.529 (OMICRON). After the chairman read the
memorandum, discussion regarding the said subject was involved by the body.

DILG Memorandum dated December 2, 2021 under item number 6.2 was the next
item treated by the body. It was about the DOH Memorandum No. 2021-0412 – Assistance
in the dissemination of the “Usapang Bakuna: Gabay para sa epiktibong komunikasyon

tungkol sa pagbabakuna kontra COVID-19”. Discussion regarding the said matter was
involve by the body.

Letter from the residents at Purok Romblon, Galas dated December 7, 2021 under
item number 6.3 was the next item treated by the body. It was about their request for a
water pipeline extension in their area because the owner of the mainline's lot is a private
lot and he wants to use his area now that it has been widened. Discussion regarding the
said matter was involve by the body.

DILG Memorandum dated December 6, 2021 under item number 6.4 was the next
item treated by the body. It was about the NVOC Advisory No. 113 – Reiteration on the
guidelines on the administration of booster/additional doses to all individuals 18 years old
and above. Discussion regarding the said matter was involve by the body.

DILG Memorandum dated December 6, 2021 under item number 6.5 was the next
item treated by the body. It was about the Memorandum Circular No. 2021-136: Ramping
up vaccination efforts of Local Government Units. Discussion regarding the said matter was
involve by the body.

DILG Advisory dated December 7, 2021 under item number 6.6 was the next item
treated by the body. It was about the Guidelines on the provision of alternative documents
as proof of filiation for pediatric COVID-19 vaccination. Discussion regarding the said
matter was involve by the body.

DILG Advisory dated December 7, 2021 under item number 6.7 was the next item
treated by the body. It was about the Containment and prevention of the possible
transmission of the new OMICRON COVID-19 variant. Discussion regarding the said matter
was involve by the body.

DILG Advisory dated December 7, 2021 under item number 6.8 was the next item
treated by the body. It was about the Use of vaxcertph as requirement for domestic travel.
Discussion regarding the said matter was involve by the body.

DILG Memorandum dated December 13, 2021 under item number 6.9 was the next
item treated by the body. It was about the Reminders on the operation of establishment
and allowed activities under and local government. Discussion regarding the said matter
was involve by the body.

DILG Memorandum dated December 14, 2021 under item number 6.10 was the next
item treated by the body. It was about the Adoption of RIATF Resolution No. 148-B.
Discussion regarding the said matter was involve by the body.

DILG Memorandum dated December 15, 2021 under item number 6.11 was the next
item treated by the body. It was about the attendance to the SICAP-BADAC training

(strengthening institutional capacities of Barangay Anti-Drug Abuse Councils). Discussion
regarding the said matter was involve by the body.

Since there were no items number: 7. Report of Standing/Special Committee, 8.

Unfinished Business and 9. New Business, the Chairman proceeded to item number 10.
Unassigned business.

Hon. Ma. Merlita A. Duaso moved and passed a resolution authorizing the barangay
treasurer, Mrs. Tessie D. Galdones, to release the barangay officials leave benefits for
CY 2021 in the total amount of two hundred eighty-one thousand three hundred
sixty pesos and seven centavos (Php 281,360.07) and unanimously seconded by the
body. Hearing no objections to the contrary, the Chairman declared the resolution approve.

Hon. Juvinal Z. Bustaliñ o moved and passed a resolution requesting the Dipolog
City Water District (DCWD) to provide the water pipeline needed for the availability
of clean water supply for the Purok Romblon, Sitio North Baybay, Galas residents and
duly seconded by Hon. Ma. Merlita A. Duaso. Hearing no objections to the contrary, the
Chairman declared the resolution approve.

Hon. Juvinal Z. Bustaliñ o moved and passed a resolution allocating the amount of
nineteen thousand two hundred sixty-two pesos (Php 19,262.00) for the purchase of
raincoats, boots, and other materials for disaster preparedness and duly seconded by
Hon. Ma. Merlita A. Duaso. Hearing no objections to the contrary, the Chairman declared
the resolution approve.

Hon. Merel Z. Osorio moved and passed a resolution allocating the total amount of
one hundred ten thousand pesos (Php 110,000.00) for the grant of Service
Recognition Incentive (SRI) to the Barangay Officials of Galas, Dipolog City for Fiscal
Year (FY) 2021 and unanimously seconded by the body. Hearing no objections to the
contrary, the Chairman declared the resolution approve.

Hon. Merel Z. Osorio moved and passed a resolution allocating the total amount of
one hundred ten thousand pesos (Php 110,000.00) for the grant and release of
Service Recognition Incentive (SRI)/ Pandemic rehabilitation assistance to the
Barangay Officials of Galas, Dipolog City for Fiscal Year (FY) 2021 and unanimously
seconded by the body. Hearing no objections to the contrary, the Chairman declared the
resolution approve.

Hon. Merel Z. Osorio moved and passed a resolution allocating the total amount of
two hundred thirty thousand pesos (Php 230,000.00) for the grant of gratuity pay to
the Barangay personnel of Galas, Dipolog City for Fiscal Year (FY) 2021 and
unanimously seconded by the body. Hearing no objections to the contrary, the Chairman
declared the resolution approve.

 Finally, the 24th Regular Session was declare adjourned by the Chairman at 2:42 P.M.
through the motion of Hon. Duaso and unanimously seconded by the body. The closing
prayer was led by Hon. Artemio B. Timonan.

I hereby certify to the correctness of the foregoing minutes of the 24 th Regular

Session of the Barangay Council of Galas held at Barangay Session Hall on December 20,
