MINUTES OF THE 23RD REGULAR SESSION OF THE BARANGAY COUNCIL OF GALAS


HELD AT GALAS SESSION HALL ON DECEMBER 6, 2021 AT 1:30 P.M.

The 23rd Regular Session of the Barangay Council of Galas was called to order by the
Chairman, Hon. Elmer B. Vallecer.

The opening prayer was led by Hon. Juvinal Z. Bustaliñ o, followed by the singing of
the Philippine National Anthem.

Roll call followed the opening prayer.

Since all members were present during the session, the Chairman declared the session
in quorum. The Secretary read the Order of Business after the roll call as follows:

Hearing no insertions to the Order of Business, Hon. Duaso moved for its adoption and
unanimously seconded by the body. Hearing no objections to the contrary, the Chairman
declared the motion approve.

Since there were visitors during the session in the person of Mr. Edsel M. Pagente,
newly assigned nurse in Barangay Galas, Mr. Pablito G. Estomo, Mrs. Marietta B. Carcallas
and Kim C. Taboniag, Barangay Nutrition Scholars, Mr. Benheddin G. Villarino, Marybeth M.

Aljas and Ryan Amorganda from Goodlife. Hon. Timonan moved for the suspension of the
rules to accommodate their concerns and unanimously seconded by the body. Hearing no
objections to the contrary, the Chairman declared the motion approve.

The first visitor catered by the body was Mr. Edsel M. Pagente, NDP who introduced
himself to the council as the newly assigned in Barangay Galas, he shared to the council that
he was assigned for two years in Igot and was assigned in Lugdungan, Dipolog City from
April of this year. Then they were invited to a meeting wherein the nurses are assign to
new barangay health station. Mr. Pagente mentioned that for this year he is the only nurse
assigned in barangay Galas but was told from the City Health Office that If by chance there
will be newly hired nurse by next year then there is a possibility that the Barangay Galas
will be given additional nurse. Mr. Pagente discussed the different status regarding the
Vaccination in Barangay Galas. Further discussion about the said subject matter was
involve by the body.

The next person catered by the body was Mrs. Marietta B. Carcallas, Barangay
Nutrition Scholar of Barangay Galas, her concern is about their report for the year 2021
from January to December because they were asked for their program implementation
review how often do they attend the regular session of the barangay. Mrs. Carcallas
addressed her heartfelt thanks to the council for the support in the conduct of Nutrition
Education Class on November 18, 2021. Mrs. Carcallas added that the people from City
nutrition was looking for malnourished children that was already rehab. For the first
quarter of the year 2021, Mrs. Carcallas reported that the number of children she weigh in
is numbered to 929 and the former Barangay Nutrition Scholar, Veronica S. Taboniag is
number to 900. In the 929 there was three children that was seen to have a really low
weight while two from the 900. Since the activities of the city such as feeding is keep on
going their numbered for malnourished children was down to 1 child. Mrs. Carcallas next
concern was about the activities for the year 2022, firstly would be the Operation Timbang
Plus, then giving of food packs, and nutrition education class. Mrs. Carcallas also addressed
their need of supplies and asked permission from the council that they will give their list of
needed supplies for health. Mrs. Carcallas also addressed to the council their need for a
laptop or desktop in order to organize all the files in related to the nutrition and health.
Especially since they were advised from the City Nutrition to try to ask to the council.

The next person catered by the body was Mr. Benheddin G. Villarino owner of an
accredited LTO driving school. Mr. Villarino mentioned that instead of having three days
lecture in his driving school they will give only around two to three hours of orientation for
them to be given a certificate. He added that instead of going to LTO, Mr. Villarino can
conduct orientation in the barangay for those persons with no Student permit or driver’s
license who want to apply. Further discussions about his concern was involve by the body.

The last person catered by the body are Ryan Amorganda and Marybeth M. Aljas from
Goodlife insurance. They addressed to the council their purpose wherein to inform the
body about their company and the different benefits in availing to their insurance. Mr.
Amorganda added that you can add three dependents, firstly the partner then two children
not over 18 years of age. Further discussions regarding their purpose was involve by the
body.

Hearing no other concerns to discussed, Hon. Duaso moved for the resumption of the
rules and duly seconded by Hon. Martinez. Hearing no objections to the contrary, the
Chairman declared the motion approve.

In item number 4, Privilege Hour, Hon. Duaso, Hon. Bustaliñ o, Hon. Timonan, SK
Chairperson, Hon. Osorio, Hon. Timonan and Hon. Carpitanos manifested to reserve their
concerns in the Unassigned Business.

In item number 5, Hon. Timonan moved for the adoption and approval of the minutes
of the 22nd Regular Session on November 22, 2021 and unanimously seconded by the body.

Hearing no corrections and comments to the previous minutes, the Chairman declared it
approved and adopted.

In item number 6. Reading of communications, petitions, messages, etc., DILG


Memorandum dated June 10, 2021 under item 6.1 was first treated by the body wherein the
subject is the Philippine Identification (Phil ID) Cards as the official proof of identity for
transactions with government and private entities in accordance to RA11055. After the
chairman read the memorandum, discussion regarding the said subject was involved by the
body.

DILG Memorandum dated November 19, 2021 under item number 6.2 was the next
item treated by the body. It was about the reminder to uphold the principle of political
neutrality in the government service at all times. Discussion regarding the said matter was
involve by the body.

Letter from Mr. Benheddi G. Villarino under item number 6.3 was the next item
treated by the body. It was about their intention towards raising public awareness of the
new LTO memorandum Circular No. 2019-2176: (Rules and Regulations on Accredition,
Supervision and Control of Driving Institutions, and on Standardization of Driver
Education) which requires the submission of driving course completion certificate for
applicants who wanted to acquire Student Permit (SP) and new Driver’s license in LTO as
proof of formal training from the LTO accredited driving schools. Discussion regarding the
said matter was involve by the body.

Since there were no items number: 7. Report of Standing/Special Committee, 8.


Unfinished Business and 9. New Business, the Chairman proceeded to item number 10.
Unassigned business.

Hon. Ma. Merlita A. Duaso was the first person catered by the body. Hon. Duaso
addressed that the scheduled time for upcoming “Simbang Gabi” is at 7:00 in the evening
and “Misa de Gallo” and on December 28 there will be a free Christening between two years
old and below. Hon. Duaso addressed to the council the need for 150 chairs and Barangay
Tanods for security during this time of activities.

Hon. Juvinal Z. Bustaliñ o moved and passed a resolution concurring and approving
the Barangay Disaster Risk Reduction Management Fund (BDDRMF) Investment Plan
for 2022 Annual Budget as follows: Quick Respond Fund (Relief and Recovery) – Php
373,957.30; and Purchase of Rescue and Life Saving Supplies and/or Equipment –
Php 800,000.00, for a total amount of one million one hundred seventy-three
thousand nine hundred fifty-seven pesos and thirty centavos (Php 1,173,957.30) and
unanimously seconded by the body. Hearing no objections to the contrary, the Chairman
declared the resolution approve.

Hon. Ma. Merlita A. Duaso moved and passed a resolution realigning the amount of
one hundred twenty-three thousand pesos (Php 123,000.00) from the other benefits
into personal services and unanimously seconded by the body. Hearing no objections to
the contrary, the Chairman declared the resolution approve.

Hon. Ma. Merlita A. Duaso moved and passed a resolution realigning the total
amount of three hundred thousand pesos (Php 300,000.00) from Araw ng Galas (Php
80,000.00), Cultural, Historical and other Tourism Activities (Php 120,000.00),
Seminars and Trainings Expenses (Php 100,000.00) into Electricity expenses and
Water expenses and unanimously seconded by the body. Hearing no objections to the
contrary, the Chairman declared the resolution approve.

Hon. Ma. Merlita A. Duaso moved and passed a resolution realigning the amount of
twenty thousand five hundred pesos (Php 20,500.00) from leave benefits into year

end bonus and unanimously seconded by the body. Hearing no objections to the contrary,
the Chairman declared the resolution approve.

Hon. Ma. Merlita A. Duaso moved and passed a resolution realigning the amount of
two hundred seventy five thousand pesos (Php 275,000.00) for the Collective
Negotiation Agreement (CNA) Incentive for FY 2021 that will be taken from the
traveling expenses (Php 100,000.00), repair and maintenance – Barangay Hall (Php
10,000.00) Office equipment (Php 10,000.00), IT equipment (Php 10,000.00), CCTV
(Php 100,000.00), Barangay Vehicle (Php 45,000.00) and unanimously seconded by the
body. Hearing no objections to the contrary, the Chairman declared the resolution approve.

Hon. Juvinal Z. Bustaliñ o was the next person catered by the body. Hon. Bustaliñ o
addressed his concern with regard to the concern of the affected constituents regarding to
the solar streetlights in which he personally check that some solar streetlights does not
light up any more by midnight wherein theft within the barangay is imminent due to this
condition. Further discussion regarding Hon. Bustaliñ o’s concern was involve by the body.

Hon. Juvinal Z. Bustaliñ o moved and passes a resolution requesting the requesting
the City Savings Bank (Dipolog Branch) to suspend the collection of the monthly
amortization of the barangay officials and barangay personnel for the month of
December 2021 because of the Christmas celebration during this time of pandemic
and unanimously seconded by the body. Hearing no objections to the contrary, the
Chairman declared the resolution approve.

Hon. Timonan was the next person catered by the body. Hon. Timonan addressed his
concern with regard to the bulbs in the streetlights, which are not working anymore.

Hon. Timonan moved and passed a resolution requesting Mr. Efren S. Muit,
barangay electrician to check all the light bulbs of the streetlights in barangay galas
and replace those light bulbs needed for replacement and unanimously seconded by
the body. Hearing no objections to the contrary, the Chairman declared the resolution
approve.

Hon. Timonan moved and passed a resolution allocating the amount of twenty
thousand pesos (Php 20,000.00) for the replacement of light bulbs in the streetlights
of Barangay Galas, Dipolog City and unanimously seconded by the body. Hearing no
objections to the contrary, the Chairman declared the resolution approve.

SK Chairperson Ma. Kate Ivory M. Cuenca was the next person catered by the body. SK
Chairperson addressed her concern regarding the upcoming conduct of Gender and
development seminar. SK Chairperson also asked permission from the council to use part
of the library as temporary SK Office due to presently having unavailable office for the SK
Council.

SK Chairperson moved and passed a resolution allocating the amount of one


hundred thousand pesos (Php 100,000.00) for the conduct of Teenage Pregnancy
Awareness Campaign Seminar on December 8, 9, 10 and Violence against Women
and their Children Seminar on December 15, 16, 17, 2021 and unanimously seconded
by the body. Hearing no objections to the contrary, the Chairman declared the resolution
approve.

Hon. Duaso moved and passed a resolution appropriating the amount of nine
hundred twenty-five thousand thirty-eight pesos (Php 925,038.00) additional funds
for other personal benefits – others thru supplemental budget no. 1 to be taken from
the unappropriated balance and unanimously seconded by the body. Hearing no
objections to the contrary, the Chairman declared the resolution approve.

Hon. Osorio moved and passed a resolution authorizing the barangay treasurer,
Mrs. Tessie D. Galdones for the early release of the barangay officials and barangay

employees honorarium for the month of December 2021 and unanimously seconded
by the body. Hearing no objections to the contrary, the Chairman declared the resolution
approve.

Hon. Enderez moved and passed a resolution authorizing SK Chairperson Ma. Kate
Ivory M. Cuenca to use part of the library as temporary SK council office and
unanimously seconded by the body. Hearing no objections to the contrary, the Chairman
declared the resolution approve.

Hon. Merel Z. Osorio moved and passed a resolution allocating the amount of ten
thousand pesos (Php 10,000.00) for the purchase of Christmas decorations and duly
seconded by Hon. Bustaliñ o and Hon. Duaso. Hearing no objections to the contrary, the
Chairman declared the resolution approve.

Hon. Merel Z. Osorio moved and passed a resolution allocating the amount of forty-
eight thousand nine hundred eighty pesos (Php 48,980.00) for the payment of fuel
consumption for the fourth quarter and duly seconded by Hon. Bustaliñ o and Hon.
Duaso. Hearing no objections to the contrary, the Chairman declared the resolution
approve.

Hon. Eutiquio L. Carpitanos was the last person catered by the body. Hon. Carpitanos
addressed his concern regarding the complaints of the constituents from Sitio Bagacayan,
Galas regarding the condition of barangay road way wherein it is not still cemented yet.
Further discussions regarding his concern was involve by the body.

Finally, the 23rd Regular Session was declare adjourned by the Chairman at 3:40 P.M.
through the motion of Hon. Duaso and unanimously seconded by the body. The closing
prayer was led by Hon. Juvinal Z. Bustaliñ o.
