MINUTES OF THE 20TH REGULAR SESSION OF THE BARANGAY COUNCIL OF GALAS


HELD AT GALAS SESSION HALL ON OCTOBER 19, 2021 AT 1:30 P.M.

The 20th Regular Session of the Barangay Council of Galas was called to order by the
Chairman, Hon. Elmer B. Vallecer.

The opening prayer was led by Hon. Ma. Merlita A. Duaso, followed by the singing of
the Philippine National Anthem.

Roll call followed the opening prayer.

Since most members were present during the session, the Chairman declared the
session in quorum. The Secretary read the Order of Business after the roll call as follows:

Hearing no insertions to the Order of Business, Hon. Duaso moved for its adoption and
duly seconded by Hon. Juanito Z. Enderez and Hon. Florentina C. Martinez. Hearing no
objections to the contrary, the Chairman declared the motion approve.

Since there was a visitor during the session in the person of Ms. Marifel S. Lugo, Hon.
Bustaliñ o moved for the suspension of the rules to accommodate her concern and was duly

seconded by Hon. Duaso. Hearing no objections to the contrary, the Chairman declared the
motion approve.

Ms. Marifel S. Lugo was catered by the body, her main concern is about what their
selling in relation for the use of search and rescue in the sea. Ms. Lugo has given
information about their rescue boat for sell, which was with a capacity of 6-10 persons and
comes with free two life rings, search light and rope. As the barangay Galas known to have
coastal areas and is such a big barangay, she appear to the council to give insight of their
product and the use of having one in the barangay. She added that the Luzon Red Cross is
using their type of rescue boat also. She added that when purchasing the printing of logo or
name for the rescue boat is included free already. Their rescue boat’s price ranges from
Php 450,000.00 to Php 480,000.00 with original Yamaha engine.

Hearing no other concerns to discussed, Hon. Duaso moved for the resumption of the
rules and duly seconded by Hon. Carpitanos and Hon. Martinez. Hearing no objections to
the contrary, the Chairman declared the motion approve.

In item number 4, Privilege Hour, Hon. Duaso, Hon. Bustaliñ o, manifested to reserve
their concerns in the Unassigned Business.

In item number 5, Hon. Duaso moved for the adoption and approval of the minutes of
the 19th Regular Session on October 4, 2021 and duly seconded by Hon. Carpitanos. Hearing
no corrections and comments to the previous minutes, the Chairman declared it approved
and adopted.

In item number 6. Reading of communications, petitions, messages, etc., DILG


Memorandum dated October 4, 2021 under item 6.1 was first treated by the body wherein
the subject is about the Temporary deferment of the conduct of Barangay Assembly Days.
After the chairman read the DILG memorandum, discussion regarding the said subject was
involved by the body.

DILG Memorandum dated October 6, 2021 under item number 6.2 was the next item
treated by the body. It was about “Librong gabay para sa beterinaryo sa mga local na
pamahalaan”. Discussion regarding the said subject matter was involve by the body.

DILG Advisory dated October 11, 2021 under item number 6.3 was the next item
treated by the body. It was about the prohibition of against the selling of COVID-19
vaccines and vaccination slots. Discussion regarding the said subject matter was involve by
the body.

DILG Memorandum Circular No. 2021-114 under item number 6.4 was the next item
treated by the body. It was about the celebration of the 2021 National Children’s Month.
Discussion regarding the said subject matter was involve by the body.

DILG Memorandum dated October 12, 2021 under item number 6.5 was the next item
treated by the body. It was about the invitation to the regional training on streamlining LGY
systems and procedures on business and non-business-related services (regional roll-out)
on October 19-20, 2021. Discussion regarding the said subject matter was involve by the
body.

Since there were no items number: 7. Report of Standing/Special Committee, 8.


Unfinished Business and 9. New Business, the Chairman proceeded to item number 10.
Unassigned business.

Hon. Ma. Merlita A. Duaso was the first person catered by the body. Hon. Duaso share
to the council her concern regarding those families affected by the COVID-19, about how
can the barangay provide additional food assistance to those families who are quarantined.

Since the DSWD already have their program giving food assistance to those persons who
are quarantined. Further discussions regarding her concern was involve by the body.

Hon. Duaso moved and passed a resolution allocating the amount of forty
thousand five hundred pesos (Php 40,500.00) to defray the expenses (meals and
snacks) to the COVID-19 vaccination team on October 25, 26 and 27, 2021 and duly
seconded by the body. Hearing no objections to the contrary, the Chairman declared the
resolution approve.

Hon. Juvinal Z. Bustaliñ o was the next person catered by the body. Hon. Bustaliñ o
addressed his concern regarding the present condition of the tires of van of the barangay
in which shows that it is need of replacement.

Hon. Juvinal Z. Bustaliñ o moved and passed a resolution allocating the amount of
twenty thousand pesos (Php 20,000.00) for the purchase of four new tires for the van
of the barangay and duly seconded by Hon. Duaso. Hearing no objections to the contrary,
the Chairman declared the resolution approve.

Hon. Juanito Z. Enderez moved and passed a resolution concurring the


appointment of Junas Z. Albarracin as new barangay tanod of Barangay Galas,
Dipolog City and duly seconded by Hon. Bustaliñ o. Hearing no objections to the contrary,
the Chairman declared the resolution approve.

Hon. Ma. Merlita A. Duaso moved and passed a resolution allocating the amount of
twenty two thousand pesos (Php 22,000.00) for the purchase of raincoats, gloves and
boots for the use of the barangay personnel and duly seconded by Hon. Martinez.
Hearing no objections to the contrary, the Chairman declared the resolution approve.

Hon. Ma. Merlita A. Duaso moved and passed a resolution concurring the
appointment of Kim C. Taboniag as new barangay nutrition scholar of Barangay
Galas, Dipolog City and duly seconded by Hon. Bustaliñ o. Hearing no objections to the
contrary, the Chairman declared the resolution approve.

Hon. Eutiquio L. Carpitanos moved and passed a resolution concurring and


approving the barangay development council (BDC) resolution no. 0001, Series of
2021, resolution programming the 2022 priority development fund to be
appropriated from the 20% National Tax Allotment share of CY 2022 as follows:
Road concreting – Php 1,400,000.00, Road rehabilitation – Php 250,000.00,
Completion of Barangay hall – Php 210,000.00, School improvement projects – Php
180,000.00, construction of drainage canal at Sitio Lawag – Php 1,000,000.00,
Completion of Comeres-Zamoras road at Sitio North Curvada – Php 200,000.00,
Rehabilitation of child developmet centers – Php 250,000.00, Installation of CCTV –
Php 412,000.00 and expansion of barangay health center – Php 123,673.60, for a
total amount of four million four hundred forty five thousand eight hundred twenty
nine pesos and twenty centavos (PHP 4,445,829.20) and unanimously seconded by the
body. Hearing no objections to the contrary, the Chairman declared the resolution approve.

Hon. Ma. Merlita A. Duaso moved and passed a resolution concurring and
approving the Barangay Galas 2022 Annual Investment Program of Barangay annual
budget for calendar year 2022 in the total amount of twenty-three million four
hundred seventy-nine thousand one hundred forty-six pesos (Php 23,479,146.00)
and unanimously seconded by the body. Hearing no objections to the contrary, the
Chairman declared the resolution approve.

Finally, the 20th Regular Session was declare adjourned by the Chairman at 3:40 P.M.
through the motion of Hon. Carpitanos and duly seconded by Hon. Duaso. The closing
prayer was led by Hon. Ma. Merlita A. Duaso.
