MINUTES OF THE 22ND REGULAR SESSION OF THE BARANGAY COUNCIL OF GALAS

HELD AT GALAS SESSION HALL ON NOVEMBER 22, 2021 AT 1:30 P.M.

The 22nd Regular Session of the Barangay Council of Galas was called to order by the
Presiding Officer, Hon. Artemio B. Timonan.

The opening prayer was led by Hon. Juanito Z. Enderez, followed by the singing of
the Philippine National Anthem.

Roll call followed the opening prayer.

Since most members were present during the session, the Chairman declared the
session in quorum. The Secretary read the Order of Business after the roll call as follows:

Hearing no insertions to the Order of Business, Hon. Duaso moved for its adoption and
unanimously seconded by the body. Hearing no objections to the contrary, the Chairman
declared the motion approve.

Since there were visitors during the session in the person of Ma. Beverly A. Piñ ero,
Sandra S. Dimasuhid and Anatolio T. Enderez Jr. Hon. Duaso moved for the suspension of
the rules to accommodate their concerns and was duly seconded by Hon. Bustaliñ o.
Hearing no objections to the contrary, the Chairman declared the motion approve.

Ma. Beverly A. Piñ ero and Sandra S. Dimasuhid, teachers from the Galas National High
School was the first persons catered by the body, their main concern is about the Drug
related situation in Barangay Galas. They address their role as part of the school for
intervention to the barangay. In their webinar, it is still included the “Barkada kontra
Droga” and they mentioned their need to attend the regular session in the barangay to be
updated for the situations and programs of the barangay with regards to drug related
matters. They addressed their concern with regard to the plans for any upcoming programs
for drug related that they be informed to be in coordination with the barangay. Further
discussions regarding their concern was involve by the body.

Mr. Anatolio T. Enderez Jr. appeared during the session to introduce himself as one of
the newly to be appointed Lupon member of the Barangay Galas.

Hon. Bustaliñ o moved and passed a resolution concurring the appointment of Mr.
Anatolio T. Enderez Jr. as member of the Lupong Tagapamayapa of Barangay Galas,
Dipolog City and unanimously seconded by the body. Hearing no objections to the
contrary, the Chairman declared the resolution approve.

Hearing no other concerns to discussed, Hon. Bustaliñ o moved for the resumption of
the rules and unanimously seconded by the body. Hearing no objections to the contrary,
the Chairman declared the motion approve.

Since there was no item number 4, Privilege Hour, the Chairman proceeded to item
number 5, Hon. Carpitanos moved for the adoption and approval of the minutes of the 21 st
Regular Session on November 8, 2021 and unanimously seconded by the body. Hearing no
corrections and comments to the previous minutes, the Chairman declared it approved and
adopted.

 In item number 6. Reading of communications, petitions, messages, etc., DILG
Memorandum dated November 5, 2021 under item 6.1 was first treated by the body the
subject is memorandum circular no.2021-125 dated November 4, 2021 Re: conduct of road
clearing under the alert level community quarantine system. After the chairman read the
memorandum, discussion regarding the said subject was involved by the body.

DILG Memorandum dated November 10, 2021 under item number 6.2 was the next
item treated by the body. It was about the cockfighting and operation of cockpits.
Discussion regarding the said subject matter was involve by the body.

DILG Advisory dated November 9, 2021 under item number 6.3 was the next item
treated by the body. It was about the reiteration of directives to ensure unhampered
movement of all types of good. Discussion regarding the said subject matter was involve by
the body.

Since there were no items number: 7. Report of Standing/Special Committee, 8.

Unfinished Business and 9. New Business, the Chairman proceeded to item number 10.
Unassigned business.

Hon. Duaso moved and passed a resolution allocating the amount of twenty six
thousand three hundred pesos (Php 26,300.00) for the children’s month celebration
prizes and duly seconded by Hon. Bustaliñ o. Hearing no objections to the contrary, the
Chairman declared the resolution approve.

Hon. Duaso moved and passed a resolution allocating the amount of five thousand
eight hundred thirty two pesos (Php 5,832.00) for the purchased of materials for the
different competitions of the National Children’s Month Celebration and duly
seconded by Hon. Bustaliñ o. Hearing no objections to the contrary, the Chairman declared
the resolution approve.

Hon. Juvinal Z. Bustaliñ o moved and passed a resolution allocating the amount of
one hundred thousand pesos (Php 100,000.00) to defray the expenses (meals and
snacks) to the Covid-19 vaccination team and unanimously seconded by the body.
Hearing no objections to the contrary, the Chairman declared the resolution approve.

Hon. Juvinal Z. Bustaliñ o moved and passed a resolution allocating the amount of
fifty thousand pesos (Php 50,000.00) for the purchase of office supplies and duly
seconded by Hon. Duaso. Hearing no objections to the contrary, the Chairman declared the
resolution approve.

SK Chairperson Ma. Kate Ivory M. Cuenca moved and passed a resolution allocating
the amount of fifty thousand pesos (Php 50,000.00) for the purchase of medical

supplies for the used in COVID-19 pandemic and duly seconded by Hon. Duaso. Hearing
no objections to the contrary, the Chairman declared the resolution approve.

Hon. Merel Z. Osorio moved and passed a resolution allocating the amount of
twenty thousand pesos (Php 20,000.00) for the purchase of office supplies for the
early childhood care and development workers who will conduct modular session to
children and duly seconded by Hon. Duaso. Hearing no objections to the contrary, the
Chairman declared the resolution approve.

Finally, the 22 nd Regular Session was declare adjourned by the Presiding Officer at
3:00 P.M. through the motion of Hon. Duaso and duly seconded by Hon. Bustaliñ o. The
closing prayer was led by Hon. Juanito Z. Enderez.
