MINUTES OF THE 12TH REGULAR SESSION OF THE
SANGGUNIANG BARANGAY OF MABAYUAN HELD ON
DECEMBER 21, 2018 AT THE BARANGAY SESSION HALL.
A. CALL TO ORDER
The 12th regular session was called to order by the Presiding Officer
Hon. Edwin M. Esposo, at 4:00 pm.
B. INVOCATION AND SINGING OF THE NATIONAL ANTHEM

C. ROLL CALL
The Barangay Secretary informed the Presiding Officer that the
Sangguniang Barangay Members are all present in session assembled,
therefore, a quorom was declared by the Presiding Officer.
D. READING AND APPROVAL OF THE PREVIOUS MINUTES
The minutes of the 12th Regular Session of the Sangguniang Barangay of
Mabayuan held on December 21, 2018 at the Barangay Session Hall was
corrected as read by the motion of Kgd. Mike R. Sagun seconded by
Kgd. Efren Federico.

I. CALENDAR OF BUSINESS
a. Unfinished Business
A. Kgd. Federico asked Kgd. Jao about the seminar of Budget for 2019
held in Pampanga last December 3-5, 2018 . Kgd. Jao said that she has started
making a RAC/ RAW for everyday transactions with 4 journals and 6 financial
statement. The Presiding Officer also explained that according to COA if ever that
one of the Kagawads has no signatory on the documents, he/she will make a letter
of explanation and address to the Punong Barangay.
B. BODY CAM
Kgd. Espinoza wants to purchase body cam for 2019 for the Barangay
deputized on duty. He explained one of the important benefits with body cam, that
is to monitor the reckless jeepney driver and not followed the ordinance and rules.

The Punong Barangay asked him if he had an idea how much the body cam was.
Kgd. Federico also said that he already talked to BPAT that they will use their
Cellphones while waiting for the body cam. He also asked how many
deputized where have been in the barangay and if they had already a citation
tickets. Kgd. Espinoza said that the deputized has 9 members and have already a
citation tickets. Kgd. Fernandez also said that when the driver violates the rules, his
first offense gave him a warning and he also asked if the body cam would be used
only by the deputized in the duty. Kgd. Espinoza said that they can be used only on
duty. Kgd. Federico agreed followed by the Sangguniang Members. Kgd. Escusa
permission to leave for some important matters to be settled.
C. PERSON WITH DISABILITY
Kgd. Fernandez said that the city called her to ask the status of PWD’s
members. She told them that the PWD members in the Barangay will be included
in the Barangay Christmas Party. Kgd. Federico said that it is better to know how
many PWD’s will be attended to include for the gift giving. Kgd. Sagun also
explained that were not depriving the PWD, they are included in the Christmas
party but the Christmas gift that will be preparing is for the Barangay employees
only. Kgd. Fernandez said that the fund to be used of PWD will be on their 1%
share. Mr. John Esposo said that the allotted budget for the PWD is Twenty
Thousand Pesos (P20,000.00) which is their 1% share. The Presiding Officer also
said that were appointing all Purok Leaders to know how many PWD’s is sure to
attend on the said event, if they are few they are included to our Christmas party
but if they are many lets gave them separate Christmas party he added.
E. SK ACTIVITIES FOR FIESTA
SK Yzyra Hernandez discussed their activities for the Barangay Fiesta ,
she said that they will be having a Little Ms. Mabayuan on December 10,
2018 that was exclusive for Barangay Mabayuan candidates only. There
is no registration fee for this event. They have also a Dance Craze
Competition which will be held on December 11, 2018, registration fee
was P 400.00 . The prizes for the dance contest was Seven Thousand
Pesos (P7,000.00) for the champion, Five Thousand Pesos (P5,000.00)
for the first place and Three Thousand Pesos (P3,000.00) for the second
place. No trophy and certificate only with holder. The tarpaulin was
already done she also added. The Presiding Officer also gives his opinion
to SK not to use any flammable or harmful materials to all participants to
prevent any dangerous to happened.
F. RESOLUTION 18, 19 AND 20
The Barangay Secretary read the contents of Resolution No. 18 which is
the Grievance Board, Kgd. Sagun said that this resolution will be
implemented on January 2019. The Resolution No. 19 which is the
Bonuses was also read and discussed. The bonuses will be given to the
employees by December 22, 2018 .The Resolution No. 20 which is
parking vehicles was also read by the Barangay Secretary, according to
this resolution starting from 6:00 am to 6:00 pm only one sided park will
be used, from health center to Senior High School along Otero Ave shall
be both side no parking and it was from Monday to Friday. Kgd.
Espinoza also added that after 6:00 pm the right side parking will be
used. Sangguniang Members agreed.

The Presiding Officer said that Mr. Dante Habitan of Upper Nieves St.
was asking permission to give him lot certification from the Barangay.
But the problem is Mr. Habitan just started applying his lot but he has no
“miscellaneous sales application (MSA)”. And according to the
Department of Environment and Narutal Resources (DENR) which is
Community Environment and Natural Resources Office (CENRO) now,
Section 84. Issuance of certificates of real property tax declarations on
forestlands by local government units. They are releasing this
memorandum to all the owners of concerns lot including Mr. Habitan
that’s why he didn’t sign his lot certificate.
H. BUDGET FOR BARANGAY FIESTA
There’s allotted budget for the barangay fiesta which is One Hundred
Seventy Three Thousand Pesos (P173,000.00). We will releasing Fifty
Five Thousand (P55,000.00) and another Sixty Thousand Pesos for the
SK funds (P60,000.00. Another resources for the Barangay fiesta would
be the profit in Bingo Bonanza, the Presiding Officer said.
I. The Barangay Fiesta event on December 13 and 14 also discussed for the
final talked. December 13, 2018 has an event of mini mardigras located
in Lower Grace Pauline, 5:00 pm onwards. December 14, 2018 is the
parade and float with Child Daycare Center together with their Little Ms.
Mabayuan.

K. ADJOURNMENT
On motion of Kgd.Earl Escusa duly seconded by Kgd. Joel M. delos Reyes,
the 10th Regular Session was adjourned by unanimous vote at 7:40 pm.
