2 Meeting was called to order at exactly 2:18 in the afternoon presided by
3 Hon. Mayor Dionesia B. Lagas.
4 The chairperson relinquished to preside and gave the authority to Hon. Jonam R. Lagas.
5 OPENING PRAYER
6 Opening prayer was led by LDRRMO Staff Segundino F. Lampayan. Jr.

7 Vice Mayor Lagas call this emergency meeting and mentioned the following agendas to wit: 1.
8 Reconstitution 2. Financial Aid 3. Other matters, the presiding tackled the fire incident that transpired at
9 Purok 4, Datu Panas, last February 6 on or about 10:14 in the morning in this Municipality, accordingly
10 there were 14 fire victims including the extra occupants and the church. The LDRRM officer suggested to
11 the council to provide financial assistance and release budget from the LDRRM fund for those victims,
12 house owners 5,000, other house occupants 3,000 and 10,000 intended for Ernesto S. Sendil, Suggestion
13 was been granted. On motion of Mr. Gregorio to give financial assistance to the following victims, Ernesto
14 S. Sendil 10,000, 5,000 for the house owners and 3,000 for the other house occupants and the motion was
15 unanimously seconded by the council.
16 LDRRMO Gregorio appearing the body and explained regarding the Reconstitution, he explained that the
17 IAS officers shall be included as a member of a council
18 It was been motion by Mr. Ponciano Digang about the expansion of the council and/or Reconstitution.
19 The council unanimously seconded.
20 Report from our FINSP Arnel Galay regarding the fire incident transpired at Barangay Datu Panas, as the
21 result of their investigation from their reliable resources there were so many speculation arising regarding
22 the cause of fire, finally the BFP concluded the real cause of the incident as the BFP personnel conducted
23 ocular inspection from the scene, they found out the cause of the fire was due to overloading of connection
24 from the socket.
25 Hon. Puerto ask clarification from our BFP Chief regarding the issues arising that one of the fire track
26 responded the area is empty of water, The BFP Chief explained to the council that the 2 standby fire tracks
27 are always full of water as part of their preparedness before they response the fire incident. There is no
28 proof of evidence regarding the issue.
29 Mr. Nasser Mabol support the statement of our BFP Chief Mr. Arnel Galay, as he witnessed during the
30 incident that two fire truck are full of water.
31 Vice Mayor Lagas plan to request the BALIBAGO that in case of fire incident all pipes connection of all
32 industrial, commercial and household consumers should automatically be disconnect from the main valve.
33 So that we can generate a full blast of water from the fire hydrant.
34 Mr. Felix Trapa suggested to the council, there are some individual who are selling gasoline, in order to
35 avoid and prevent fire incident they should stop this kind of illegal business.
36 Vice Mayor Lagas ordered the LDRRMO Personnel to conduct regular inspection and monitoring from
37 down town to other Barangays, to identify individual who are illegally selling gasoline to ensure safety
38 measures of the general public on or right after the implementation of the ordinace prohibiting the illegal
39 retail of gasoline. LDRRMO Gregorio move into a motion to impose an ordinance prohibiting the illegal
40 retail of gasoline within the entire municipality of Buug.
41 The council unanimously seconded.
42 Municipal Mayor Dionesia Lagas mentioned the status of recalled 27 XRM 125 motor rescue vehicle. Only
43 24 units are found serviceable and the other 3 units declared unserviceable
44 and beyond economical repair.
45 Mr. Felix Trapa suggest the council to transfer the unit without cost to the legitimate holder.
46 LDRRMO – Gregorio motioned regarding the existing 22 serviceable Motor XRM 125
47 Rescue vehicle to transfer without cost to the respective Barangays, excluding the three units XRM motor
48 declared as unserviceable (Bawang, Talairan and Guintoloan), and the XRM 125 of Barangay Pling shall
49 be issued to the MENRO designate for DRRM motoring and assessment, also the XRM of barangay
50 Agutayan shall be retained in the office of the LDDRM for DRRM use. The council unanimously
51 seconded.
52 The meeting was concluded with a closing Prayer led by ABC President Romeo L. Cerbo
53 The presiding officer declared the 1st Quarter LDRRMC meeting adjourned at exactly 3:20 in the afternoon.

6 Opening Prayer was led by Municipal Budget Officer Maria Nita Bentic
The Presiding Vise Mayor Jonam R. Lagas read the following agenda of the second council
meeting to wit: 1. Special Trust Proposal and 2. Other Matters, after that He recognized the
appearance of all members of the council who are presented the 2 nd Council Meeting. The presiding
Vise Mayor Lagas ask the secretary a hard copy of the previous minutes to distribute each copy to
the council, the LDRRMO Gregorio responded that were insufficient copies of minutes, then the
presiding suggest to display the minutes through slide show but the LDRRM officer insist
recommendation and suggest the council about to read the hard copy of the previous minutes. The
presiding Vise Mayor Jonam Lagas gave the floor to the LDDRM officer Marlon Gregorio to
present the propose plan and budget from the special trust fund. The LDRRM Officer Gregorio
start his presentation through slide show regarding all of the project proposal. He acknowledge the
council as our Municipal Accountant gave data update on LDRRM special trust fund amounting of
2,566,246.72. One of the proposed project is the Flood control of Abarca’s area (Terminal) with a
total budget of Php 1,299,779.83. Second is the LDDRM office provide budget for the MNAO as it
is mandated and required by law to allocate budget for Nutrition Aid in Emergency the amount of
Php 100,000.00, the MLGOO Alicia Y. Alvarado explained well to the council regarding the
amount of budget provided to MNAO that this is mandated and required for the purpose of
nutrition aid in emergency program for children in the evacuation center in case of calamity. The
LDRRM officer asked council to proceed the next is the Php 250,000.00 for maintenance and repair
of single motor CRF 250, two XRM 125, one unit retain for office service the other one is for
MENRO service use, and body repair of white rescue vehicle (lights, wiring and repaint). The
budget officer Ms. Maria Nita Bentic asked the council to have the floor the request was been
granted by the council she says that while she reviewed as Mr. Marlon gave and showed the
propose budget that out of 2,566,246.62 that would be transferred from 2019 unspent of disaster
allocation that was been included and transferred here, since she did not received obligation and PR
of triangular bandage (Medical cravat) worth of 7,000, folding bed 20,000 and repair of rescue
vehicle of 50,000 with a total of 77,000 that will closed, and it will form part of 2,566,246.62, if
ever the program is very necessary we can re-appropriate the budget of triangular bandage and
folding bed, it was been suggested by the council that the program be deleted and shall be
incorporated on the propose budget stated above. Unanimously approved by the council.

6 Opening Prayer was led by LDRRM Staff Segundino F. Lampayan Jr.
The presiding officer Hon. Jonam R. Lagas, say’s that in behalf of our Municipal Mayor I will
pronounce the council that our chief executive call this emergency meeting concerning the COVID
19 crisis, Hon. Jonam Lagas tackled as what he had been observed to other Municipalities that was
already implementing the total lack down like Municipality of Tungawan and Titay, our
Municipality was also implemented the total lack down this day at exactly 12:00 O’clock noon time
and in behalf of the chief executive I was called the attention of our government authorities there in
Buyogan the PNP and Military personnel to strictly handled the total lack down in compliance of
the national chief executive order regarding the total lack down of all Cities, Municipalities and
Barangays for the safe of our constituents. The President passed this executive order mandated to
all Chief Executive of all Municipalities including Barangay to implement the total lack down to all
point of entry’s in all areas specially the national high way this is to ensure and prevent the
spreading of virus (COVID 19) in our area of responsibility. The presiding officer justify regarding
the directive from the president that all chief executive have full authority to find any precautionary
measures to prevent the spread of the virus. Any chief executive found who are not exercise their
function they will be liable for administrative case. The presiding officer clarify that only the
Sibugaynon can enter or pass in within the area of Zamboanga Sibugay. And for those individual or
commuters from other provinces they are not allow to enter excluding the cargoes track,
commercial track and etc. The council got sharing of ideas as what Hon. Jonam Lagas noticed the
present location of check point is not suitable and comfortable area. So the council decided to find
another location to transfer our check point that considerate in orderly the flow of commuters and
tracking that can easily manageable to backing their track. Also the LDRRM Officer raised his
concern to the council the place where in the responders can be easily to perform in disinfection of
all kinds of vehicles. The local health officer suggested the council along their concern to provide
their needs specially the personal protected equipment (PPE). And supplies like Vitamin C and
thermometer and others.
