CHAPTER -1
EXECUTIVE SUMMARY
1.1 Introduction
The Ministry of Shipping, Road Transport and Highways, Government of India has decided
to take up the development of the National Highway network of the country, where the
intensity of traffic has significantly increased and there is need for capacity augmentation for
safe and efficient movement of traffic.
Subsequently, the National Highways Authority of India was constituted by an act of
Parliament, the National Highways Authority of India Act, 1998, by which, it is responsible
for the development, maintenance and management of National Highways entrusted to it and
for matters connected or incidental thereto.
Looking beyond phase-I and phase-II, the Govt, of India has decided to go ahead with NHDP
phase II, which envisages upgrading of about 10,000 Kms of existing National Highways to
4/6-lane dual carriageway through Public Private Partnership on a Build, Operate and
Transfer (BOT) basis. NHDP phase-III would comprise stretches of National Highway
carrying high volume of traffic, connecting State Capitals with NHDP phase-I and phase-II
network and providing connectivity to places of economic, tourist and commercial
importance and the total estimated cost of which is likely to be around Rs.55000 Crores
National Highways Authority of India has initiated action for preparation of detailed project,
report for upgrading of about 4500 Kms of National Highways in various States and part of
the programme is to develop Madurai — Natham section of NH-785, to a total length of
36.690 Km in the State of Tamil Nadu.
A detailed agreement for consultancy services was signed between NHAI, New Delhi and
Mis. Feedback Infra in JV with M/s. Mukesh & Associates in association with Mis. Cos
Consultancy services on 24th April 2017 and work order was issued on 05th April 2017.
1.2 Project Road Deseription
‘The Project road is a segment of NH-785, lies in the State of Tamil Nadu, The National
Highway No.785 originates from Madurai and ends at Natham, Dindigul District, which
passes through Pandian Hotel Junction in Madurai connecting Naganakulam, Iyer Bungalow,
