Subject: Revision of the Policy on Prohibition of the Recruitment of Relatives of
Commission on Audit (COA) Officials and Employees under COA
Resolution No. 2015-019 dated April 17, 2015
WHEREAS, the Civil Service recruitment process requires the appointment of
qualified persons based on merit and fitness;
WHEREAS, in its efforts to uphold the integrity and credibility of the recruitment
process of the Commission on Audit (COA), the Commission Proper issued COA
Resolution No. 2015-019 dated April 17, 2015 (Revision of the Policy on Prohibition of the
Recruitment of Relatives of COA Officials and Employees under COA Resolution No.
2012-013 dated October 29, 2012);
WHEREAS, COA Resolution No. 2015-019 prohibits the recruitment of relatives
within the third civil degree, either by consanguinity or affinity, of all COA officials from
Director III to the members of the Commission Proper, except for persons employed in
confidential capacity;
WHEREAS, the above-cited policy allows the recruitment of relatives within the
third civil degree, either by consanguinity or affinity, of COA employees with Salary Grade
26 and below, on the following conditions:
1. The proposed recruit passes through the regular recruitment process and
complies with all the pre-employment requirements; and
2. The proposed recruit shall not be assigned in the same office/cluster where the
relative of the recruit is presently reporting;
WHEREAS, the above-cited policy further provides that the number of relatives
that may be employed in COA shall be limited to two, and when an employee has more
than two relatives at the time of the approval of COA Resolution No. 2015-019, the latter's
right to security of tenure shall be respected;
WHEREAS, there is a need to revisit the above-cited policy to uphold the integrity
and credibility of the recruitment process;
NOW, THEREFO!
RESOLVE, to revist'

, the Commission Proper RESOLVES, as it does hereby
licy on the prohibition of the recruitment of relatives of COA
read as follows:
[ Pe1, The recruitment of relatives up to the third civil degree, cither by consanguinity or
affinity, of all COA officials and employees is prohibited, except for the
following:
1.1 Persons employed in confidential capacity;
1.2 Applicants who graduated with Latin honors (summa cum laude, magna cum
Jaude, and cum laude), provided that the course is relevant to the position
applied for; and
1,3 Top ten passers in Bar or Board (CPA/Law/Engineering) examination.
Considering the Civil Service Commission's (CSC’s) prohibition on nepotic
appointments, for the Offices of the members of the Commission Proper,
exceptions under Items 1.2. and 1.3 shall not apply.
For those who will be given a permanent appointment, the conditions in Items 2.1,
2.2, and 2.3 below shall apply to cases under Items 1.2 and 1.3.
For lawyers who will be given a temporary appointment, the conditions in Ttems
2.1, 2.2, and 2.3 below shall also apply to cases under Items 1.2 and 1.3,
2. The recruitment of relatives within the fourth civil degree of consanguinity or
affinity, including bilas, inso and balae, of all COA officials and employees shall
be allowed on the following conditions:
2.1 The proposed recruit passes through the regular recruitment process and
complies with all the pre-employment requirements;
22 The number of relatives within the fourth degree of consanguit
affinity that may be employed in COA shall be limited to two to ensure
that recruitment of relatives is not unduly abused. When an employee has
more than two relatives within the first to fourth degree of consanguinity
or affinity at the time of the approval of this Resolution, the latter’s right to
security of tenure shall be respected; and
2.3 The proposed recruit shall not be assigned in the same cluster/office where
the relative of the recruit is presently assigned, except in areas where there
is dearth of qualified applicants such as in island provinces, mountainous
provinces, and other similar areas, as identified by the Director; Provided,
that the employment of relatives does not involve an official supervising
another family member directly or indirectly
CoBE IT RESOLVED FURTHER THAT the Commission Proper, in the exercise of
its sound discretion, and on a case-to-case basis, may allow exemptions from any of the
above provisions.
BE IT RESOLVED FINALLY THAT all resolutions and issuances that are
inconsistent with the herein matter are hereby repealed or superseded accordingly.
