This refers to the herein attached Memorandum dated October 10, 2019
of Commissioner Roland C. Pondoc, Chair, Executive Committee, COA GFPS,
relative to the above-captioned subject. Also attached is the Unnumbered
Memorandum dated June 27, 2019. Both Memoranda requests nomination for
the 2020 Search for Outstanding COA Officials and Employees.
In this connection, please submit your nominees to the COA GFPS
Secretariat on or before November 29, 2019.

Officials and Employees', we request submission of qualified nominees to the special awards
and incentives of the COA. Gender and Development Focal Point System (GFPS) provided
under COA Memorandum No. 2018-017 dated December 21, 2018. The special awards and
{incentives of the GFPS are integrated and mainstreamed in the COA PRAISE under the said
Memorandum.

SUBJECT: Special Awards and Incentives of the Gender and Development
Focal Point System of the Commission on Audit Beginning
Calendar Year 2018
1. RATIONALE:
Section 36, Chapter VI of Republic Act (RA) No. 9710, the Magna Carta of Women
(MCW) requires all government agencies to: [i] create and strengthen the Gender and
Development Focal Point System (GFPS) or similar mechanism to catalyze and accelerate
gender mainstreaming within the agency; [li] generate and maintain GAD Database and Sex-
Disaggregated Data; and [iii] formulate GAD Plan to address gender issues and mandates
Which shall be integrated into the regular activities of the agency which shall be at least five
percent (5%) of the total budget appropriation of agencies. The GAD Plan and Budget (GPB)
and the GAD Accomplishment Report (AR) shall embody the programs, activities and
projects (PAPs) of the agency which are either client-focused or organization-focused.
‘The foregoing provision also: [i] mandates the COA to conduct an annual audit or the
use of the GAD budget for purposes of determining its judicious use and the efficiency,
effectiveness of interventions in addressing gender issues towards the realization of the
objectives of the country’s commitments, plans, and policies on women empowerment,
gender equality, and GAD; and [ii] reiterates that goverment agencies recelving overseas
development assistance’ (ODA) should ensure the allocation and proper utilization of the 5%
to 30% of the funds to gender-responsive programs that complement the government GAD
funds and annually report the National Economic and Development Authority (NEDA) and
the POW.
Further, with the effectivity of the Sustainable Development Goals 2016-2030, the
COA GFPS directs its focus on substantive and quality performance audits of government
Programs exclusively focusing on Goal 5 (Achieve Gender Equality and Empower All
‘Women and Girls) or government programs implementing the other 16 Goals with Goal 5 as

COA Circular No. 2014-001 dated March 18, 2014 embodies the guidelines in the
audit of GAD funds and other activities, and requires all annual audit reports to contain andit
‘observations pertaining to the implementation of GAD in the agencies.
‘The Gender Mainstreaming Evaluation Framework (GMEF) of the Philippine
‘Commission on Women (PCW) is a tool to assess the level of gender mainstreaming in all
agencies, including the COA. In the 2016 QMEF Assessment, the PCW recognized the COA.
which attained the highest score that reached level 4 among the agencies evaluated,
‘Thereafter, COA GFPS commits to increase yearly the level of gender mainstreaming of the
(Commission until it reaches level 5, the highest GMEF level.
One of the descriptors of level 5 (PAPs) of GMEF states: "5.4 Existing
award/incentive system of the organization integrated with GAD perspective.” The COA
Program on Awards and Incentives for Service Excellence” (PRAISE) is the award/incentive
system of the Commission where the GAD awards and incentives should be mainstreamed/
integrated, based on the selection criteria for nominees.
Moreover, the PCW has launched its GADtimpala (Gender and Development
‘Transformation and Institutionalization through Mainstreaming of Programs, Agenda,
Linkages & Advocacies) 2018° with two categories: Outstanding Gender-Responsive
Agency and Outstanding Gender-Responsive Government Program. The COA GFPS plans to
vie for the award in view of its level and depth of gender mainstreaming in the Commission.
in view of the fact that the COA PRAISE and its implementing guidelines for the
2019 Search for Outstanding COA Officials and Employees have already been issued, special
awards and incentives of the COA GFPS shall be covered by this COA Memorandum until
such time that these are fully mainstreamed/integrated in the COA PRAISE.
I, SPECIAL AWARDS AND INCENTIVES ON GAD:
‘The COA PRAISE Committee shall take charge of the special awards and incentives
on GAD as enumerated under this COA Memorandum. The following special awards and
incentives shall be given to the following officials and employees of the Commission:
A. MOST PRODUCTIVE GAD ADVOCATE RETIREE INCENTIVE
This is an incentive given to a retired employee who has remained a GAD Advocate
that contibuted grestly to the advancement of gender mainstreaming in the
‘community,
1. Qualifications
‘The retired employee must meet the following requirements:
a, Has rendered at least 10 years of service in COA.
b, Had been retired from COA service at least five (5) years before the

c, Still living at the time of nomination.
d. Had rendered any of the following:
i. Outstanding service to the community as a GAD Advocate giving
honor and prestige to the community; or
Social development service to senior citizens, women, children,
persons with disabilities, or other services to disadvantaged women
in the community (Le. such as those who have been victims of
violence against women, women in disaster situations and conflict
areas, livelihood end entrepreneurship programs for women. ete.);
or
iii, Continuing commitment for professional achievement or sharing of
knowledge and expertise on GAD contributing to the enbancement
of the audit of GAD funds and the prestige and credibility of COA
as an institution.
2. Form of Incentive
‘The award shall receive a cash prize of 215,000.00 together with a citation from
the COA GAD Focal Point System.
B. ACADEMIC EXCELLENCE INCENTIVE
This is an incentive given to an employee who excelled in their field of study in the
doctorate program or master’s degree on social sciences that primarily focuses on
GAD, as evaluated by the COA PRAISE and the COA GFPS; or bachelor’s degree on
social sciences focusing of GAD, whether at their own expense and time or
scholarship, shall be granted the incentive provided they graduated with honors from
colleges and universities identified by the Commission on Higher Education as
Centers of Development/Excellence. The term “with honors” should be construed as
summa cum laude, magna cum laude and cum laude, or their equivalent.
The degree obtained must have been completed within the period specified below:

‘The employee must meet the following requirements:a. Has rendered at two (2) yeats of service in COA.
b. Had obtained Very Satisfactory performance rating or its equivalent for the
last two (2) rating periods in tie COA prior to the date of nomination.
¢. Has no pending administrative or criminal case at the time of the
nomination and bas not been found guilty of any administrative or criminal
offense during the period of the grant.
2, Form of Grant
Incentive ‘Amount,
‘Academic Excellence Incentive 5,000.00.
‘Additional Incentive for the grantee if research | 210,000.00
pertaining to the functions of the COA GEPS,
including the audit of GAD funds, is awarded as
Best Dissertation or Thesis by the institution
A plaque of recognition shall be given to awardee.
‘The claims for Academic Excellence Incentive shall be made within one
(1) year from graduation.
C. INCENTIVE FOR AN AUDIT TEAM WITH OUTSTANDING
PERFORMANCE AUDIT REPORT ON GAD
‘The incentive under this category is conferred to an audit team or audit group whose
performance audit reports/findings on GAD contribute to the improvement of gender-
responsiveness or increase in the level of gender mainstreaming of the audites, aside
from satisfying the purpose of the audit pertaining to the economy, efficiency and
effectiveness of government operations,

either focus of any of the following: [i] PAPs funded by at least 5% of the total

i] programs exclusively to implement Goal 5 of the SDGs; or [iv] programs to
{rplement the oer 16 Coals of te ‘SDGs but with cross-cutting issues pertaining to
Goal 5.
1. Qualifications
All members of the audit team/group must meet the following requirements:
a, Have actively participated and contributed to the results of the audit as
‘certified by the Supervising Auditor and Audit Team Leader.
'b. At the time of nomination, should have no pending or not found guilty of
any administrative or criminal offense.

increase in the level of gender mainstreaming of the auditee, aside from.

2018 that have been cited by other stakeholders, national or local award-
giving bodies (i.e. PCW, Civil Service Commission, Department of the
Anterior and Local Government, etc.), or international bodies or
development partners that brought honor and prestige to the COA as an

Evaluation shall be made using the following criteria:
a, Impact. The extent to which the performance audit reports/findings on
GAD beginning Calendar Year 2018 has contributed to the improvement
of gender-responsiveness or increase in the level of gender mainstreaming
of the auditee, aside from satisfying the purpose of the audit pertaining to
the economy, efficiency and effectiveness of government operations.
b. Institutionalization, Replication and Sustainability. The extent to which
the recommendations of the performance audit reports/findings on GAD
beginning Calendar Year 2018 have been adopted, implemented,
institutionalized, replicated or sustained by the auditee thereby bringing
innovation or improvement of gender-tesponsiveness in government
operations.
4. Form of Grant
2, The monetary reward to be given to the top five (5) audit team shall be
20,000.00 per team,
. ‘The awardees shall receive plagues of recognition.
¢ The awardees may be given preference in foreign assignments like
teainings, audit of foreign-based government agencies, or audit of
intermational organizations.
4. The awardees may be given other forms of incentives as approved by the
COA Chairperson upon the recommendation of the COA PRAISE
Committee and the COA GFPS.IL PROCEDURES FOR THE GRANT AND OTHER APPROPRIATE
PROVISIONS OF THE REVISED COA PRAISE
This COA Memorandum shall adopt the Procedures for the Grant of Incentives under
Item 2 of COA Resolution No. 2017-008 dated May 19, 2017, the Revised COA
PRAISE. All queries or clarifications on the special awards and incentives provided
under this COA Memorandum shall be referred to and resolved by the COA PRAISE
Committee. The COA PRAISE Committee may consult the Chair of the Technical
Working Group, GFPS, in case the queries or clarifications could not be resolved
appropriately.
All other appropriate provisions under Items VI to XII of the Revised COA PRAISE
under COA Resolution No. 2017-008 shall be applicable on these special awards and
incentives on GAD.
JV. INTEGRATION INTO THE COA PRAISE,
‘The special awards and incentives on GAD under this COA Memorandum shall be
incorporated or mainstreamed in the COA PRAISE upon amendment of the existing
policy and guidelines.
