INTRODUCTION : Site Background

1.0 SITE BACKGROUND

Kuala Perlis is a town and village located in


Perlis, Malaysia. It is also known as the
entrance to Langkawi Island by sea. Also in
Kuala Perlis, plans are being set up to establish
goods-free shopping centers from three
countries such as Thailand, Indonesia and
Singapore in Bukit Putih which will be the main
gateway to Malaysia.

The major activity found here is fishing and


many superb seafood restaurants can be
found in this small fishing town.

INTRODUCTION

Over and above the concession rights to reclaim 760 acres for the
Seri Tanjung Pinang Phase 2, TPD is also reclaiming 131 acres off the
Gurney Drive foreshore for the Penang State Government at its own
cost. The Penang State Government has made known that a public
park, Gurney Wharf, is slated to be created within the 131 acres on
Gurney Drive foreshore. TPD, appreciating how special Gurney Drive
is in the hearts and minds of Penangites as well as Malaysians as a
whole, took the initiative to commission leading local and
international architects to produce a concept masterplan for Gurney
Wharf for the consideration of the state government. The proposed
Gurney Wharf concept masterplan encompasses four distinct
character areas: Seaside Retail F&B, Water Gardens, Beach and
Coastal Grove.
REFERENCE CASES NORTH WATERFRONT PARK, WILMINGTON

INTRODUCTION

On November 19, 2013, the Wilmington City Council voted


unanimously to purchase 6.63 acres of property for a passive park
on the northern downtown waterfront. The $4.1 million-dollar park
was purchased through a combination of general fund dollars and
capital project balances. The urban park fulfills a long-held goal to
provide a sizable open space for residents, employees and visitors to
downtown Wilmington. The site is located along the Cape Fear River
among an emerging mixed-use district. It is bound by a newly-
constructed section of the Riverwalk, a pump station, and several
sites available for high-density urban development. The new park
will bring all of these places together as a legible district.

DESIGN STRATEGIES
❑The developer is currently planning a full-service hotel and restaurants on
the block along the river , with an office and parking deck on the block
bound by the park. These sites directly adjoin the park and their
configurations, ground floor uses, and façade designs are of critical
importance.

❑An “outdoor rooms” strategy is used to arrange the park spaces into
various zones but does not confine each space to its own function.
Pathways link multiple destinations and “stitch” together the northern
riverfront district.

ISSUES AND PROBLEM


▪Downtown Wilmington lacks sufficient children’s play areas.

▪Existing parks in central downtown largely consist of pocket parks between


10 acres and 1.5 acres and cannot adequately serve the recreational needs
of downtown residents, workers and visitors.

▪The area around the park is expected to become a high-density residential


neighborhood that will need a recreation area to serve it.

❑Penang’s vibrant seafront brought to life by elements such as a water
fronting public promenade, seafront dining facilities including the island’s
famed hawker fare and a pier walk..

❑The Water Gardens area will be defined by lush gardens, ponds and
wetlands with its most distinctive feature being landscaped water gardens
with innovative storm water filtration systems.

❑Within the Coastal Grove, there is a proposed skate park for the youth, not
far from the casuarinas lining the present Gurney Drive

REFERENCE CASES Folkestone Harbour and Seafront

INTRODUCTION

This masterplan represents an unparalleled opportunity to


transform the fortunes of Folkestone through the comprehensive,
integrated redevelopment of its greatest asset: its Harbour and
Seafront. Currently largely derelict, the Harbour and Seafront sites
offer the potential for a well-considered development that
strengthens and reinforces the green coastline. The development
will become a magnet for visitors, whilst providing major
regenerative impact, educational benefits and enhancement to the
quality of life for the community of Folkestone.

DESIGN STRATEGIES
❑The masterplan takes into consideration the potential reintroduction of the
Ferry Service. It recognizes the economic benefits that a Ferry may bring if
passengers are persuaded not just to pass through the town, but to visit
and to use local amenities.

❑Maximize the benefit of an improved public amenity and re-establish the


seashore as a leisure and recreational destination.

❑A comprehensive masterplan design to avoid piecemeal development and


blighted residual sites
