1.) Define “unexpurgated editions” – according to the wisdom of R.A.

1425

The Republic Act No. 1425, otherwise known as Rizal Law, specifically requires that the college-
level course shall utilize foremost basic texts, that is to say unexpurgated– the complete and original version
in Spanish or English translation.

Define “adequate number of copies” – according to the light of R.A. 1425

The Rizal Law, as stated in Section 2, requires all schools to have in their libraries an “adequate
number of copies” of the Spanish or English version of Rizal’s writings, which are deemed to be included in
the “approved books for required reading in all public and private schools”. To elaborate “adequate” as
mandated by law– schools, colleges, and universities (SCU) should be in possession of a sufficient number
of Rizal’s writings in Spanish or English version.

2.) Check and investigate if your school library is able to follow the provisions stated in R.A. 1425
especially Section 1 and Section 2. If yes, cite evidences; if not, what are the major factors of not
following the Rizal law.

Upon investigating the Medical University Library, it was disclosed that the mentioned library was
unable of following the provisions stated in R.A 1425, especially in Section 1 and Section 2.

On account of Section 1, the law evidently mandates that SCUs are required to have unexpurgated
editions in their libraries, whereas, the Medical University Library was incapable of complying. This is due to
the fact that the aforementioned library is beyond of having an unexpurgated edition of Rizal’s works,
particularly his novels Noli Me Tangere and El Filibusterismo.

On account of Section 2, the law further mandates that SCUs are required to have adequate number
of copies in their libraries, whereas, the Medical University Library was again, incapable of complying. The
said library was only estimated to have ten (10) Rizal books. To demonstrate the ratio of adequacy by the
number of Rizal books, we utilized Criterion Sampling in determining the population. Freshmen Radiologic
Technology students, that is currently enrolled to Rizal course this semester, was used as the criteria of the
population. We gathered a total number of forty-six (46) students as the population, which results in a ratio
of 1:5, one book per five people in adequacy. This ratio implies that the said library has failed to comply in
terms of adequate number of Rizal books. Upon checking and investigating, the Medical University Library
was unable of following the provisions stated in R.A 1425 or the Rizal Law, with Section 2 in particular.
3.) Are there any provisions in R.A. 1425 that will reprimand SCUs of not following it? If yes, cite it; if
not, what are the other ways of the government to implement fully the principles of R.A. 1425?

In the year 1994, 26th of December, Fidel V. Ramos, President of the Republic of the Philippines,
signed and issued Memorandum Order No. 247. In which he accorded the Secretary of Education, Culture
and Sports and the Chairman of the Commission of Higher Education to oversee and regulate the objective
of Republic Act No. 1425.

If deemed necessary, the forenamed members of the Cabinet of the Philippines are also responsible
for giving out sanctions, in opposition to any governing body and/or head of any public or private SCUs that
are observed of not complying with said rules and regulations.
