Move aims at easing accreditation norms for hospitals to take healthcare facilities to Karnataka offers to invest in J&K hospitality

Here’s hope for homeless: Hospitals as night
By Nidhi Sharma, ET Bureau | Sep 16, 2019, 11.28 PM IST shelters
As the name suggests, bronze rating would be given to the lowest in the rung of
healthcare provider. The government would introduce a self assessment process.
Speaking to ET, Dr JL Meena, general manager (hospital networking and quality
assurance), NHA, said, “The new system would be evidence-based self-assessment
accreditation. After self-assessment, a desktop assessment would be done by QCI. This
would be followed by external assessment after which a certificate would be generated.
This would take 25-35 days as compared with six-eight months of NABH certification.”
NHA has developed simple-to-follow guidelines which would demonstrate to hospital
administration with photographs on the standards to be maintained.

Improved implants would now be available under Ayushman Bharat. So far, a private
hospital was reimbursed a lumpsum package amount for any implant surgery ––like knee
replacement or stents. Now, the package would specify separately the cost of procedure
(surgery) and the cost of implant. This would help the patient get good quality implants.
“This would help in checking the tendency of hospitals to use any cheap implant and claim
the entire package cost.”
The entire revamp exercise was carried out by an expert committee, headed by Niti Aayog
member Prof Vinod K Paul, formed to review the cost of 1,300 medical packages under
Ayushman Bharat. The committee reviewed the medical packages which decided the
amount the Centre reimbursed the hospitals for treating patients and Ayushman Bharat
beneficiaries. This had been a long-standing demand of hospitals and medical
practitioners since the scheme was launched in September 2018.
The most important step in revamp would be rationalisation of the mission cost. About 200
new packages offering better treatment will be added under Ayushman Bharat. A senior
official told ET, “There were packages not available under Ayushman Bharat. So these
would be offered as unspecified packages and the hospitals were free to ask whopping
amounts as reimbursements. In the review exercise we identified the most used packages
and put them under Ayushman Bharat specifying their costs. This would help in pruning
the mission cost.” Another cost cutting measure has been reducing the cost of dialysis.
Now the government would reimburse less amount to hospitals for offering this service.
“Through this exercise we have tried to correct some aberrations. There is a Pradhan
Mantri Dialysis Yojana where the rates reimbursed to hospitals were less than what
Ayushman Bharat was offering. So, we have brought our rates on par with those,” said the
official.

"We are working towards ending malaria as soon as possible. Similarly, we are aiming at

The World Health Organisation (WHO) had set 2030 as the target, as part of its End TB
Strategy' adopted in the World Health Assembly in 2014.
Asked about health issues being faced by people of Jammu and Kashmir, the minister said
the government did a lot in the past five years to address them and more was in store.
"The government is keen to address every issue in Jammu and Kashmir, which includes
health as well. In the last five years, the government did so much in the Valley. We are
establishing the All India Institute of Medical Sciences (AIIMS) (at Samba in Jammu and
Pulwama in Kashmir)," he said.
He expressed confidence that development in Jammu and Kashmir in next five years
would make people there wonder why there was a need for Article 370 in the first place.
The Centre recently abrogated Article 370 which gave special status to Jammu and
Kashmir.
The minister was interacting with the media on the sidelines of the inauguration of a new
vaccine research and development plant at the Serum Institute of India here.
Asked about a lot of infectious ailments re-emerging and how prepared the country is to
tackle diseases like Ebola, he said a robust surveillance system of international standard
has been developed to check various diseases.
"Because of the power surveillance system, we are quite thorough in handling these
diseases. When Ebola happened in 2014, I was the one who handled it and everyone
knows how effectively we handled it," he said.
To a question on vaccine for dengue, he said some serious efforts are being taken in that
direction.
On handling the corruption issues in the Ayushman health care scheme, Harsh Vardhan
said the government has "zero tolerance" towards corruption.
"If we see any kind of aberration, abnormality or a semblance of corruption, we will try to
nip it in the bud," he said.
On concerns of the Indian vaccine manufacturers about regulatory hurdles, he said in last
five years, the overall thrust of the government has been to ensure strengthening the
"ease of doing business" for everyone, including the vaccine makers.
"If there are genuine issues or concerns, not only of vaccine makers but everybody, the
government is receptive to them and committed to resolving the issues that are in the
interest of the country," he said.

"I am very happy to announce that India will contribute USD 2,00,000 towards
implementation of the preparedness stream under the South East Asia Health Emergency
Response Fund (SEARHEF), and we will release this support at the earliest," Vardhan
said.
In the morning, Vardhan, WHO Chef de Cabinet Bernhard Schwartlander, and Bhutan's
Minister of Health Dechen Wangmo cycled to the venue of the meet to focus on
strengthening promotive and preventive health so that people adopt healthy lifestyle.
Later, Vardhan also led a yoga session at the venue which was attended by delegates and
health ministers from eight of the 11 SEARO countries. They also went for cycling after the
yoga session.
Vardhan said after Prime Minister Narendra Modi gave a call at the United Nations General
Assembly to recognise yoga as a provider of holistic approach to health and wellbeing, the
UNGA adopted a resolution to observe June 21 as International Day of Yoga.
"This, along with Eat Right India campaign, will help us effectively fight lifestyle diseases
such as hypertension, obesity and diabetes," the Union health minister said, adding the
prime minister has recently launched the 'Fit India Movement' and urged all people to
make fitness a part of their daily routine.
Highlighting Cyclone Fani, that hit Odisha in May this year, as a case study in early
preparedness and disaster management, Vardhan said accurate weather prediction,
effective early warnings, sturdy preparedness for timely shifting of nearly 1.15 million
people to cyclone shelters, combined with other risk mitigation measures helped to save
many lives.
"Special surveillance was mounted for early detection and control or containment of
vector-borne and water-borne diseases. There has been no outbreak of epidemic-prone
disease following cyclone Fani," he said.
He further said the whole exercise of accurate prediction of cyclone Fani and saving
thousands of human lives was appreciated and acknowledged by the United Nations and
many other international agencies.
"The earlier concept of disaster risk-mapping is rapidly getting blurred with large sections
of hitherto unexposed population getting vulnerable to natural and man-made hazards.
This calls for requisite systems strengthening. For a country this large, addressing
multiplicity of hazards is a critical challenge," the Union health minister said.
Informing the meeting that in the recent past, India has provided timely medical supplies
worth USD 10 million to 13 countries spread over South-East Asia, Asia Pacific and Africa
requiring humanitarian assistance, he said, "We continue to extend medical assistance to
six countries this year with supplies worth USD 5 million."
About managing rumours during public health emergencies, Vardhan said, "It is important
to share authentic information with the people, as we are the custodians of their faith and
as public service providers, need to keep them informed about our support."
Eight health ministers from eight of the 11 countries of the WHO South East Asia Region
(SEAR), Dr Poonam Khetrapal Singh, Regional Director, WHO South-East Asia Region
and senior officers of the Health Ministry were present at the ministerial roundtable.
