APIN Public Health Initiatives is a non-governmental donor-funded organization dedicated to the
prevention, treatment, care and support of diseases of public health importance in Nigeria, including
HIV/AIDS, tuberculosis and malaria, among others. APIN works in partnership with the Federal and
State Governments of Nigeria, United States Center for Disease Control (CDC), as well as the Global

Position title: Technical Officer, Clinical Services
Project: CDC 1753
Duration of Contract: One (1) year
Location: Ondo State

Job Task:
The successful person will work to accelerate progress toward the attainment of PEPFAR Nigeria
program goals in the State, which will include providing support to HIV treatment facilities to achieve
epidemic control in high-burden “scale-up” local government areas (LGAs) by reaching the UNAIDS’
90-90-90 goal. S/He will work with other team members to promote age-specific, gender-sensitive
approaches to antiretroviral therapy (ART) as part of national “test and start” strategy to improve linkage
to treatment in all LGAs in the state. S/He will ensure that newly identified PLHIV (adults and children)
as well as those currently on treatment continue to receive uninterrupted ART services in all LGAs.
S/He will support ART services for stable PLHIV through differentiated models of care and treatment
in order to improve treatment outcomes and create efficiencies, including multi-month drug refills, use
of community structures etc.

Qualifications and Experience:

 Must possess a medical degree (MBBS, MBChB) from a recognized institution.


 Possession of Master’s Degree in Public Health or related field would be added advantage.
 Must be a registered medical practitioner with a current practice license from the Medical and
Dental Council of Nigeria (MDCN).
 Must have minimum of eight (8) years’ post qualification experience and minimum four (4)
years’ experience supervising and coordinating the direct provision of Anti-Retroviral Therapy
(ART) services in an integrated community setting.

Position title: Technical Associate, Clinical Services (4 positions)

Duration of Contract: One (1) year
Location: Benue State-3; Ondo State-1

Job Task:
This position will provide support in ensuring direct provision of Anti-Retroviral Therapy (ART)
services in an integrated service delivery Centre in supported local government areas (LGAs) in the
State. S/He will provide support to the sites at the LGAs to ensure that patients receive quality care as
measured by ART, PMTCT and TB/HIV cascade indicators. S/He will prepare monthly program work
plans, participate in planning and coordination of all HIV related trainings.

Qualifications and Experience:

 Must possess a medical degree (MBBS, MBChB) from a recognized institution.

 Must have completed NYSC with experience in the direct provision of Anti-Retroviral Therapy

Position title: Associate, Pharmacy & Supply Chain Management (PSCM) (3 positions)
Project: CDC 1753
Duration of Contract: One (1) year
Location: Benue State-2; Ondo State-1

Job Task:
This position will report to the State Team Lead in the region. The successful candidate will support all
clinical, pharmacy and supply chain management activities of the program in the designated location.
S/He will be responsible for the delivery of quality antiretroviral therapy (ART) services, through
ensuring an efficient supply of medicines and delivering client-oriented services to promote appropriate
use. S/he will support the Pharmacy Unit to ensure excellent delivery of pharmaceutical care and
uninterrupted supply of anti-retroviral drugs and other relevant medications. S/he will also ensure that
the project maintains Good Pharmacy Practice (GPP) and ensure adherence to Standard Operating
Procedures (SOPs) in clinical service delivery. The candidate will support Adverse Drug Reaction
(ADR) surveillance and reporting at the designated facilities and collate all Pharmacovigilance reports.

Qualifications/Experience:
 Must possess a university degree in degree (Bachelor of Pharmacy/Pharmaceutical
Services/Doctor of Pharmacy) from a recognized institution.
 Possession of Master’s Degree in Public Health or related field would be added advantage.
 Minimum of 3 years’ experience working in public health programs, with a focus on HIV/AIDS
prevention and treatment.
 Must possess extensive knowledge of the ART regime and current global/national guidelines
for dispensing ARV.

Position title: Finance Associate (2 positions)
Duration of Contract: One (1) year
Project: CDC 1753 – CDC 1753KP
Location: Benue and Oyo States

Job Task:
This position will report to the Finance Officer in the State. The successful candidate will provide
support in reviewing and processing vendor invoices at the state. S/He will review all approved
retirements for completeness and accuracy and send schedules to the state Finance Officer. S/He will
assist to produce project budget monitoring reports, review common cost journals, and assist to prepare
quarterly accrual reports. S/He will also assist to conduct monthly reconciliation of all project bank
accounts and financial transactions.

Qualifications and Experience:

 Must possess a first degree (BSc/HND) in Accounting or any related field. ACA and/or
Master’s degree is an added advantage.
 Must possess minimum one (1) year post NYSC working experience
 Must possess intermediate knowledge of accounting software packages like QuickBooks.

Job Task:
This position will report to the Technical Advisor, Prevention Services at the Head Office. The
successful candidate will be responsible for coordinating the implementation of prevention services for
Key Population (KPs) according to program design in Benue State. S/He will track program activities
and ensure implementation is carried out according to work plan. S/He will provide technical support
to the program team to ensure 100% target achievement according to program design. S/He will support
the Technical Advisor to ensure all deliverables for the project are met

Qualifications and Experience:

 Must possess first degree in Social or Behavioural & Medical Sciences or related discipline.
 Possession of Master’s Degree in Public Health or related field would be added advantage.

Job Task:
Reporting to the state SI Lead, the desired candidates will be a member of the Strategic Information
team and will contribute to program monitoring and evaluation (M&E) to support the implementation
of robust monitoring and evaluation systems in the state. S/He will provide guidance on program/project
monitoring and evaluation and on US Government and Government of Nigeria reporting requirements.
S/He will provide technical support to the State SI Lead in ensuring effective management of the SI
department; defining strategies, objectives and work plan, monitoring their implementation, analysis,
reporting and use of output data for program improvement. S/He will conduct timely review and
analysis of state level SI effort towards ensuring effective and timely tracking of patients on ART
treatment to minimize loss-to-follow up using enhanced electronic tools. S/He support the State SI Lead
in ensuring optimized upload of facilities on the NDR platform, complement optimized patients Viral
Load drive and results in the state office and provide weekly feedback to the state Technical teams. Will
support management of the program’s reporting cycle in Benue State to ensure high quality and
complete data are generated and shared with stake holders on a periodic basis, or when required.

Qualifications and Experience:

 Must possess a degree in Medical Sciences (MBBS/B. Pharm), Behavioural/Social Sciences,


Public Health, Demography, Biostatistics, Statistics or relevant field. Master’s degree in Public
Health (MPH) will be an advantage.
 Must have minimum of eight (8) years’ experience in the field of HIV prevention, care &
treatment.
 Must possess the ability to analyse and interpret both quantitative and qualitative data to inform
programming.
 Must have intermediate knowledge of SPSS or STATA or knowledge of DHIS, MS-Access or
other compatible database software will be of added advantage.
 Must have experience conducting monitoring visits, utilising checklists and other tools,
including the ability to develop M&E tools as needed.
 Must be familiar with the NMRS, NDR and other reporting platforms.

Position title: Technical Officer, Monitoring & Evaluation (M&E)

Job Task:
Reporting to the Associate Director SI, the desired candidate will be a member of the Strategic
Information team and will contribute to program monitoring and evaluation (M&E) support for the
implementation of robust monitoring and evaluation systems in APIN HQ. S/He will provide
support/guidance to state teams on program/project monitoring and evaluation and on US Government
and Government of Nigeria reporting requirements. S/He will provide technical assistance to program
sites including supportive supervision, interacting with state Program Managers, SI leads and M&E
focal persons in the analysis, review of monthly reports and use of output data for program
improvement.
S/He will conduct routine monitoring visits to project sites, including data quality assessments (DQAs)
exercise using official tools and ensure result utilization for site improvement activities. S/He will On
a monthly basis, review, revalidate and analyse program data on APIN DHIS2, PERFAR DATIM,
NHMIS, NOMIS and other reporting platforms.

Qualifications and Experience:

 Must possess a degree in Medical Sciences (MBBS/B.Pharm), Behavioural/Social Sciences,


Public Health, Demography, Biostatistics, Statistics or relevant field. Master’s degree in Public
Health (MPH) will be an advantage.
 Must have minimum of five (5) years’ experience in the field of HIV/AIDS care and relevant
experience supporting the implementation of M&E systems, planning and executing program
evaluation.
 Must have experience conducting monitoring visits, utilizing checklists and other tools,
including the ability to develop M&E tools as needed.

programming.

Position title: Program Associate, Monitoring & Evaluation (M&E)

Location: Benue State

Job Task:
Reporting to the state Senior Technical Officer-M&E, the desired candidates will work with the states
M&E team to support the implementation of robust KP monitoring and evaluation systems in the state.
S/He will be responsible for collating the KP data at the LGA level and ensuring quality data report for
the KP program in the state. S/He will conduct timely review and analysis of state level data and provide
monthly feedback to the state Technical teams and other levels.

Qualifications and Experience:

 Must possess a first degree in Medicine, Pharmacy, Behavioural/Social Sciences, Public Health,
Demography, Biostatistics, Statistics or relevant field.
 Must have minimum of three (3) years’ experience in the field of HIV prevention for KPs.
 Must possess the ability to analyse and interpret both quantitative and qualitative data to inform
programming.

Job Task:
This position will report to the Technical Advisor, Health Information at the Head Office. The
successful candidate will support the maintenance of existing database platforms and develop new ones
to meet new donor data reporting requirements. S/He will support the design of new database utilities
on the platform in response to programme needs. S/He will design and implement in conjunction with
other members of the strategic information team; capacity building plans for data managers of
subcontractor sites.
Qualifications and Experience:

 Must possess a first degree in Information Technology, Computer Science or relevant field.
 Must have minimum of five (5) years’ experience in information technology, including data
collection, entry and analysis, database designing and management.
 Must have advanced knowledge of Open MRS, DHIS, MS-Access or other compatible database
software.
 Must have experience providing technical assistance, conducting monitoring visits, utilising
checklists and other tools, including the ability to develop health information management tools
as needed.

Job Task:
The successful person will be responsible for managing a variety of laboratory-based investigations,
carry out sampling, testing, measuring, recording and analyses of results, as part of a clinical team.
Provide all the required technical support to enable the laboratory function effectively whilst adhering
to correct procedures, health and safety guidelines. S/He will perform laboratory tests in order to
produce reliable and precise data to support provision of the continuum of HIV treatment services. S/He
will be working with the project team to develop and implement quality assurance systems to improve
the quality of diagnostics, and facilitate treatment and monitoring of HIV, managing laboratory services,
with specific focus on HTS and related tests for Anti-Retroviral Therapy.

Qualifications/Experience:

 Must possess a degree in Medical Laboratory Sciences or its equivalent


 Possession of Master’s Degree in Public Health or related field would be added advantage.
 Minimum of four (4) years’ experience in managing laboratory services with specific focus on HTS

Position title: KP Legal Expert & Advocacy Associate


Duration of Contract: One (1) year

Job Task:
The successful candidate will provide technical support to KP program activities across communities
and state structures. S/He will be responsible for promoting Human Rights, identifying and tracking
socio-legal barriers to access to KP services. S/he will be responsible for facilitating the adoption and
implementation of laws and policies that improve access to HIV and AIDS services by the vulnerable
persons, including key populations. S/He will also articulate, plan, implement and follow up on targeted
advocacy to gatekeepers, stakeholders and government agencies to enhance programme deliverables.
S/He will provide support to create an enabling environment for smooth implementation of activities at
the community level.

Qualifications/Experience:
 Must possess a University degree in Law (LLB). A relevant Master’s Degree will be an added
advantage.
 Must possess a minimum of seven (7) years working experience in health sector especially in
managing HIV Programme, including KPs.
 Experience working on advocacy issues particularly those affecting KPs and other vulnerable
populations is relevant for this role.

Position title: KP Testing & Linkage Officer
Duration of Contract: One (1) year

Job Task:
The successful candidate will coordinate all testing performed by CBOs and ensure at least 95% Linkage
of positive clients to designated One Stop Shop (OSS). S/He will ensure that sustainable, high quality
and client focused HIV Counselling and Testing services are provided to CSO partners and OSS in the
implementation of quality services in their communities across target states. S/He will ensure
confidential counselling, quality HIV prevention education and referral of clients accessing HIV testing
services in line with national requirements and standards. S/He will ensure un-interrupted supply of
commodities and develop strategies to strengthen referrals between HIV Testing Service delivery points
and the OSS for appropriate referrals for care and treatment.

Qualifications and Experience:

 Must possess first degree in Social or Behavioural & Medical Sciences or related discipline.

Position title: Gender Based Violence Associate


Duration of Contract: One (1) year

Location: Benue State

Job Task:
The successful candidate will be responsible in the coordination of all Gender Based Violence (GBV)
services coordinated by CBOs across the state. S/He will implement all GBV activities and design strategies and
mobilize the community to respond to emerging gender issues affecting KPs (MSM. FSW, PWID and TG). S/He
will promote, organize, manage and coordinate GBV for the project. With guidance from the State Prevention
Team Lead, s/he will be responsible for managing, planning, and facilitating gender mainstreaming activities at
the OSS and supported CBOs. S/He will provide to the office and the various teams all expertise and knowledge
required in the fields of GBV and Gender as it relates to key population programming, and as per request and
needs directly implement GBV responses and cases management especially for most acute and/or emergency
cases at the CBOs and OSS.

Qualifications and Experience:

Position title: Regional Liaison Associate– Information Technology (IT)


Duration of Contract: One (1) year

Location: Lagos State

Job Task:
This position reports to the Head of IT at Head Office. The successful candidate will provide support
for the Information Technology unit in the Lagos Liaison Office. S/He will be expected to resolve all
minor hardware, software issues and interconnectivity/ networking problems within the Lagos office
network. S/He will assist in hands-on support for staff in the Liaison Office and will be directly involved
in quality/specification confirmation, verification and acceptance of all newly procured IT equipment
sent to the Lagos Office. The successful candidate will be in charge of configuring and setting up of all
ICT devices with APIN specific applications and tools.

Qualifications and Experience:

 Must possess a first degree in Computer Science/ Computer Engineering/Information


Technology or any other relevant field. A professional certification in IT is very essential.
 Must possess a minimum of four (4) year post NYSC working experience in IT in a reputable
firm or NGO.
 Must be proficient in supporting a Microsoft operating system environment. This entails
Microsoft Windows Server, Workstations, Office as well as Messaging platforms.
 Must have experience in setting up and configuring new computer notebooks and desktops. This
includes software installation.
 Must have demonstrable technical support skills. This includes troubleshooting issues, reporting
faults and maintaining logs on servers, desktops and notebooks.
 Must have the basic knowledge and skills to deploy, integrate, maintain and administer a
structured Ethernet network.
 Must have the ability to follow instructions and work autonomously, but also able to recognize
when you are in over your head.
 Demonstrated willingness and ability to adjust quickly to rapidly changing needs, multiple
demands and complex situations are essential to this position.
Position title: Regional Liaison Assistant Officer– HR/Admin
Duration of Contract: One (1) year

Location: Lagos State

Job Task:
This position will report to the Senior Admin Officer in the Head Office. The successful candidate
will be responsible in the overall management of the regional office admin operations which includes
management of office equipment, assets and maintaining good office ambience. S/He will ensure that
the building and facilities are in compliance with health, environmental and safety standards. The
successful candidate will be responsible for coordinating all admin logistics, assets, vehicles and fleet
management, ticketing, hotel accommodation and travel arrangements for Board members and staff on
official travels.

Qualifications and Experience:

 Must possess a B.Sc./HND in Social or Management Sciences. Master’s degree is added


advantage.
 Must possess a minimum of eight (8) years post NYSC experience, preferably working in an
NGO in a similar capacity.
 Must have excellent management and organisational skills, must understand and show respect
for local customs and culture and must possess excellent multi-tasking and organisational skills.

Position title: Motor Vehicle Officer (3 positions)
Duration of Contract: One (1) year
Project: CDC 1753 – KP, APIN
Location: Benue (2) Lagos (1)

Job Task:
The success candidate will be responsible in providing secure and timely driving services in
transportation of personnel and/or materials from place to place. He will schedule annual vehicle
examination for service vehicles with the State Finance and Admin Officer and apply for the renewal
for the vehicle license. He will determine when and what kind of maintenance the vehicle needs, keep
track of general maintenance schedules, especially car tyres condition and ensure sound running of the
vehicles assigned and arrange minor repairs where necessary. He will check oil and tyres properly and
keep the service vehicles in clean condition, both inside and outside. He will keep track of timely car
insurance renewals, update monthly mileage records and maintain log book of each service vehicle on
daily basis.

Qualifications and Experience:

 Must possess a Senior School Certificate Examination (SSCE) or National Examination


Council (NECO) certifications.
 Must have a valid driver’s license and a clean driving record with no traffic violations.
 Must have worked as a driver with minimum of 5 years’ experience in an organized and
structured organization preferable an NGO.
 Must possess excellent planning and organizational skills.
 Must be able to work with minimal supervision.
 Must possess a high level of integrity and responsibility.
