Provincial Coordinator GF R 9 Balochistan


THE PROJECT The Global Fund for AIDS, TB and Malaria (GFATM) has approved Round-9 HIV Grant for Pakistan which will be implemented by National AIDS Control Program (NACP) and Nai Zindagi Trust (NZT) as Principal Recipients (PRs). The PRs will be responsible to implement various objectives of the overall Grant. NZT is required to implement activities under objective 1 - Scale up comprehensive HIV prevention and harm reduction services to 34,000 PWID, 3,300 spouses and partners of PWID in 29 selected Districts. The project will be implemented with the help of sub-recipients (SRs) who will be directly involved in reaching out to street-based injecting drug users for delivery of defined HIV prevention and harm reduction services with additional care & Support services with Outpatient Detoxification. PURPOSE OF THE POST
The assignment has the following objective: Effective and efficient coordination between the Balochistan AIDS Control Program, implementing partners i.e. Sub-Recipients (SRs) working in Balochistan and Nai Zindagi - Principal Recipient (PR).

SCOPE OF SERVICES
Regularly update Balochistan AIDS Control Program about progress of various SRs in different districts relating to GF R-9 activities. Maintain liaison with various ART centers/special clinic to facilitate and coordinate ART referrals from CoPC+ sites to treatment centers. Participate in monitoring visits to the CoPC+ sites as well as SRs to be conducted by the PR-monitoring staff. Work in close coordination with the SRs to verify the data quality, tracking tools and data synthesis in line with the performance indicators. Regularly access NZMIS and subsequently report/inform Balochistan AIDS Control Program management. Facilitate SRs in transmitting and resolving their issues (if any) with the Health Department and Balochistan AIDS Control Programs.

Facilitate in preparation and dissemination province specific progress reports in consultation with the NZ-PR. Participate in HIV/AIDS related meetings at provincial and national level as and when required. Advocate for all program objectives at provincial level and act as bridge between public and private (NGO) sector. Follow-up with SRs, CoPC+ sites, Treatment Centers, PPTCT centers and Government Hospitals on all activities related to diagnostics, treatment, care and support for HIV positive PWID, their spouses, children and intimate partners. Assure that service provision complies with national guidelines and treatment protocols. Coordinate and facilitate Opiate Substitution Therapy (OST) services for PWID to be carried out by selected public sector hospitals. Establish levels of coordination with other HIV/AIDS prevention and stigma reduction programs at the provincial level. Take on any other tasks identified by the Balochistan AIDS Control Program Manager.

DURATION The duration of Contract will be 02 years and 03 months. DUTY STATION The Position will be based in Quetta with frequent travel to Program Specified districts. QUALIFICATIONS/SPECIALIZED KNOWLEDGE/EXPERIENCE REQUIRED 1. Masters Degree in Public Health, Social Sciences or equivalent. 2. Minimum 3-5 years past experience of working with government sector and NGOs in the health sector. Preference will be given to candidates having experience in providing harm reduction and HIV prevention services for PWID. 3. Adequate experience of technical oversight, design and implementation of HIV prevention programs including capacity building. 4. Proven interpersonal skills and experience in working effectively in an independent capacity and as a member of a team. 5. Building and promoting partnerships across the Organization and beyond Familiarity with the Global Fund Processes, guidelines and implementation mechanisms. 6. Strong conceptual, analytical and reasoning skills. 7. Demonstrated flexibility and openness in responding to changing work priorities and environment. 8. Demonstrated skill to work effectively and diplomatically with government agencies, NGOs, international agencies, and the private sector. 9. Willing to travel extensively.
