Pact has been working in Myanmar for more than a decade. Pact implements a wide range of development programs in Myanmar, which focuses on promoting the lives of the vulnerable community. Pact in Myanmar is currently working in the Delta Zone, Dry Zone and Shan Zone on various projects including Micro Credit, Primary Health Care, HIV/AIDS Education Programs and Livelihoods Integrated Program. Pact in Myanmar operates its various projects in 51 townships. Pact in Myanmar is currently seeking a motivated, experienced and dedicated candidate for the position of Senior Program Officer. Note: The project is expected to start on or after July 1, 2014. This position is contingent on award of funding.
Key Relationships: Supervised by: Field Coordinators/Field Managers Duty Station : one for each township in Kayah (Loikaw, Shadaw, Hpruso, Demawsoe, Bawlakhe, Hpasaung, Mese) (Total : Seven Openings) SPECIFIC DUTIES AND RESPONSIBILITIES: 1. Technical Support to Township health system strengthening for MNCH service provision Advocate and Coordinate closely with township health department for township health system strengthening activities Coordinate closely with township medical officer, local partner, any other stakeholders to conduct stakeholder analysis and draw coordinated township health plan Coordinate with township health department for supporting regular monthly coordination meetings at township health department and township health committee meetings Coordinate with township health department for township M& E system strengthening , logistic and supply chain system strengthening and distribution of commodities effectively to BHS Liaise with local partners for supporting AMW and CHWs training inline with DOH guideline and policy Coordinate with THD and other organizations for implementing effective referral system and adapting of referral system based on local context Advocacy to other stakeholders and non- state actors for co-ordination and smoothing project activities Expected Results: Stake holder analysis and co-ordinated township health plan has been conducted and continuous adjusting of township health plan based on local context Action plan for township Health department M& E system, logistic and supply chain system, supporting to BHS has been produced and implemented as per timeline and work plan Networking with local organizations, other non- state actors and stakeholders for effective coordination and running project activities smoothly 1. MCH Team Leaders, Township Finance and Admin Assistant, Community Health officers, assistants Community health promoters, MCH Facilitators as per guidance from Program Manager in each township. Support the field implementation team to set the township monthly work plan and give support for achievement as per plan in timely and qualitatively. Support township health system strengthening and community based MNCH intervention, referral mechanism, mobile and outreach services to implement as per workplan and timeline Through supervision of finance assistant , ensure to submit the financial requisition and financial statement in approved budget line in line with activities work plan and keep all the financial report in auditable manner following donor and Organizational Policies. Moreover, supervise logistic assistant to keep track of distribution of any materials to the communities using proper check lists and stock lists, and regularly update staff list, inventory list and other documentation as required. Expected Results Township field implementation team receive effective support for intervention program implementation as per work plan qualitatively. Township activities and communities activities are produced in line with Program Goal. Township Finance and Admin Assistant receive the effective support on Financial and Administrative procedures and supervision. Township Finance and Admin system operate in the standard procedure and files and documents are kept in the auditable manner and follow donor compliance. A well-organized and result-oriented Township/l Office, functioning effectively and efficiently. 3. Coordination and Integration Develop/Improve and sustain an effective coordination with key stakeholders, including partner agencies Liaise and coordinate with local authorities, government agencies, partner agencies and other stakeholders to address issues related to program implementation in assigned township, and assist Pacts program, technical, grants, finance, and administration teams to interact/communicate with partners Ensure township health system strengthening and community based MCH activities in the assigned townships are well integrated and complementing each other Act as Pacts focal point of contact for partners at state and township level, and represent Pact in appropriate gatherings, meetings, forums etc. at village and township levels Expected Results .Effective and fruitful coordination and communication with key stakeholders are developed/improved and sustained. Regular reports are generated and submitted to township level officials in a timely manner, as per guidance from Rangoon. Monthly Township meeting among assigned townships is conducted for more HSS and community based MNCH integration. 3. Monitoring, Evaluating and Reporting With assistance from M& E assistant, maintain an updated and accurate computerized program monitoring system and supervise the data quality by working together with field team with good data quality management status. Review the program report and performance and success/failure at the village and township level, with assistance from M& E assistant Ensure timely preparation and delivery of all internal reports (program, financial and ME). All submissions must be on time following standard procedure. Identify potential and existing obstacles through continuous monitoring of program activities; Facilitate dialogue between actors to seek solutions to these obstacles and ensure smooth functioning of the program Prepare meeting minutes for coordination meetings with government officials and partner agency, submit in a timely manner to Program Manager;

Expected Results M& E staff receives the effective support to establish and maintain the Standard M&E system. Township M&E files and documents are kept in the good data quality management system. Timely submission of all program, financial and M&E reports and meeting minutes to Program Manager in timely manner. 4. Others Integrate the practice of Appreciative Planning and Action into program methodology and team building, and ensure a harmonious and productive working environment in the office Maintain a friendly, professional and enabling working environment in the project office and facility at Township level, fulfilling the requirements set by Pact Undertakes other related tasks and responsibilities, as needed, assigned by Field manager/ Field coordinators Minimum Requirements: Minimum two years management experience with development or humanitarian community, preferably with an international NGO; Work experience in rural activities is desirable. Medical Degree or equivalent qualification; Excellent writing and communications skills including simple report writing in Burmese. Fluency in English is essential; Excellent training skills when working with CBOs, with excellent track record of managing workshop activities at village level; Able to work flexible hours as needed, and without constant or close supervision; Excellent time management skills; Result oriented and target driven; Able to work with team, lead the team to be more pro-active and motivated, and assist team members for overcoming any foreseen or unforeseen problems; Must be able to comply with managements decisions for possible transfer to work in other townships for the best interest of program and its management.
