our programme. We work with local partners to meet the needs of the poorest and most vulnerable
communities and advocate for the rights and aspirations of all. We provide grants, technical and strategic
support, mentoring and accompaniment to local partners based on their needs.

About the role

lead CA Myanmar Health portfolio, responsible for strategic guidance and support on partnerships focused
on health work, line manage team members, leverage funding opportunities and work in close coordination
with country team. The role will contribute to the development of Christian Aid strategy and niche under health
workstream in the country. It will also contribute to the representation and brand of Christian Aid and to engage
with and promote communications and fundraising, including institutional donors. The post will provide the
operational management of Christian Aid Health projects (including institutional funded projects) across
the country ensuring high quality projects and deliver direct benefits to poor and marginalized communities. It
is expected that the position will engage with other actors and stakeholders including donors, government and
clusters at state, regional and National level. The role will include technical specialization on Health (Sexual
and Reproductive health, Primary Health Care, Immunization, Public health and Personal hygiene, Health in
emergencies), ensuring inclusive approaches to project design and implementation, train and support partners.

About you

Programme Manager- Health is expected to be part of the country management team and will demonstrate
leadership role in ensuring effective programme delivery, compliance, and value for money. The position will
spend substantial time in project locations and ensure regular monitoring and scale up of humanitarian work
of CA. The position is also expected to bring creative ideas and innovation and invest in team building. As the

senior representative of Christian Aid in Myanmar, this role would lead and manage Christian Aid’s Health work
and team in close coordination with the Country Director. The position will also work in coordination with Health
Advisors based in Christian Aid UK and Ireland. The role operates within an organizational culture
characterized by ambitious goals, strategic thinking, innovation, interdependence, and mutual accountability.
The role will be based in Yangon and will be part of Asia Middle East team within the international department
of Christian Aid UK.

Key outcomes

• Effective and quality delivery of health projects (including SDC funded project) and ensure that
investments on health are strategic, meaningful, and able to influence and leverage from the emerging
opportunities.
• Provide steer and support to projects and partners, that can deliver envisaged outcomes and demonstrate
impact.
• Institutional funded projects deliver the expected results and adhere to all required compliances.
• High accountability standards and mechanisms are put in place in the implementation of all health
projects and capacity of country team and partners are enhanced.
• Line manages and guide team members in meeting their performance objectives.
• Strong relationship developed and sustained with donors, engagement with civil society platforms,
Health agencies /INGOs and UN clusters.
• Strong understanding of consortium relationship at country level, including formal and informal
information sharing and communication between member organizations and partners.

• CA’s profile enhanced as strategic player in the sector of Health and cross cutting issues on Gender.
• Budget planning and remote/physical monitoring in place across all areas of responsibility
ensuring the most effective use of various restricted sources of income to offset any available
unrestricted funding.
• Contribute actively to Theory of change and Country programme strategy/ Business Plans for
Health programme objective and engage proactively with other workstreams- Humanitarian and
Peacebuilding.
• Visibility and successes of CAM on health projects is established and maintained internally for

Role purpose

Improving Access to Health and basic services is one of the key focus of Christian Aid Myanmar. This post will
lead CA Myanmar Health portfolio, responsible for strategic guidance and support on partnerships focused on

Role context

role would lead and manage Christian Aid’s Health work and team in close coordination with the
Country Director. The position will also work in coordination with Health Advisors based in Christian
Aid UK and Ireland. The role operates within an organizational culture characterized by ambitious
goals, strategic thinking, innovation, interdependence, and mutual accountability. The role will be
based in Yangon and will be part of Asia Middle East team within the international department of
Christian Aid UK.

Role requirements

Relationships
External: The post holder will represent Christian Aid at INGO/NGO coordination forums or donor
meetings in relation to programme focus with or on behalf of the Country Director. Co-ordinates with
partners responsible for the programme delivery and outcomes. Engages and Liaises with all donors,
partners, PHASE-M consortium members, INGOs, OCHA, UN clusters, Private Sector, ACT Forum and
government departments at Union, State and Township level.
Internal: S/He will work closely with Myanmar country programme team and other colleagues
CAUK/Ireland, Health Advisors, Programme Development & Funding, Finance Unit to ensure quality
programming and finance management of the project is consistent with the contract and donor
requirements. S/He will work closely with Country Director and Head of Programme in achieving country
programme deliverables.
Coordinate with Community of Practice Health governance and will support the country program in gender
sensitive programming.
Decision making
• Responsible for management of Health programme/projects and budgets ensuring
strategy and objectives are met through quality programmes and partnerships and a
sustainable funding base.
• Provides support to partners and consortium members based on agreed frameworks.
• Consolidate health projects and ensure alignment to the workstream objectives
• Resource mobilization, responding to donor calls and leading on programme design and
development for both restricted and unrestricted funding
• Responsible for operational budget of all emergency response programmes

Programme Manager -Health is expected to work independently with limited supervision on project
design, delivery, resource generation, providing leadership and influencing strategies and ensuring
upholding of humanitarian standards and principles by Christian Aid staff and partners. S/he is expected
to work closely with all team members, adapting to changing priorities, also contributing to an
organizational culture of collaboration, accountability, clear communication, and compliance. May need
to take extra pressure, at times, to respond to emergency situations. S/he will identify needs on training
and capacity building and provide necessary training, mentoring or support to his/her team members to
ensure a strong team.

Essential
• Minimum 6 years of experience on leading/ managing health programming and projects in complex
settings at national and regional level, preferably with an INGO.
• Bachelor/ Master’s Degree or equivalent in health or relevant technical discipline, social
sciences, development studies, which is accepted at international or regional level.
• Knowledge and experience of SHRH, Women’s health, Public Health and hygiene,
Immunization, and COVID response in Myanmar.
• Relevant experience of working on protracted conflict and protection.
• Knowledge of global development issues, including policy and advocacy topics and familiarity with
health problems relevant to country or region.
• Knowledge of the political, social and economic context of the region and the development
issues and challenges it faces.
