Position Title : Migration Health Officer

Established in 1951, IOM is a Related Organization of the United Nations, and as the
leading UN agency in the field of migration, works closely with governmental,
intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane
and orderly migration for the benefit of all. It does so by providing services and advice to
governments and migrants.

Context:
Within its Migration Health Division (MHD), the International Organization for Migration
(IOM), as United Nations Migration Agency, delivers and promotes comprehensive,
preventive, and curative health programmes that are beneficial, accessible, and equitable
for migrants and people on the move. Bridging the needs of both migrants and IOM member
states, MHD, in close collaboration with partners, contributes towards the physical, mental,
and social well-being of migrants, enabling them and host communities to achieve social
and economic development.

IOM's Migration Health Unit for the Americas is accountable and responsible for the
technical supervision, effective coordination, and strategic direction of all Migration Health
Division (MHD) programmes in the areas of 'Health Promotion and Assistance to Migrants'
and 'Health Assistance to Crisis Affected populations' undertaken by IOM. Under the
umbrella of MHD Americas are also all the Migration and Health and Psychosocial Support
actions in North America, Central America, the Caribbean and South America.

In Venezuela, IOM Health activities include community diagnostics, organization of mobile


health fairs and health assistance to people on the move and vulnerable host communities,
including indigenous communities, structural support to local health facilities as well as
capacity building and awareness raising. IOM also has a vast experience in providing
mental health and psycho-social support for people on the move, vulnerable people left
behind and victims of human trafficking.

Core Functions / Responsibilities:
Under the overall supervision of the Chief of Mission and direct supervision of the Head of
Programme, and in coordination with the Regional Thematic Specialist on Migration and
Health for the Americas, the National Migration Health Officer will:

1. Participate in the development, and monitoring of projects and programmes in


response to the health needs of migrants in Venezuela, including but not limited to
access to high-quality health services for migrants, diagnostic and treatment, health
referral, and health support systems.

2. Keep the supervisor informed on the status of project implementation; identify gaps
and suggest actions to improve implementation.

3. Analyse the migration health risks and health vulnerabilities of migrants and suggest
priority interventions to IOM Venezuela and partners.

4. Support Project Managers, Head of Programme and Head of Mission in coordinating


with national and local health authorities and country health partners to promote
evidence-based migration health policies and to coordinate migration health
response aligned with IOM Venezuela’s strategic priorities.

5. Support the relevant project managers on the coordination and monitoring of the
implementation of effective, evidence-based strategies and programmes on
emerging and re-emerging infectious diseases such as COVID-19, influenza,
tuberculosis, malaria, and sexually transmitted infections including HIV, reproductive
health, occupational health and safety, non-communicable diseases, as well as
mental health and psychosocial response.

6. Collect evidence-based information from relevant sources, analyzing such and


consolidating health data in trends and trends assessment, with particular attention
to surveillance, and outbreak preparedness and response.

7. Provide technical support in the national capacity-building efforts to improve the


management of migration-related health challenges, strengthen the national health
system and ensure that migrants have equitable access to health services.

8. Provide input to communications and information products (sitreps, regional and


global reports, outbreak bulletins etc.) as required.

9. Perform any other duties as required by the functional supervisor.

Required Qualifications and Experience


Education

• Bachelor’s degree in health or a related field from a recognized university with at


least two (2) years of relevant experience.

• Master’s degree is an asset.

Experience

• At least two (2) years of experience in project planning and implementation, including
project preparation and monitoring of projects.

• Familiarity with concepts and developments related to public health and evidence-
based public health practices is highly desirable.

• Excellent skills in assessment and analysis of data.

• Ability to manage multiple tasks simultaneously and to work collaboratively on multi-


disciplinary teams with tight schedules.

• Experience of working in a multi-cultural setting.

• Experience in public health, global health or humanities and social sciences.

Languages

• Oral and written fluency in Spanish is required.

• Oral and written fluency in English is desirable.
