Health Officer 

Terms of Reference

Division: Programs. 
Locations: Sana’a.
Reports to: Health & Nutrition Program Manager. 

Organization & Background:

YFCA is a leading, Humanitarian, non-Governmental, non-Profit, non-denominational and


impartial Organization established in 1976 to improve women and child health. Dramatic
changes in YFCA mandate were introduced gradually to accommodate the emerging needs of
women, children, youth, and vulnerable groups. From that Health perspective, YFCA programs
incorporate wider thematic interventions including WASH, Shelter, and Nutrition, Food
Security, Agriculture and Livelihood, Education, Early Recovery, and Protection. To pursue its
unchanging humanitarian mission, YFCA will thoughtfully continue its expansion process to
respond to the ever-changing needs of affected communities and vulnerable groups.

Scope:

The Health Officer is responsible for coordinating, consolidating, and ensuring smooth
implementation of the health   projects. He/she will also ensure strong collaboration and
coordination with the Health national & sub-national clusters and the other concerned
stakeholders. 

Responsibilities: 

 Represent YFCA in any health external meetings with the clusters, donors, and the other
concerned stakeholders. 
 Provide technical support to the program colleagues as requested to maintain and/or improve the
quality of the health interventions. 
 To prepare and implement plan for health activities, under the supervision of the Health &
Nutrition Program manager, to ensure that the endorsed plans are constantly updated, understood
by staff and monitored daily
 Ensure full compliance with YFCAs’ policies and regulations in all of the health & nutrition
interventions within the designated hub. 
 Actively participate in any health fundraising opportunities through direct supervision and
revision of any planned need assessments, assisting in the formulation of the proposals and
concept notes, technical revision of the forecasted BoQs 
 Handle the coordination process with the concerned authorities including the MoPHP and health
offices for all health interventions and assist the project/program team in justifying and securing
any pre-requisites asked by these stakeholders. 
 Assist in drafting the strategic objectives for the Health and Nutrition Department as requested.
 Conduct regular visits to the service provision sites to closely assess the performance, evaluate
the adherence to the endorsed quality standards (i.e., sphere project, HC, and the national
guidelines), and extrapolate recommendations to the concerned project team to improve the
quality of health care interventions. 
 Participate in proofreading and the technical revision of the program reports (i.e., interim reports,
narrative reports, technical reports) before circulating these reports with the related stakeholders. 
 Revise the dissemination products like the success stories, bulletins, and formal news related to
the health projects before its published and circulated by the communication department. 
 Manage the supply chain process of any procured medical goods and ensures that the
transportation, distribution, storage, and consumption of the medical items are implemented as
per the agreed workplan plan and endorsed quality control measures. 
 Participate with the logistic department in any spot-check visits for the medical stock warehouses
to assess the level of commitment in following the quality stocking measures. 
 Conduct a second phase data analysis of the health figures reported by the MEAL department to
ensure the technical integrity of the reported data in alignment with the provided health
packages. 

Representation:

 Represent the organization in relevant humanitarian and development clusters, forums, groups,
and networks, and promote the organization’s work and objectives.
 Act as the organization’s Humanitarian Health and Nutrition Representative to all related
humanitarian clusters. 
 Seek input and guidance into all humanitarian response documents including related fundraising
proposals, project proposals, assessments, evaluations reports, and budgets.
 Promote the organization’s approaches to humanitarian issues, particularly those relating to
health and nutrition. 
 Contribute to the coordination of the organization’s strategic engagement with the UN and
support intelligence gathering on potential funding streams, particularly for humanitarian work
linked to health and nutrition.
 Strengthen the organization’s visibility and influence in the humanitarian sector by building and
sustaining relations and appropriate partnerships with relevant UN agencies, clusters, multilateral
agencies, networks, and other key stakeholders.  
 Build and maintain relationships with other stakeholders by developing opportunities for
collaboration such as joint advocacy initiatives and alignment of position statements and
strategies.

Qualifications, Experience, and Skills:

 Advanced University Degree in Public Health or postgraduate medical diploma is preferable. 


 Candidates with a Bachelor's degree in Medicine are encouraged to apply. 
 2-3 years of increasingly responsible professional experience in developmental and humanitarian
response programming and health cluster approach. 
 Demonstrable experience in fundraising and donor relations.
 Field experience is a strong asset. 
 Self-management and emotional intelligence.
 Demonstrated experience mobilizing resources for humanitarian assistance; familiarity with
donors that fund humanitarian activities in Yemen.
 Ability to work independently with minimal supervision.
 Strong communications skills, both written and oral, and strong interpersonal skills.
 An understanding of current humanitarian assessment practice.
 Knowledge of qualitative and quantitative research methods.
 Proven ability to work as part of a team under pressure.
 Proven ability to deliver against targets and meeting deadlines within a short time frame. 
 Proven skills in assessment methodology design and questionnaire design.
 Experience in primary and secondary data collection techniques. 
 Experience in coalition building and network development in NGO settings.
 Excellent computer skills (Windows, Excel spreadsheets, Word-processing).
 Fluent written and spoken English and Arabic with the ability to translate complex material and
data into clear and concise materials and reports.
