CONSTRUCTION METHODOLOGY FOR MONTCLAIR INTERCHANGE PROJECT

Introduction

The intent of this Construction Work Plan is to present the general sequence of pre-
construction and construction activities which are planned to take place in Brgy. Manuali,
Porac, Province of Pampanga. In addition, this plan summarizes the proposed methodology
for performing various phases of the work. It describes possible equipment and personnel to
be used, general sequencing of the work activities, the use of the site for staging, stockpiling
and other activities, and security. This work plan has been prepared in coordination with the
Health and Safety Plan, Quality Assurance Project Plan, Transportation/ Consolidation Plan,
Dust Control Plan, and the Sampling and Analysis Plan.

Overview

The purpose of this report is to outline the philosophies underlying the staging and
sequencing options selected for the Expressway Interchange construction. A general
overview of the construction programme and methods to be adopted is provided. The key
features of operations in each specific section are then outlined.

Construction Objectives

The objective of the construction phase is to deliver a high quality product, in the most cost-
effective and efficient manner, with zero harm to those involved, whilst minimizing the effects
on the surrounding environment and the local community.

To achieve this objective, the construction methodology has the following key features:

 Progression of the central section of proposed Expressway during preload


settlement period.
 Use of the proposed Expressway route to transport materials, thereby maintaining
east-west connectivity and minimizing construction traffic on local roads.
 Sequencing of construction to achieve cut to fill balance of earthworks and reuse
of preload surcharge material, in order to minimize the requirement for imported
aggregate from local quarry sources and waste material removed from site.
 Selection of aggregate sources to minimize disruption of quarry traffic on local
roads.
 Traffic management arrangements that are cognizant of all road users, including
pedestrians.

Programme and Methodology

The general sequence of construction is attached separately.

Where possible, the embankments will be constructed using cut material generated from the
construction of the proposed Interchange Project. However, there will be a requirement for
imported fill to be used in the embankments due to the following reasons:
1. The bottom layer of the embankment will require an imported granular fill to facilitate
groundwater drainage; and
2. In some locations, imported fill will be required to enable early completion of the
embankments to allow settlement periods to be achieved within the overall Project
timeframe.

The sourcing of material from each of these quarries will be carefully managed during
construction to minimize both haul distances to each embankment area and truck
movements from each quarry.

Placement of the embankment fill material will work progressively from the nearest
hardstand area, either a haul road or local road. Where possible, the permanent storm water
drainage, including wetland and flood offset storage areas will be formed and installed ahead
to enable the drainage features to be used for erosion and sediment control. The Montclair
interchange Project schedule details the construction methodology to be adopted for the
preload embankments, including the provision of temporary drainage and use of permanent
drainage as sediment control devices.

The preload settlement periods for each embankment vary in duration. During these
settlement periods, work on the proposed Expressway Interchange will continue in other
areas.

Pre-Construction Preparation Activities

Prior to the start of any construction and remediation of properties within the project
boundaries, the following pre-construction preparation activities will be implemented and
maintained throughout the course of the project:

1. Documentation of existing conditions at each individual property will be performed,


consisting of the following:

• Existing physical conditions and existing landscape and other site features will be
inspected and documented.

• Individual property sketches will be developed detailing the existing conditions of


each property. The documentation, including photographs and video, will be used
to verify structural conditions and restoration features following construction.

2. Receipt of signed Temporary Access Agreements with individual property owners.

3. A topographic survey will be performed, utilizing a licensed to verify and establish


existing conditions to allow proper restoration of all existing features removed during
Work.

4. Receipt of work plan approvals. Anticipated work plans to include:

• A Construction Work Plan (this document) that describes the means and methods
for executing the Work, including general sequencing of the Work, excavation
procedures, the use of the Site for staging, stockpiling, and other activities,
security measures and personnel to secure the Site work areas, contractors
equipment and materials as well as protecting the residents and private property
during non-working hours including weekends and holidays and where residents
have been temporarily relocated.

 A Health and Safety Plan that defines the requirements and designates protocols
to be followed during remedial action at the site, to maintain safe and healthful
working conditions, to provide and ensure the use of all necessary personnel
protection equipment to assure the safety and health of site employees and the
general public, to require that site work be planned to provide a range of
protection based on the degree of hazards encountered under actual working
conditions and provide workers with the information and training required to
make them fully aware of known and suspected hazards that may be encountered,
and of the appropriate methods for protecting themselves, their co-workers, and
the public at large. Work performed under this contract will comply with
applicable State and Local Safety and Occupational Health laws and regulations.

 A Construction Quality Control Plan identifying personnel, procedures,


instructions, records and forms to be used in carrying out the requirements of the
Project. It will provide the means to maintain effective Quality Controls for
construction, sampling and testing activities.

 A Quality Assurance Project Plan which describes the quality assurance, quality
control, and other technical activities that will be implemented to ensure that
sampling and analyses are performed in order to meet applicable data quality
objectives for the project.

 A Dust Control/Air Monitoring Plan detailing the requirements to minimize dust


generation during work execution and the necessary air monitoring that will be
implemented to identify and quantify safety and health hazards and airborne
levels of particulates or dust. The air sampling program will be used to assure
proper selection of engineering controls, work practices and personal protective
equipment for affected site workers and will also evaluate the potential impacts
to adjacent residences.

 A Transportation and Consolidation Plan that will include the proposed disposal
facilities for waste materials that do not meet the acceptability criteria for the Tire
Pond, Tire Pond management procedures, proposed traffic routes for haul trucks,
recordkeeping and spill response procedures.
 A Sampling and Analysis Plan that describes the sampling and analysis to support
the remediation.

5. Identification of the off-site fill borrow sources and the performance of the required
geotechnical and analytical testing of the fill materials proposed for the project.
6. Negotiations with the municipality and barangay as a primary staging area for the
staging of temporary office trailers, employee parking lot, equipment lay-down,
material lay-down, temporary stockpiling area for clean fill materials and a temporary
stockpiling/loading area for excavated impacted fill.

7. Coordination with local utility companies. The impact to utilities and the need to
remove or replace services for individual properties will be determined and where
service connections will be affected, residents will be notified as soon as possible of
the expected schedule and duration of utility service interruptions, if required. In
addition, “Call before You Dig” notification will also be conducted before excavation
activities begin for marking of existing utilities.

8. Obtaining construction related permits.

Construction Activities

Based on the construction programme, the total construction period for the earthworks
and other related works is to be completed in sections and is presently scheduled to take
approximately eight (8) months to complete. The other isolated areas may be performed
concurrently with other sections. A preliminary phasing plan is included in the
construction programme; however, the actual phasing will be dependent on obtaining
access agreements. Actual phasing limits and timing will be adjusted based on the ability
to obtain property access and restoration agreements.

Tentatively, mobilization and construction activities for the Montclair Interchange are
scheduled to commence in ________ 2019.

Construction activities will consist of mobilization to the jobsite, site preparations,


clearing and grubbing, removal, disposal and/or storage of above ground items,
excavation, transportation and disposal of impacted fill material, backfilling of areas of
excavation, utility relocation/replacement, overpass construction, and restoration and
demobilization.

Mobilization

Upon award of the Contract and authorization to proceed, mobilization activities will
commence.

Mobilization will consist of the following:

 Mobilization of necessary labor, materials, equipment, tools, and supervision to


commence work on the project.
 Continued processing of the required submittals which includes administrative
and procedural requirements for submitting project work plans, product data,
samples and any other submittals required in the Project Specifications.
 Performance of pre-construction activities, previously detailed, on a continual
basis, to ensure that as one phase of remediation is completed the next phase of
remediation can commence.
 The Contractor’s personnel, taking part in the active construction activities, will
receive the required medical surveillance (initial entrance physicals) prior to any
hazardous or intrusive site work being performed.

Also during the mobilization phase, the construction and set-up of the primary
support/staging area for the project will take place. If Client will not provide a staging
area, any nearby location suitable as a primary support/staging area will be utilized in
coordination with the area Owner and in accordance to any Barangay or Municipal
Ordinance.

The primary support/staging area will be utilized to stage temporary field office
trailers consisting of Contractor’s office trailers, Contractor’s employee lunch trailer,
Contractor’s safety trailer, office trailer, a security trailer, and various equipment/tool
trailers. A temporary employee/visitor parking area, an excavated impacted fill
stockpile area, a material staging area, a clean backfill stockpile area, and a stabilized
construction entrance will be constructed.

Construction activities of the primary support staging area will consist of the following:

1. The Installation of a temporary chain link fence around the perimeter including the
installation of entrance gate(s).
2. The stabilized construction entrance will be constructed, in accordance with the
contract drawings.

Survey Works

A licensed surveyor will be utilized to locate and footprint the proposed construction
limits in accordance with the contract drawings and also establish the necessary
controls needed to re-establish existing conditions. The surveyor will also perform the
required post excavation and final topographic surveys.

Clearing and Grubbing

Many properties within the boundary have significant trees or landscape items that
property owners would like to preserve. In accordance with the property-specific
restoration agreements, prior to excavation activities, a qualified arborist will be
consulted as to the viability of leaving the tree in place.

Prior to implementing clearing and grubbing operations, significant trees or landscape


items designated to be saved will be flagged and protected. During clearing, excavation,
backfilling and restoration activities, reasonable efforts will be taken to ensure the
survival of the tree.
Clearing shall extend within the construction limits of the project, except such tree and
bush designated for preservation. Trees and bushes designated for preservation shall
be carefully protected from scarring, barking, and other injuries during construction
operations.

Trees, shrubs, and brush designated for removal will be cut to the ground surface within
the areas of construction. Debris will be sized and staged and prepared for
transportation and off-site disposal to the approved facility. Proposed disposal facilities
will be listed in the Transportation and Consolidation Plan.

Subsurface root material and small vegetation will be segregated and handled
accordingly during excavation operations.

Individual Removal of Trees and Stumps

Prior to any tree cutting or removal operations, an inventory of the trees that required
to be cut or removed shall be prepared for approval to the Client and to the local DENR.
No trees shall be cut or removed without a Permit to Cut Trees from the DENR.

Individual trees to be cut or relocated as indicated in the drawings shall be cut or


relocated with care to the area specified by DENR.

Trees cut shall be disposed in the manner approved by the Client and with the
requirements contained in the tree cutting permit.

Removal of Structures and Obstruction

During the construction, permanent structures including sheds, pools, permanent


fencing, driveways, walkways, sidewalks, decks and stairs will be removed prior to
construction.

The Contractor will coordinate demolition, excavation, backfill and restoration activities
and provide and maintain the necessary accommodations (temporary stairs, ramps,
etc.) for safe access to their residence.

The contents within structures scheduled for demolition may require temporary
storage. Where possible, the entire shed and contents may be temporarily relocated
outside the active work areas, or if demolished, the contents will be relocated for
temporary storage. The moving and temporary storage of contents of non-permanent
sheds or outbuildings will be determined and addressed during the access and
restoration agreement phases of the Project.

Debris removed during demolition operations will be inspected as necessary, and


temporarily staged for further handling or placed in the appropriate location for off-site
transportation and disposal at an approved facility.
Excavation

Prior to excavation of any property, the pre-construction activities, previously detailed,


will be implemented, sequenced, coordinated and will continue to progress as activities
are conducted throughout the various phases of the project.

Also prior to any excavations, site preparations will be implemented, sequenced and will
continue as excavation operations continue to progress to begin with the Main Ramp,
then Ramp C, Ramp D and the to other sections Ramp A then Ramp B.

As detailed previously, site preparation consist of: preparation of the Tire Pond transfer,
staging and processing area, locating the limits of excavation, installation of erosion and
sediment control measures, establishment of work zones, installation of site access and
decontamination facilities, installation of temporary haul roads, installation of
dewatering facilities and the installation of the necessary traffic controls.

The Contractor will coordinate the excavation, restoration activities, and construct and
maintain the necessary temporary structures to accommodate access to the project.
The Contractor will also provide security during non-working hours, weekends and
holidays to patrol and monitor the active work areas and also the properties. The
Contractor will coordinate with the local police department and keep them informed of
the properties or areas where work is being performed, which will enable them to
monitor these areas more closely.

Due to the proximity of the proposed project to a section of the Expressway and to the
neighbouring homes, work will be performed being sensitive to the issues of fugitive
dust and its control. The target will be to generate no dust during the excavation
process. Use of water will be the primary method of dust control. The dust control
measures and air monitoring procedures are furthered detailed, under separate cover,
in the Dust Control Plan and Perimeter Air Monitoring Plan. In addition, the Contractor
will work to minimize the shut-off of utilities to maintain resident comfort. The safety
of the properties, residents and workers during excavation may require a longer term
shut-off of utilities during which residents may be required to temporarily relocate.

Excavation next to buildings, structures, slab on grades and utilities will proceed with
caution to prevent any potential damage to the structures. During the documentation
of existing conditions of individual properties, structures with integrity issues will be
identified, documented and the appropriate considerations to protect or support these
structures will be detailed prior to excavation. During excavation and backfilling, the
Contractor will continually look for undermining and/or settlement at structures.

Temporary construction fencing and signage will be installed at the perimeter of open
excavations to secure open excavations, during non-working hours.
Embankment

Backfilling of the areas described in the sequence below will follow upon approval and
acceptance by the Engineer and completion of an as-staked survey of the level and
limits of the backfilling areas.

Ramp B
 The embankment in this section is being prioritized to developed access
from the Expressway.

Ramp D
 The embankment on this section shall be simultaneously done with Ramp
C.

Ramp B
 The embankment on this section will be done simultaneously with Ramp A
and to receive any surplus excavation from Ramp A.

Ramp A
 Roadway excavation on this section will be used as fill material for the
embankment of Ramp B

Main Ramp
 The embankment on this section will be done progressively in parallel to the
embankment of Ramps C, D, A and B.

The names and locations of off-site borrow sources for fill materials proposed for the
Project are (Quarry Name & Owner & Location) will be submitted to the Engineer for
approval prior to delivery of any material. Laboratory testing data and certification from
the borrow source indicating that the soil materials are clean and meet the Standard
Regulation will be provided. Independent testing firms will perform the required
geotechnical testing, field in place density testing in accordance with AASHTO T-180,
Earthwork, of the Specifications.

A licensed surveyor will establish the necessary controls in order to establish pre-
existing features and to restore areas to conditions comparable to conditions that
existed prior to construction activities.

Backfill materials will be delivered to the site, placed and graded, utilizing track dozers
and/or loaders/excavators, in loose lifts as specified in the specifications. Compaction
will be performed utilizing a steel drum roller, plate tampers, walk behind roller, or
tracking with the track dozers, as site conditions require. Compaction will be to the
required percentage of maximum dry density in accordance with ASSHTO T-180.

Vibratory rollers will be utilized during compaction. Static rollers or other appropriate
construction equipment and/or techniques (tracking) will be used in backyards, at a safe
distance from any structures and underground utilities. Manual or hand compaction
equipment (plate tamper, walk behind roller) may be utilized in areas with limited
access or adjacent to foundations or underground utilities.

Compaction trials should be carried out as well on each soil type to be used in areas of
fill to determine the number of passes of the vibratory compactor required to attain the
required compaction density.

Care will be taken adjacent to structures, placing backfill material in loose layers and
backfilling against structures by carrying the material uniformly around the structure at
the same elevation in each lift until final grade elevation is achieved.

Culvert Construction

The methodology consists of the materials and machineries to be used, casting &
construction procedures, quality control tests & verifications, and also the safety
precautions to be implemented. The locations will be as per the approved construction
drawings. The materials to be used shall be based on the specified specifications.
Equipment to be used shall be based on the needed capacity or required productivity
rate and shall comply with required standards

Safety precaution will be adhered in compliance with the Road Work Traffic Control
Manual and every precaution undertaken to avoid any accidents & damages to
adjoining properties, workers, and road users. Workers are mandated to be equipped
with safety harnesses such as helmets, boots, and gloves while working.

Methods and Procedures

I. Reinforced Concrete Box Culvert Construction

RCBC will be simultaneously constructed on the following locations:

1. RCBC No. 1 – Main Ramp at Sta. 0+180


2. RCBC No. 2 - Ramp B at Sta. 0+166
3. RCBC No. 3 - Ramp D at Sta. 0+160

 Structure excavation for construction will be done with all necessary traffic
signs in place as per the road work traffic control manual.

 Structure excavation beds shall be performed maintaining required levels


as per the approved construction drawings.

 As soon as the excavation is approved and compaction has passed the


required test, lean concrete will be placed, thereafter the concrete
construction of the base, wall & the top slab following the approved
construction drawings, specifications and the approved materials to be
used.
II.Reinforced Concrete Pipe Culvert (RCRC) Construction

RCPC will be simultaneously constructed on the following locations:


1. Main Ramp @ Sta. 0 + 080
2. Main Ramp @ Sta. 0 + 130
3. Main Ramp @ Sta. 0 + 360
4. Main Ramp @ Sta. 0 + 490
5. Main Ramp @ Sta. 0 + 560
6. Ramp A @ Sta. 0 + 060
7. Ramp B @ Sat. 0 + 140
8. Ramp C @ Sta. 0 + 154

 Locations and level of the proposed drainage system to the dimensions


and levels shown on the contract drawings shall be set out.
 Trench excavation shall be carried out to ensure that the drains can be
laid in straight lines as shown on the drawings.
 Sides of trenches and other excavations greater than 1.2 m deep shall be
suitably shored or shall be battered back to ensure stability of the
excavation.
 Trench widths shall be excavated 100 mm lower than the required
bottom level elevation of pipe to allow for bedding.
 The trench base shall be free from any protrusions and hard spots. Any
unsuitable material shall be removed and replaced with suitable material.
 All pipes shall be laid true to line and level as indicated on the drawings.
Each pipe shall be checked for correct position before laying the next pipe
section.
 No pipes shall be jointed together before being laid in the trench.

Crushed Aggregate Base Course

Crushed aggregate base course materials will be imported from approved quarry sites
and must be sampled and tested if they conform to the Specifications. Dump trucks will
be utilized to haul these materials from the quarry sites to the base course areas of the
new road.
Aggregate base course material shall be spread, graded, and compacted to a depth of not
more than as required by the Specifications before placing the succeeding layer.

Expressway Interchange Construction

During the preload construction and settlement periods completion of the proposed
Expressway Interchange will proceed on sections working simultaneously.

Each section, including the overpass across the expressway will be constructed
progressively. As overpass section is completed, it will provide a passage through to the
next section. Materials can then be moved through the site, using the proposed
corridors.

This methodology will minimize both the volume of construction traffic both on local
roads and the disturbed land area within the project designation. However, in order to
achieve this objective, the overpass construction and associated ground works will need
to be accessed from the local roads.

The major on-road and off-road haulage routes, including the haulage for the preload
embankment fill material, shall be illustrated in drawings.

Overpass Construction

Each section will be progressed as an individual work package. Following clearance of


the site, services will be diverted where required and erosion and sediment control
devices will be installed. Earthworks will be then be carried out, with drainage items
being progressively completed to enable operations to advance. Wetland and flood
offset storage areas will also be formed at this time and used for sediment control. The
Overpass construction works, at each section, will also be completed during the
earthworks activities. Upon completion of cut to fill activities within the section, any
further earth-moving required between sections will be carried out after completion of
the overpass structure. Dump trucks will utilize the completed proposed overpass as a
haul route.

Methods and Procedures


1. Preparation for ground improvements:
a. Cut existing ground to level of base of abutment, where required.
Temporary retaining walls may be required to support adjacent
property or infrastructure.
b. Replace peat with sand fill, where required. Temporary retaining walls
and dewatering may be required to facilitate this operation.
2. Install stone columns, using vibro-replacement techniques. Extensive water
jetting is anticipated with this operation.
3. Install Bored piles
4. Construct pile cap where required. Where high water table is experienced,
sheet piles will be installed around the pile cap construction area and the
area dewatered.
5. Construct concrete column and crossheads and construct Mechanically
Stabilized Earth (MSE) wall abutment.
6. Place prefabricated deck units by crane. Where the bridge crosses a live
road, this operation will be carried out within a night-time road closure.
Bridge deck beam units will be prefabricated in the Offsite Yard and
transported by road to each site.
7. Complete top deck and side barriers.
Concrete supply will be from an approved local supplier. Concrete deliveries will be to
either the Offsite Yard for prefabrication activities or to the construction sites.

The Construction Traffic Management Plan details the proposals to control vehicular
and pedestrian traffic during road crossings.
