What are Highways Sector Schemes?
• National Highways Sector Schemes – bespoke
integrated management schemes within an
ISO 9000 framework
• Existing schemes include traffic barriers, non
skid specialist surfacing, Asphalt laying etc.
• Sector Schemes are included in the highways
procurement process through the
Specification for Highways Works (SHW)
• All Schemes registered
by UKAS

Installers, manufacturers, Certification Bodies, UKAS and co‐

• National Highway Sector Schemes have been
developed to address workmanship issues by setting
up a good quality training and competency scheme
for operatives and supervisors, demonstrated by
them holding an endorsed CSCS Card supported by
an NVQ . The other aspects covered by ISO 9001
include a contract review, robust internal audit and
comprehensive record keeping.

Improved Safety
• As with all NHSS, NHSS 30 will be
automatically specified for users of the SHW
as a basis for their contracts but specifiers for
all paving and kerbing work will be able to
specify registered contractors for their work
Schedule
• January 25th 2013 – Scheme Launched
• Late 2013 – First registrations
• Because of the time needed to get enough staff
certificated it is unlikely that enough companies will
have NHSS 30 this year, but for 2014 we expect to
see a dramatic improvement in installed quality as
certificated companies win contracts.
• October 2015 – Scheme becomes compulsory under
the Specification for Highway Works
