SUBJECT : GUIDELINES FOR THE GRANT AND AUTHORIZATION OF 500


WATT FM BROADCAST STATIONS
This is a memorandum to amend the E.O no 546, which is to encourage a larger and
more effective use of communications, radio and television broadcasting facilities, and
to maintain effective competition among private entities

This require that the FM broadcast station is required to have a minimum of 1 kW class
b transmission power. If the FM station operate in less than 1 kW it should be a local
one, which focus on the needs of the local community. The wider access to news,
entertainment, information, and education especially to remote areas, thus the need for
FM station with less than 1 kW transmitter.

The following are the guidelines for 500 watt FM broadcast station:

1. The station is to have a Class B-1 station, where the Class B-1 station is a
commercial station having an authorized Effective Radiated Power (ERP) not exceeding
five (5) kilowatts and in no case lower than one kilowatt; and with an authorized
transmitter power output of 500 watts; antenna height shall be limited to 200 feet above
average terrain.

2. Established service areas are areas with an existing Class A and Class B station.

3. Only Class A or Class B station are the only station to operate in establish service
area.

4. Class B-1 stations are to operate outside established service area.

5. All new and pending application for 500-watt station are to evaluated in the new
guidelines.

6. The existing Class B-1 station may continue to operate if there is a technical
feasibility for it.

7. If a 500-watt station exist before a Class A or Class B it is not considered an


established service area therefor can continue to operate.

8. FM broadcast station requirements are stated in section 4 of technical standards and


operating system shall be strictly observe.

9. The minimum frequency separation requirement is 800 kHz in the same area.

10. Only 200 low powered station are able to operate nationwide.

11. Max of 30 low powered station per region.


12. All classes of FM stations shall be protected up to the 1 mV/m or 60 dBu contour.

13. Radio broadcast that want to operate additional FM station shall provide financial
capability.

SUBJECT : Guidelines on the cablecasting of CATV channels with


“Chatroom” formats

In the light of E.O no. 206 and E.O no. 546, the following are the guidelines for CATV
with chatroom formats.

The scope and coverage of these are:

1. All Cable TV (CATV) stations cablecasting channels with “chatroom” formats.

2. Cable TV (CATV) channels with “chatroom” formats refer to interactive channels that
enable viewers to interact and send messages via SMS.

These are the general provisions

1. They would have an Automated Filter Dictionary (AFD) where it can, to automatically
mask pre-determined words or phrases not suitable for cablecasting, to preview all
messages prior to cablecasting, to provide the operator the facility to edit or delete
messages, and to automatically screen and block messages from cellular
mobile numbers previously banned from the “chatroom”.

2. It should have an Administrator and shall be responsible for the operation of the
Automated Filter Dictionary and the updating of its database.

3. The Administrator shall be operated whenever the channel is Cable casted.

4. All “chatroom” channels shall be required to place an Advisory informing.

5. All Cable TV (CATV) operators are hereby reminded to strictly comply with
the terms and conditions.

Failure to comply shall have penalties and sanctions, fine and revoke or suspension of
permit and licenses.

NO. 04-02-91
SUBJECT: SUSPENSION OF THE EFFECTIVITY OF MEMORANDUM CIRCULAR NO. 03-01-91.

This memorandum suspends the effectivity of the memorandum no. 03-01-91 and will remain until
further notice.
