Alternative for Tourism Destination : The Case of Lombok

Abstract. The environmental impact of mining on land is unavoidable, which call for
actions to optimaze the unused surface mined lands. One of the alternatives is to the
unused surface mined lands for tourism destination. As a tourism destination, this
effort will local people in terms of regional development and community’s incomes.
This research aims to analize the extent of how to utilise the unused surface mined
lands in the Lembah Hijau Ijobalit, East Lombok.
The research design will employ field observation and interviews with local
government and local people. This is important to gain data and information about the
existing environmental condition and the community’s livehood in the study location.
This data will be useful to anlyze the possibility of turning the unused surface mining
lands into tourism destination and assess the benefits of the initiative on the
environment and the local community.
The result show that the alternative use of the unused surface mined lands can be
beneficial if it designs for tourism destination. Undproductive lands can be converted
into productive land, considering that tourism destination in the unused surface mined
lands will have specific and unique identity for tourists. The landscape potential is
quite good for tourism destination, such as natural scenery like hills and rice fields,
small ponds as a result of mining excavation, sunset and sunrise at the top of the hill,
and Anak Agung mountain in Bali. The new tourism destination is in need of facilities
and infrastructure that representative to support the finctions. Localpeople in Central
Lombok will ne motivated to increase their income by managing this new tourism
dentination.
1. Introduction
Mining activities have a wide impact on both positive and negative impacts. The positive impact is
the availability of working fields and as the livehood of the settlers of Bonder Village. On the other
hand, the negative impact of this mining is the exixtence of land damage or land degradation. The
degradation of mining land that occurs also includes changes in the landspace. Changes in physical,
chemical and biological conditions of soil, microclimate and so does the changes in flora and fauna
[4].
Land damage due to mining activities is unavoidable. So alternative efforts are needed to utilize ex
mining land so that it can be used optimally. Land use is a modification made by humas toward the
environment become a built environment such as industry, agriculture, settlement, tourism, mining and
all activities that support thesustainability of human life. Land use is also defined as several setting,
activities and inputs which are done by humans on certain land [2].
A utilization of exmining land does not have to restore the condition of the former mining as
maximum as before because the physical condition of the land has changed. In efforts to utilize an ex
mining land must consider the biggest benefits for the community and can be managed sustainably so
it will give a positive impact on improving the economic welfare of the community. Thus, even though
there are no more mining operations, they cas still benefit the community in particular and the country
in general.
This form of land utilization can be carries out in various forms such as reservoirs and water
reservoirs, agricultural, plantations, new settlements, sports areas, tourist attractions and others. Form
of use of exmining land depends on the condition and carrying capacity of that land after mining
activities are done.
Mining activities should be done with environmental awareness and perspective, always paying
attention to nature, the environment and surrounding communities. Thus, it will provide result and
huge benefits. In addition, environmentallyfriendlymining will not damage nature and the
environment which will result in the potential danger and threats to safety and/or health for both
workers and surrounding communities.
The potential use of exmining land as a tourism destination can be an alternative effort to
encourage the improvement of social and economical of the surrounding villages. Besides that mining
activities that are still done nowadays on some sides of Balibe Hills can be stopped. With good
management, it is possible for the land to become one of the new tourist destinations to support the
regional tourism industry, such as the reclamation of exmining land that has been done in the Gren
Valley of Ijobalit, East Lombok [1].
Along with this, of course, the tourist destinations can be added value and generate new economic
resources for the surrounding people sfter the mine is closed. However, the postmining land use
management as a tourist destination must be in line and not in conflict with the Central Lombok
District Spatial Planning.
This study aims to know the potential that exists in Balibe Hill and the ambitions of the people of
Bonder Village to utilize the exmining of Balibe Hill land as a tourist destination.
2. Methods
The data collection in this study was conducted by using field observation method, interviews and
documentation. Field observations were carried out to determine the field conditions and landscape
potential in Balibe Hill.
Interviews were conducted to find out the wishes of the people to wards the were conducted using
questionnaires in the form of open dan closedended questions. Respondents werw determined by
using purposive sampling with a sample size of 100 people. Respondents are chosen intentionally and
deliberately with consideration that respondents are people who live in Bonder Village, West Praya
Subdistrict, Central Lombok District.
Documentation is the provision or the evidence and information collecting (such as pictures,
quotations, newspaper clippings and other reference material) based on the online vertion of the
Kamus Besar Bahasa Indonesia (KBBI) online vertion. Documentation was carried out to get an
overview of the conditions and potential of Balibe Hill.
3. Result and discussion
The exmining land of Balibe Hill is located in Bonder Village, West Praya Subdistrict, Central
Lombok District, West Nusa Tenggara. There is good road access to the location, both from Lombok
International Airport (BIL) and from Lembar Harbor.
Not all pasrts of Balibe Hill is has become exmining land, because in some parts of the hill, there
are still mining activities. Mining activities at Balibe Hill are done by the people of Bonder Village
and have been running for decades. This roch mining is done manully with simple equipment.
Based on the result of interviews conducted; the edication level of the Bonder Village community
around Balibe Hill is dominated by junior high school education and the livehood of the community
are as farmers/traders/artisans and miners. So that the rice fields and the Balibe Hill rocks become into
consideration to make the exmining land of Balibe Hill become a tourist destination.
The surrent condition there sre not many facilities on site because it is still in natural condition. For
the supporting facilities, generally they still use the community property, because not yet built public
facilities which are specifically intended for visitors to the location is a 3 meter wide roads which is
usually passed by mining rock trucks. The length of this road is around 300 meter from the main road
of Bonder Village. Besides, around the location there are also several community stalls which are
selling food and drinking for visitors.
The result of field observations, Balibe Hill has a landscaping potential that is good enough to be
used as a tourist destination. The hill whish is in the middle of rice fields area and settlements makes
Balibe Hill different. Beautiful natural screnery, such as the beauty of the sunset and sunrise from the
top of the hill, hills and rice fields, small pools of exmining excavation of the land under the hill, the
beauty of the Lombok International Airport lights at night on the hill and the beaty of Mount Anak
Agung in Bali.
Besides, teh exmining land rock leaves a pretty interesting form of rock structure that can be used
as educational material for the wider community. Especially those who are unfamiliar with rocks.
Thus, the Balibe Hill location can also be used as a vehicle for educational tourism in the form of geo
tourism [6]. Educational tourism provides added value to education, not just travelling, but also has a
purpose to add education value. While geotourism can be used as a special interest tour by utilizing
existing natural resources.

Based on Article 30 Paragraph (2) of Central Lombok Subdistrict Regulation Number 7 of 2011
concering about Spatial Planning (RTRW) for Central Lombok Subdistrict Year 20112031 states that
the allotment of the area of natural tourism objects includes natural forest and/or inland water in Nort
Batukliang Subdistrict, Pujut and West Praya; marine tourism in the Subdistricts of Pujut, West
Praya and South West Praya; and geological and/or volcanological nature tourism in the Subdistricts
of North Batukliang, Kopang, Pujut and West Praya [5]. So, seen from the Central Lombok District
RTRW the use of the exmining land of Balibe Hill in Bonder Village, West Praya Subdistrict as a
tourist destination is in accordance with the Central Lombok Gegency RTRW.
Nowadays, Balibe Hill has become a wellknown tourist attraction and is visited by many local
tourists and some foreign tourist to take pictures and enjoy the beauty of the sunset from the top of the
hill. There are quite a lot of publications about Balibe Hill on social media, both done by the Tourism
Awareness Group (Pokdarwis), Lombok tourism lovers community and visitors.
The establishment of Pokdarwis of the Balibe Hill whish aims to develop the Balibe Hill tour has
been approved based on the Decree of the Head of the Central Lombok Subdistrict Tourism Office.
The formation of Pokdarwis is an effort made by the Government to develop tourism. The formation
of Pokdarwis is based on the Presidential Intruction of the Republic of Indonesia Number 16 of 2005
Concerning Culture and Tourism Development Policy, the position of Pokdarwis as an organization
under the Ministry of Culture and Tourism as stated in Minister of Culture and Tourism Regulation
Number PM.07/HK.001/MKP2007 concerning the second amendment to the Minister of Culture and
Tourism Regulation Number PM. 17/HK.001/MKP2005 concerning the Organization and Work
Procedures of the Ministry of Culture and Tourism [3].
Pokdarwis has an important role in developing tourist destinations. Pokdarwis’s role is to explore
the existing tourism potential, invite the local communities to participate in developing the Balibe Hill
tour, do tourism promotion, provision and improvement of tourist support facilities through
coordination with relevant agencies and local governments. Mining activities that are still running are
now a big task for the Balibe Hill Pokdarwis. Pokdarwis of Balibe Hill aims to mahe Balibe as a halal
tourism village.
Based on the condition of existing supporting infrastructure, it is necessary to arrange and build
facilities and infrastructure such as toilets, parking areas prayer rooms, parks, ect., so as to provide a
more comfortable and pleasant atmosphere of tourism. Creating a comfortable and pleasant tourism
atmosphere must also be done by the local community so that the number of visitors will continue to
increase. Increasing the number of visitors will have an impact on increasing income and improving
the community’s economy. More over; an increase in income is expected that people who work as
miners can switch jobs to tourism or other jobs.
In addition to structuring and constructing facilities and infrastructure.pokdarwis must also
continue to explore the tourism potential in Bonder Village, such as cultural tourism in the form of
pottery vessels and making various types of sharp weapons.currently, clay in Bonder Village is use as
raw material for pottery in Penujak Village, so this is an opportunity for Bonder Villagers to make use
of the resources in Bonder Village wisely.
The potential and available resources they have, do not directly make a location can be used as a
tourist destination. the development of the exmining land of Balibe Hill as a tourist destination
requires good management and the participation of the community to develop the area become a very
important factor.
To find out the community’s sedire for alternative land use of the exmining land in balibe Hill to
become a tourist destination, it was conducted through interviews with 30 respondents. From the
survey results, it was found that 86.67% of the public did not want the Balibe Hill to be used as a
tourist destination.this means that most of the people do not want the land of the former rock mine to
be used as a tourist destination.
Most of the people do not want the community to use the exmining land as a tourist destination
because there are still people of Bonder Village whose livehood as rock miners on the Balibe Hill. So,
if Balibe Hill is used as a tourist destination, then the people will no longer have a livehood. In
addition, the community thinks that making Blibe Hill as a tourist destination cannot provide enough
income as a rock miner.
Based on the interviews, it is also acquired that some of the hope desired by respondents is that; if
the Balibe Hill became a tourist destination, it should be supported by the construction of facilities and
infrastructure. The community arranges their residence to be neater and cleaner, maintain the security
and order of tourist locations and the management of Bukit Balibe tourism is done by community
groups (Pokdarwis). But from these expectations, there are 10% of respondents who expect that the
government provides replacement job with greater income that as a miner.
To create the tourist destination as an alternative to the utilization of the exmining land at Balibe
Hill, it requires maximum efforts from various parties, stakeholders and the community. The ongoing
use of the exmining land at Balibe Hill with the full support of the community has a more positive of
the village economy and regional development.
Reducing environmental damage, exmining land use and community economic growth by
increasing the participation of local communities is a goal and hope to be realized by the Balibe Hill
Pokdarwis through the development of the Balibe Hill tourist destination.
4. Conclusion
Alternative uses of the exmining land at Balibe Hill can be developed into a tourist destination.
Besides being a potentiao landscape, the Bukit Balibe Pokdarwis has become the driving force behind
the development of Balibe Hill as a tourist destination. However, it is necessary to approach the
surrounding community in this regard, since 86.67% of the surrounding community does not want
Balibe Hill to become a tourist destination. Besides this needs to be done to prevent further
environmental damage and to provide a positive socioeconomic impast on the surrounding
community.
