SUBJECT: Clarifications on the Issuance of NOSCA for Sa ‘Pinas Ikaw Ang Ma’am
at Sir (SPIMS) Employment Program Beneficiaries for SY 2019-2020

The approval by the Department of Budget and Management (DBM) of the Department's
request for creation of ten thousand (10,000) new teaching positions for Kindergarten to
Grade 12 for SY 2019-2020 was communicated by this Office to the DepEd field offices
through Memorandum DM-PFO-2019-00500 dated June 4, 2019. The Memorandum was
disseminated by the Planning Service-Planning and Programming Division (PS-PPD) to
all Regional Offices (ROs) through e-mail. This included the electronic copies of the
Deployment Report and list of Sa ‘Pinas Ikaw ang Ma’am at Sir (SPIMS) Employment
Program beneficiaries. Kindly note that the Memorandum directed that “upon receipt of
the deployment reports, the RO shall immediately forward the report to the concerned
SDOs.”
‘The implementation of the SPIMS Employment Program is governed by an inter-agency
Memorandum of Cooperation dated September 23, 2015. Under Item B.4 of Article 2
(Responsibilities of the Parties), DepEd is expected to “act upon and/or facilitate in an
expeditious manner, the hiring and employment of the qualified registrants as bona fide
professional teachers”. In the past few weeks, however, the DOLE-National Reintegration
Center for OFWs has repeatedly called the attention of this Office to the non-deployment
of numerous SPIMS beneficiaries in various SDOs, allegedly due to the non-issuance of
Notice of Organization, Staffing, and Compensation Action (NOSCA) by the DBM-RO-

aforementioned Memorandum of Cooperation, this Office reiterates the directives under
DM-PFO-2019-00500 which clearly states that “concerned SDOs shall accommodate the
recipients of the ‘Sa Pinas kaw ang Mam at Sir (SPIMS) Employment Program. This is in
fulfillment of DepEd’s obligations under the Memorandum of Cooperation between the
Department of Labor and Employment (DOLE), the Philippine Normal University (PNU), and
other concerned agencies. Attached for ready reference is the deployment report of the qualified

are instructed to advise the recipients regarding their school assignment and the documentary
requirements that need to be submitted.” All officials and personnel at the DepEd ROs and
‘SDOs involved in the deployment of SPIMS beneficiaries are requested to carefully take
note of the following clarifications:
1. NOSCA for ALL newly-created teaching items for SY 2019-2020 are expected to
have already been issued by the DBM-ROs between June to August 2019. This
includes the teaching items allocated for the SPIMS Employment Program.
2. NOSCA do not bear the names of specific beneficiaries. Administrative Officers
handling the function of Human Resource Management Officers (HRMOs) shall
refer to the Deployment Report in determining the number of newly-created
teaching items that shall be filled up through the regular hiring process as well as
those which shall be filled up through the deployment of SPIMS beneficiaries.
3, The Deployment Report is an Excel spreadsheet which includes an inventory sheet
bearing the names of SPIMS beneficiaries as well as their contact details and school
assignment. No realignments/changes should be made to the beneficiary's
school assignment as this was determined through a school selection process.
4, The 561 SPIMS beneficiaries identified for deployment in SY 2019-2020 are the 2nd
batch of beneficiaries duly endorsed by DOLE in FY 2018. However, as the
teaching items allocated for 2018 had already been fully exhausted at the time of
endorsement, their deployment was programmed for FY 2019.
Inthe event that the FY 2019 teaching items allocated for the SPIMS Employment Program
have been inadvertently utilized in the regular hiring process, teaching items left vacant
through natural vacancy should be immediately utilized in order to deploy the SPIMS
beneficiaries identified in the Deployment Reports. The list of SPIMS beneficiaries and
their respective school assignments is hereby attached, for the ready reference of HRMOs.
