INTRODUCTION

The place has vast stretches of green paddy fields, numerous rivers, blue hills and
extensive beaches. The beach with its tall coconut trees, palm trees and casuarina
make for a beautiful sight. Udaipur beach is the last beach on this stretch.

The stream plays hide-and-seek with people. When the stream is brimming, one
can only reach the main beach with the help of a boat. But at other times, one can
walk across the dry riverbed. The place is fairly windy.

Talasari is one of the less exploited Odisha beaches. The Talasari beach is not as
frequently visited by the people as the other beaches of Odisha. The waters of the
sea at Talasari beach are not turbulent but calm and peaceful.

Witnessing sunrise and sunset from a gleaming stretch of white sand is a

rewarding experience. Another feature of Talasari that fascinates tourists is its
backwaters, which one needs to cross to reach the sea.

The calm ambience, unique receding waters and tropical weather all year round
make it a popular destination for adventure seekers and those looking for solitude.

It is the last beach in the Odisha to the north.

STATEMENT OF PROBLEM

 To study the various facets of Beach Tourism in Odisha.

 To study the cultural heritage of Talasari Beach which is the core of
tourism in Odisha.
 To study the behavior of local public in accepting tourists from outside.
 To analyze the role of religious and noachian places in attracting tourists.
 To study the potential of Tourism in Talasari Beach Odisha.
NEED OF THE PROJECT

The ambit of this project is to envisage the potential of Talasari beach as a

flourishing tourist destination and to contrive the popularity of Beach Tourism on
the relatively unexplored and undiscovered Talasari beach of the land of temples,
Odisha.

The various milestones going to be touched during this research is the

infrastructure available and also the future prospects of infrastructural growth and
development to promote tourism. The other attractions apart from the main beach
are the magnificent rows of palm trees from where the name of the beach has been
derived, the famous red crabs over the golden sandy stretch of the beach. Also we
will get some gist about the present capacity of holding tourist arrivals and ways
and measures taken by the concerned authorities for the expansion of the same.

The extent of this research also includes the need for promoting and also
modifying the tourist infrastructure and study the same.
SIGNIFICANCE OF THE PROJECT

This project aims to provide basic touristic information about the virgin and
comparatively untouched Talasari beach located in Balasore district of Odisha.
This project will bring out the distinctive features of the legendary beach.

The beautiful yet undiscovered beach possesses many special attractions including
the famous Chandaneshwar temple dedicated to Lord Shiva. The Udaipur beach
also contributes to the picturesque landscape with the beach side dotted with tall
casuarina trees making the tranquil environment a very romantic destination.

The new Digha beach in the state of West Bengal is another best destination for
tourists visiting the Talasari beach, at just 2 km from the old beach at Digha.

The project will aim at discussing the important aspects related to the development
and melioration of the fabled yet real Talasari beach, Odisha.
REVIEW OF LITERATURE

PRIMARY DATA

The primary data with the intent of doing the research was obtained by dint of a
survey. The survey was conducted of the coastal belt of Odisha at the Talasari
Beach. The people involved for the purpose of the research were the local
inhabitants and the tourists sojourning the place.

The local inhabitants were to be questioned regarding the various aspects of the
beach with the level of jobs it generates for the inhabitants.

The tourists sojourning the destination also contributed to the survey by sharing
their views about the uncharted Talasari Beach.
SECONDARY DATA

Today coastal tourism and marine tourism is the largest segment of the travel
tourism industry (M. Honey, 2007; D. Krantz, 2007). More number of tourists is
getting attracted towards nature based tourism destinations like beaches, rivers &
islands. M.Honey (2007) suggests that these trends are expected to continue due to
the increasing demand for nature (sun, sand & sea) among the urban population of
US, Europe and Asia. Many coastal countries like Maldives, Cuba, Kenya, Fiji,
Bali, & Mauritius etc. are highly dependent on tourism industry as it is their major
revenue earning sector. M. Filip (2004) stated that the sandy beaches of Europe are
considered to be of great economic importance from tourism point of view. In the
same line it was found that the annual revenue generation form the state beach
oriented tourism of California was about 61 Billion Dollar. (L. Pendleton,2009).
With a vast coast line of 7517 km studded with beaches of large diversity (sandy,
rocky, coral & mangrove), India has immense potential in the coastal tourism
segment(A.K. Sanyal, 2011). Government of India in its 10th Five year plan
(2002-2007) has also taken necessary steps in order to promote beach and coastal
tourism in Goa, Kerala & North Karnataka beaches. According to a research
conducted on “the online destination image of Goa” it was found that its primary
image is of a beach destination along with good tourist infrastructure, and
attractive night life (M. Dwivedi, 2009). As per one of the interim report submitted
to Ministry of tourism, Government of India by IL&FS, the coastal state of
Karnataka has given first priority to the development of beach circuit, in order to
develop tourism in Karnataka. Further C. Gale (2013) analyzed that 40% of the
people employed in beach resorts in Kerala are from nearby villages, which shows
the potential of beach tourism as a tool for employment generation.
Tourist’s perception of destination image has received much importance in
literature. The image is a mental portrayal that an individual has of a destination
because the destination image is the individuals overall perception or the total set
of impressions of a place. Tourism scholars have extensively investigated various
behavioral issues in the past few decades (Chen and Hsu , 2000). Familiarity with
a destination is a significant concept for destination because of its vital role in
tourist destination selection process. One such destination is the Talasari Beach in
Odisha which is one of the most unexplored and virgin beaches of India, and is
capable of amassing a large number of tourists.
Beerli and Martin (2004) reported a total of five cognitive image factors that
pertained to destination image of a popular vacation site. The cognitive factors are
as follows:

a. Natural and Cultural Resources

b. General Touristic infrastructure and atmosphere
c. Social setting and environment; Sun and Beach
The behavior of the tourists is highly affected by these factors. We therefore study
these sound factors with respect to the destination image of the unfathomed
Talasari Beach Odisha.

Odisha, a maritime state, on the east coast of India, is bounded by West Bengal
and Jharkhand on the North, Andhra Pradesh on the South, the Bay of Bengal on
the East and Chhattisgarh on the West. Its location is between 17°49`N to 22°34`N
latitudes and 81°27’E to 87°29’E longitudes. Large numbers of small and big
rivers dissect the state before draining into the Bay of Bengal, which washes its
shores on the southern side. Its magnificent temples, religious places like Puri,
archaeological sites, Buddhist remains, beautiful lakes like Chilka, wet lands,
colorful handicrafts, classical dances, waterfalls, scenery, wildlife’s, dazzling
beaches, fair & festivals, cultural heritage etc. always been a source of curiosity in
the mind of people of other countries as well as in India. Owing to its rich and
varied topography, vibrant culture and captivating festivities, the State of Odisha
offers immense, tourism delights to the visitors in the State. Visitors, starting from
neighboring states to the far flung countries throng the state at different times
especially, during the festivities. From industry point of view, the Odisha has all
types of raw materials to give a good position to the tourism industry of the state.
Tourism is the only industry which grows with some of the related industry side by
side. It is a conglomeration of several activities and has the potential to stimulate
employment generation in related fields like Hotels, Transport, Shopping, Food,
Entertainment, Guiding etc. It is the hospitality sector which binds together a lot of
other employment generating sectors through backward and forward linkages.
Tourism is a highly labor intensive sector. According to an estimate, for every
million rupees invested in Tourism Sector, 89 jobs are created against 45 jobs in
Primary Sector and 13 jobs in Secondary Sector. The ratio of indirect jobs to the
direct jobs in the Tourism Sector is approximately 3:1. Growth of Tourism also
strengthens the local economy as it helps flow of money including foreign
exchange earnings from one region to the other. Top priority is therefore accorded
for development and promotion of Tourism in Odisha. Under the facet of tourism
on an overall scale in Odisha, Beach Tourism holds a remarkable position when it
comes to the number of tourist inflows. Since Odisha is a coastal state with a vast
coastline there are numerous beaches which are quite uncharted and contribute
towards an increasing number of tourist arrivals gradually.
When there is a growth in the tourist inflow it reinforces the economic and social
development which is effectively elucidated by Pushpinder S. Gill (1997) in the
study on “Tourism Economic and Social Development”. The sea beach at Balasore
district of Odisha that is the Talasari Beach is a source of revenue too for the local
snack houses and local craftsman and if the potential is tapped fully it can stand
out as an important point of revenue generation for the State as well.

Kabita Kumari Sahu(2013) in her article on “Growth and Prospects of Tourism in

Odisha” has stated that the role of tourism in the economic development of a
country has been the focus of study and research. It is the general consensus that
tourism has been pivotal in social progress as well as an important vehicle of
widening socio-economic and cultural contacts throughout human history.
Promotion of tourism is essential for a less developed state like Odisha to earn
revenue and to generate employment. Some of the recent initiatives for promoting
private house status to the tourism sector and incentives for promoting private
investment in the form of income tax exemptions, interest subsidy and reduced
import duty. In spite of the aforesaid initiatives, the major constraints in the
development of tourism in Odisha is the non-availability of adequate infrastructure
including inadequate air seat capacity , accessibility to tourist destinations,
accommodation and trained manpower in sufficient number. Besides, the poor
visitor experience is another obstacle in the tourism sector which is due to
inadequate infrastructural facilities, poor hygienic conditions and incidence of
touting and harassment of tourists in some places. The state of Odisha can be a
successful tourist destination if the industry is encouraged. So far, tourism has
been developed by the State. Along with government effort, private sector
participation, administrative improvement, travel and tourism research, adoption
of integrated and coordinated tourism development programs and, mass
participation, tourism in Odisha can be developed along the lines of other states.
A recent meeting between the Administrative block of Balasore District and Chief
Secretary in Bhubaneswar, dated 23rd Feb 2016 stated:

Talasari Beach of Balasore along with Udayapur-Talasari-Chandaneswar-

Bichirtapur- Bhusandeswar tourist circuit will be developed as a beach tourism
destination. The proposal for this has been discussed in a high level meeting held
under the Chairmanship of Chief Secretary Sri Aditya Prasad Padhi in Secretariat
conference hall. MLA Bhogarai and Government Chief Whip Sri Ananta Das
outlined the necessity and justification of a special project for the circuit. Principal
Secretary Tourism Sri Gagan Dhal presented the updates for discussion.
Considering tourism potential of the spots, Chief Secretary Sri Padhi advised the
department of tourism to prepare a detail project proposal with financial outlay for
approval of Government.Aditya Prasad Padhi, Beach Tourist Destination Odisha
Talsari Chief Secretary also asked the Collector, Balasore and Divisional Forest
Officer, Balasore participating in the meeting over video conference to identify
around 50 acres of land for development of the project and initiate other
preliminary steps. The Development Commissioner Sri R. Balakrishnan,
participating in the discussion advised to form a SPV for implementation and
maintenance of the project. Talasari beach with its calm ambience, unique
receding waters and tropical weather has the potential of a sought after beach
destination in the country. Currently, thousands of day visitors mainly from Digha
are visiting Talasari, Udayapur & Bichitrapur. An estimate shows that day visitors
to Talasari were around 146704 in 2012 which increased to 193789 in 2014. The
infrastructural works like development of Pathway, Illumination, Water Sports
facilities, a foot over bridge 300 meters long over the creek to connect the main
land to Subarna Beach, renovation of fishery jetty, Tourist Reception Centre &
Public Convenience, Food Court & cafeteria, Change Room with Cloak Room,
Foot over bridge, Amphitheatre, Parking, Landscape, Beach furniture, Site
Development and Solid Waste Management etc. have been proposed for
development of the project. The initial investment for infrastructure development
of the circuit has been estimated at Rs.4302 cr. Principal Secretary Forest &
Environment Sri Suresh Chandra Mohapatra, Principal Secretary water Resources
Sri Pradeep Kumar Jena, Secretary H& UD Sri G.Mathivathnan, Secretary works
Sri N.K. Paradhan, MD GRIDCO Sri H. K. Shrama along with senior officers of
respective departments participated in the review.

As per the Times Of India dated April 26 2017

more tourists to Talasari beach in Balasore district by boosting basic amenities.
Over 36 villages near Talasari, Chandaneswar and Bhusandeswar will be covered
by the development authority. The decision was taken at meeting headed by chief
minister Naveen Patnaik on Friday. While Balasore collector will be chairman of
the authority, a senior officer of tourism department will be the member secretary,
a government release said. Naveen directed the authorities concerned to entrust the
task of preparing master plan of the area to an agency having expertise in the
tourism sector. A project monitoring unit would be set up for development of
tourism potential of the places. Recommended by Colombia. The chief minister
also emphasized on development of hospitality sector, lighting and construction of
roads, the release said. According to official sources, construction of wayside
amenities, low-cost accommodations, public toilets, drinking water facilities and
tourist information centers will be taken up to attract more international tourists.

Talasari in Orissa lies on the north-eastern coast of India. Geographically Talasari

is situated between 21o35’48’ Northern Latitude and 87o27’17’ Eastern Latitude. It
is around 200km from Calcutta and provides an ideal weekend holiday destination.
The place has vast stretches of green paddy fields, numerous rivers, blue hills and
extensive beaches. The name Talasari was possibly derived from the rows of palm
trees that line the picturesque spot. Tal means palm trees and sari means a row.
The beach with its tall coconut trees, palm trees and casuarinas make for a
beautiful sight. The word tal also means rhythm, which is reflected in the sea
waves lapping against the shore. Witnessing sunrise and sunset from a gleaming
stretch of white sand is a rewarding experience. Another feature of Talasari that
fascinates tourists is its backwaters, which one needs to cross to reach the sea. The
stream plays hide-and-seek with people. When the stream is brimming, one can
only reach the main beach with the help of a boat. But at other times, one can walk
across the dry riverbed. A quay has been made on the beach that serves as a fish
market in the morning. The catch from the sea is heaped up on the floor and sorted
and auctioned. The place is fairly windy. The astonishing red crabs appear like
blooming flowers on the golden sand surface of the beach. There are a few places
of interest around Talasari in the district of Balasore. One can visit the popular
seaside destination Digha in West Bengal, which is just 10km away. Udaipur
Beach, which is the last beach on this stretch, is 7km away. Chandaneswar,
famous for its Chadakmela held in mid-April, is 3km away. Bhusandeswar — 18
km away — has possibly the country’s largest Shiva lingam (13 feet x 14 feet) and
is worth a visit. All these places can be reached by cars or motor-operated vans
called bhutbutis.

Where to Eat
The only restaurant in the area is the Bay Cafe Restaurant- they offer sumptuous
local cuisine. Besides the restaurant of OTDC as well as the other hotels have well
equipped kitchen and the food is generally very good and fresh.

Things to do
A walk down to the sea is recommended, one encounters brackish water which
isn't too deep for a couple of kilometers during the low tide, before one meets the
actual sea. However take the help of local fishermen to check the timings of high
tides and low tides. Don't venture too far during the high tides. A boat ride into the
sea is also on the cards. Rates vary from Rs.50- Rs.100 per hour. A boat ride to
confluence of Subarnarekha river with Bay of Bengal is a must visit. If you are
fish and sea food lover- buy some fresh goodies from the fishermen who sell their
catch sometime between morning and noon time. A request to your hotel
restaurant to prepare it should not go unheeded. A visit to the Udaipur beach
located near Talasari and Bichitrapur- a mangrove wetland should also be on your
tick off list

respondents think that beach tourism is still in its teething phase. We can therefore
say that beach tourism is a growing form of tourism which is making a call to most
of the tourists and also it has an advantage over the other types of tourism as it
combines the sweltering sunrays that fall straight on the sea bed, the sparkling
sand that masks the entire beach area and the incredibly beautiful seas that cover
almost 71% of the earth surface.

developed as beach tourism destination.
