Introduction
A community needs a place where everyone is safe and can live to the fullest. A
place where indoor and outdoor activities can be held, place to promote physical fitness
and a place where people could go whenever there is calamity.
The Environment of the Philippines is prone to natural disasters,
particularly typhoons, floods, landslides, volcanic eruptions, earthquakes, and tsunamis,
lying as it does astride the typhoon belt, in the active volcanic region known as the Pacific
Ring of Fire, and in the geologically unstable region between the Pacific and Eurasian
tectonic plates (www.pagasa.dost.gov.ph).
Emergency evacuation is the immediate and urgent movement of people away
from the threat or actual occurrence of a hazard. Examples range from the small scale
evacuation of a building due to a storm or fire to the large scale evacuation of a district
because of a flood, bombardment or approaching weather system. In situations involving
hazardous materials or possible contamination, evacuees may be decontaminated prior
to being transported out of the contaminated area
( Abrahams, John, 1994).
Some sectors say schools – the go-to site every time a calamity strikes – should
no longer be used as temporary evacuation centers. In the past years, schools have been
the go-to site every time a calamity strikes because they are oftentimes the only readily
available structures in communities that can accommodate a large number of people. The
perennial use of schools as evacuation centers, however, has affected the operation of
schools in the aftermath of disasters (De la Cruz, Gwen, 2015).
Evacuees too have also been known to get sick, or worse, die in evacuation centers
because of lack of proper sanitation. This is because they were not really built for human
habitation over long periods of time (De la Cruz, Gwen, 2015).
Meanwhile, sport in the Philippines is an important part of the country's culture.
There are seven major sports in the Philippines. These
are basketball, badminton, boxing, football, billiards, tennis and volleyball. Sports
remain a popular aspect of Philippine culture. As such, the country's government has had
several attempts at improving its athletics program through various Republic Acts and
Senate Bills. Meanwhile, each sporting community hosts/joins both local and international
tournaments with the purpose of building itself and/or gauging itself against its peers (
Metro Manila · Basketball).
In this regard, the proponents is proposing a Multi-Purpose Sports Center that can
used not only for sports and social gatherings but also can serve as an Evacuation Center
during calamities.
Project Technical Description
The project will serve as a sports entertainment and evacuation center. It can also
serve as an event place for public use. Its amenities would include available rooms for
evacuees and public officials for their monthly meetings.
This structure will be equipped with simple yet reliable facilities. It contains wide
space for evacuees, sufficient public toilets, water and electric supply, radio and
telephone connections, storage room as well as ready and stand by generators. The
design shall incorporate good ventilation. During the absence of calamities, the
evacuation center can also be used in different programs and activities of the barangay
and city government such as meetings, general assembly, livelihood projects, social
gatherings, sport competitions, feeding program, graduation rites, seminars and other
government programs.
The project comprises the design that could withstand a violent typhoon and
earthquakes that Sta. Fe are prone to. It also covers the area of 492 square meters. It
can cater the population of Barangay San Roque (Number of population=2140) which is
the most populous barangay in Sta. Fe. This can be the temporary shelter of the residents
to reduce casualties when any disastrous events come given that there is no reliable and
safe structure or evacuation centers for the evacuees. (NDRRMO Sta. Fe)
General Objectives
The building is designed to be able to with stand typhoons and earthquakes that
usually occur in Philippines and well equipped with trending designs. This project will also
provide a place for athletes, body conscious ones and sports enthusiasts to grow their
talents as well as taking good care of their body.
The specific objectives of the study are as follows:
1. To have a fully-functional multi-purpose evacuation center and sports
center which identifies the great need of the community especially on
disastrous calamities.
2. Controlled and sensible flexibility of the building services in such a way that
every area on that infrastructure can accommodate different types of
weather conditions and to ensure the durability and endurance of it.
3. To promote sports as well as exercises that could help them with health
issues.
Background of the Study:
Typhoons are a significant disaster for so many towns in the Philippines. It is
formed over the Northwest Pacific Ocean where our country is near. They can cause great
sufferings for our countrymen and even cause great risk to our lives. Approximately
twenty tropical typhoons come to the Philippines every year.
Brgy. San Roque, Sta. Fe, Leyte is one of the barangay of Sta. Fe in the province
of Leyte, Philippines consisting of 2140 population with postal code of 6513. Planting
crops and rice is the main source of income in the said barangay. (Planning and

Multi-Purpose sports and evacuation can be of very useful event place to San
Roque. It will help them with their social gatherings, official meetings, to enjoy with sports
competitions and most importantly is to protect them with strong typhoons. It will also
help the people of San Roque with their fitness activities and help them with their exercise
habits.
A large Multi-Purpose Hall is the center of considerable activity and has facilities
for indoor events, meetings and performances. Other things which must be considered
while looking for a multipurpose hall is to check if it can be available for any purpose like
college events, sports events, business meetings public gatherings or political events (
MacInerney, Eric, 2016).
Multipurpose hall for Business Meetings/events: extra attention must be given to
other facilities such as video conference and telepresence. Business meetings will be easy
to organize with the availability of Telepresence no matter how many time zones or
locations are involved ( MacInerney, Eric, 2016).
Multipurpose hall for Public events or gatherings: Public gatherings such as
reception parties, weddings, Birthday parties, retirement parties, get-togethers, cradle
ceremonies, religious gatherings, political meetings, exhibitions etc will require a Multi-
purpose hall. The facilities which must be considered in a Multi-purpose hall for these
events are convenience of locality, which must be easily accessible ( MacInerney, Eric,
2016).
Highlights of the Project
I. Market Aspect
Province of Leyte, which Sta. Fe is located is of often hit by typhoons and was
even hit by super typhoon Yolanda that causes casualties and millions of damages to
infrastructures and agriculture. Due to increasing typhoons, schools and tall houses are
often used as a temporary shelter during disastrous events. School are also commonly
used as an evacuation center because of it’s the only readily available structure in
communities that can accommodate a large number of people thus affecting the students
and the classes after the disastrous event.
Under this project, there will be specific and designated places for evacuation
purposes in case of emergency, disasters and calamities. It will serve as the top priority
to go if worse and unexpected situations occur.
II. Technical Aspect
The proposed two-story with roof deck evacuation center will be constructed on
high elevated are in Barangay San Roque, Sta Fe Leyte. The building is equipped with
simple yet reliable facilities consisting of comfort rooms, storage rooms, basketball court
on roof deck, readily available rooms for evacuees and meeting halls. It is also designed
not only for evacuees but also for athletes and sports enthusiast. It will serve as an
evacuation center during calamities and a sport center during normal days as well as it
could also cater the need of having a place to have meetings for barangay official.
Scope and Limitation:
To plan a multi-purpose evacuation center and sports center that is designed
to accommodate safety, recreational activities and any desired conductivity of any event
suitable in the area of San Roque.
The study focuses on the welfare of the people in San Roque. The effective
design of the center to withstand any disastrous recurrence can be a helpful solution to
all dependent citizens of San Roque; specifically those of residences that are not capable
of resisting the destruction of any catastrophic event such as typhoons. Also, as subjected
to be an evacuation center, those who are victimized of any accidental happenings such
as fire incidence, landslide, flooding, etc., can temporarily stay here in this center.
Knowing that this center is absolutely suitable and also designed as a sports-
oriented facility, different athletic activities can definitely be held specifically basketball;
wherein it is the main sport facility to be established. As what it is reflected in this title,
this study signifies that it is a useful infrastructure in the area wherein it can accommodate
the safety, social and sports basis.
It is expected that the results of this study is effectively useful and helpful
to the citizens of San Roque at Sta. Fe, Leyte and also to contribute for the future
researchers.
Definition of Terms:
Accommodate - (of physical space, especially a building) provide lodging or sufficient
space for.
Calamity - an event causing great and often sudden damage or distress; a disaster.
Catastrophic - involving or causing sudden great damage or suffering
Conductivity - the rate at which heat passes through a specified material, expressed as
the amount of heat that flows per unit time through a unit area with a temperature
gradient of one degree per unit distance.
Conventional - based on or in accordance with what is generally done or believed.
Disastrous – causing great damage.
Durability - the ability to withstand wear, pressure, or damage.
Evacuation - the action of evacuating a person or a place.
Formulation - the action of devising or creating something
Infrastructure - the basic physical and organizational structures and facilities (e.g.
buildings, roads, power supplies) needed for the operation of a society or enterprise.
Multi-purpose - having several purposes or functions
Recreational - relating to or denoting activity done for enjoyment when one is not
working
Sports - an activity involving physical exertion and skill in which an individual or team
competes against another or others for entertainment.
Suitable – right or appropriate for a particular person, purpose, or situation.

MARKET ASPECT
Market Description
The municipality of Sta. Fe is a fifth-class municipality and is one of the 40
municipalities in the Province of Leyte. Sta. Fe is bounded in the East by Palo, Leyte in
the South of Pastrana, Leyte, in the West of Alang-Alang, Leyte and in the North of
Tacloban City. The town is about twenty-three (23) Kilometers away from the City of
Tacloban and about eleven (11) from the town of Palo, Leyte (NDRRMC, Sta. Fe).
Sta. Fe has 20 barangays with a total land area of 8190 hectares characterized by
low lands with a portion of rolling with high varying elevations (NDRRMC, Sta. Fe).
Demand for the facility
For the past decades, we have experienced and witnessed an increasing number
of disaster which lead to numerous number of casualties. Super typhoon Yolanda
recorded as the deadliest Typhoon causing thousands of deaths recorded in the
Philippines in November of 2013 followed by tropical Storm Urduja destroying worth 1
billion of Infrastructure and agriculture products (NDRRMC).
One of the barangay in Sta. Fe is San Roque consisting of 2140 population. This
project will serve as a multi-purpose structure that could help them with their occasions,
sports competitions, meetings, physical fitness workouts and even calamities that will
occur in Brgy. San Roque, Sta. Fe, Leyte. The people of Sta. Fe will not be worrying
anymore with the upcoming calamities that could hit the municipality as well as with their
occasional indoor or outdoor recreational games. Also, fitness enthusiast can have their
own place to do daily workouts and daily activities that could promote healthy living
(Planning and Development Office, Sta. Fe).
Project Demand
In analyzing the demand quotient, the following data were needed:
1. Number of population in barangay San Roque.
2. Number of casualties for the past calamities.

Table 2.2 shows the total population of Sta. Fe. It also shows that baranggay
San Roque is the most populated barangay in Sta. Fe.

Table 2.4 shows the casualty count during the typhoon Yolanda. It also shows that
out of 4853 houses in Sta. Fe, 4219 was totally damaged and 640 were partially.
Thus, most of the houses in Sta. Fe are not designed to withstand strong typhoons.
Supply
The project with simple but reliable design will be the first in the town of
Sta. Fe and other nearby municipalities. The project with its facilities will serve the
entire population of barangay San Roque of Sta. Fe as well as the sport enthusiast
in the said town.
Demand-Supply Analysis
Based on the data we gathered from the Natural Disaster Risk Reduction
Management Council, Barangay San Roque is one of many totally damaged
barangay in the municipality of Sta. Fe during the strongest typhoon Yolanda. It
consists of 3 casualties during the Typhoon Yolanda. But, further analyzing the
data, the population of barangay San Roque is increasing. The data tells us that
barangay San Roque is economically increasing with respect to its population.
This project aims to save lives for the future calamities as well as to promote
healthy living because of its well-designed sports center.
Moreover, the population is increasing linearly with their economic status as per
year.
Factors Affecting the Market
Factors that may affect the market are the following: the land area where it is hard
to just pick a location for the said structure due to the lack of public or government lots
in the barangay. Also, the natural environment whereas the land where we plan to
construct the said building is grassy and have trees which is a natural habitat for birds
and some animals. However, it is a good location because of its accessibility and its
distance between barangay hall. It also has the advantage because of its high elevation
that makes it ideal for an evacuation center.
Chapter III
Technical Aspect
Technical aspect is the records and data’s of the project. The complete study of
the project in terms of input, processes, output, programs, fields and procedures. It is
considered as a tool that is for long term planning and trouble shooting.
Project Description
The proposed two-storey Sports Center cum Evacuation Center will be constructed
in Barangay San Roque, Sta. Fe Leyte. It will be located near the barangay hall and near
in the center of the barangay. With this, it can provide an easy route for people in the
barangay whenever an occasion or event is to be held. It may be constructed at a plain
location, but it will have a higher elevated foundation to give evacuees a safe and secure
evacuation shelter that will prevent flood or surge to reach the shelter.
The building is designed to withstand calamities that are to hit the barangay. It is
equipped with comfort rooms, storage rooms, meeting room, clinic and offices that is
used for some barangay officials.
PROJECT LOCATION
This project is located near the barangay hall at center of the barangay. It will be
filled to make it a higher elevation and secured from flood and landslide that may happen
during a calamity.
