REQUEST FOR EXPRESSION OF INTEREST

HIRING OF CONSULTING SERVICES (FIRM) FOR THE


CAPABILITY BUILDING ON SOCIAL MEDIA
MARKETING AND DIGITAL
CONTENT PRODUCTION
— REI NO. DFAT/16-DSWD- 005—

1. The Department of Social Welfare and Development (DSWD), through the


Government of Australia – Department of Foreign Affairs and Trade (DFAT)
Agreement No. 70507 Funds intends to apply the sum of Three Million Pesos
(PhD 3,000,000.00) being the Approved Budget for the Contract (ABC) to payments
under the contract “Hiring of Consulting Services (Firm) for the Capability
Building on Social Media Marketing and Digital Content Production”. Bids
received in excess of the ABC shall be automatically rejected at the opening of the
financial proposals.

2. The DSWD now calls for the submission of eligibility documents for the hiring of
consultant who will be tasked to capacitate the Information/Communication Officers of
the Pantawid Pamilyang Pilipino Program (4Ps) to gain competency by:

a. Equipping the communication officers with the skills and necessary support on
digital content production using multimedia application types;

b. Providing the communication officers with industry-based insights and


knowledge on social media marketing applicable to the nature of content of
DSWD; and

c. Coaching and mentoring with participants throughout the consultancy.

Specifically, by the end of the capability building activities, participants should


be able to:

 Produce and release image-based social media content, including photo


releases and bite-size videos, in the next two (2) years (quantity of releases
depending on the specific regional communication plans crafted); and

 Achieve high audience engagement through strategic management of multi-


platform social media networking accounts in the next two years (Facebook,
Twitter, Instagram, and website).
The Consulting Firm shall deliver the following outputs:

1. Assessment of capability building needs on set topics;

2. Training report following the conduct of training activities and turn-over of


necessary support tools;

3. Mentoring and coaching report; and

4. Final Report.

Scope of Work:

a. Identification of Capability Building Areas of Participants

Based on the existing training needs assessment results, the consultant must
recommend appropriate capability building areas on Digital Content Production
and Social Media Marketing, including skills and technology support required.

b. Development of Training Design

Based on the assessment of capability building areas, the consultant must


conceptualize and design together with the Pantawid Pamilya National Program
Management Office (NPMO) – Social Marketing Division a training activity
for the target participants. The consultant’s work will focus on building the
capability of the communication officers of Pantawid Pamilya and DSWD
through the training and further mentoring and coaching activities on:

 Digital content production using the Adobe Creative Cloud application


types;

 Social media marketing;

Specifically, the consultant must develop a training design including:

 Methodology for the training;

 Syllabus for each topic;

 Proposed facilitator/s for the training; and

 Proposed resource persons for each topic.

The training design is subject to approval by the Pantawid Pamilya NPMO –


Social Marketing Division. Once training has been carried out, the consultant
must prepare a detailed summary report including actual documentation and
proceedings of the entire training.
c. Mentoring and Coaching

The consultant must determine, together with the participants, areas for
coaching and mentoring on Digital Content Production and Social Media
Marketing. This includes identifying the timeline and participant feedback
mechanism on the coaching and mentoring programme.

Interested consultants must submit their eligibility documents on or before 23 May


2016, 2:00 p.m., at the address below. Applications for eligibility will be evaluated
based on a non-discretionary ―pass/fail‖ criterion.

3. The BAC shall draw up the short list of consultants from those who have submitted
eligibility documents/Expression of Interest and have been determined as eligible
in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known
as the ―Government Procurement Reform Act‖, and its Implementing Rules and
Regulations (IRR). The short list shall consist of at least three (3) prospective
bidders who will be entitled to submit bids. The criteria and rating system for short
listing are:

The criteria for drawing up the short list shall include:

(a) At least five (5) years of experience in providing digital media and
multimedia arts training and producing industry-based graduates;

(b) Project manager with experience on business and capability development


with digital media organizations with national scope of operations;

(c) Key staff/team members (maximum of 2) with experience on conducting


training on digital content production using Adobe Creative Cloud Software
types with industry-based expertise on creative content production
particularly on visual production (photo and video);

(d) Key staff/team members (maximum of 2) with experience on social media


marketing with industry-based expertise on the field of communication
management and strategic marketing particularly on the use of social media;
and

(e) Capacity of firm to accomplish the work within the required time.

The passing mark for the short list is eighty percent (80%).

4. Bidding will be conducted through open competitive bidding procedures using non-
discretionary ―pass/fail‖ criterion as specified in the IRR of RA 9184.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or


organizations with at least sixty percent (60%) interest or outstanding capital stock
belonging to citizens of the Philippines.
5. The Procuring Entity shall evaluate bids using the Quality-Based Evaluation
(QBE) procedure. The criteria and rating system for the evaluation of bids shall be
provided in the Instructions to Bidders.

6. The contract shall be completed within two (2) months upon receipt of Notice to
Proceed (NTP).

7. The DSWD reserves the right to reject any and all bids, annul the bidding process,
or not award the contract at any time prior to contract award, without thereby
incurring any liability to the affected bidder or bidders.
