1. GENERAL

The boiler plant is equipped with Siemens S7-300 Fail-safe automation system (DCS),
but is normally operated from the power plant automation system with the help of the
process diagram displays.

In this description safety related locking is indicated as ”noom” locking, where:

n = number of signals required to be ”not OK” for locking to be executed
m = number of all signals in the circuit

For example with 3 signals (measurements) locking is executed with 2oo3. So if two
measurements are “not OK” locking is executed.

With 1oo2 locking only one of two signals need to be “not OK” for locking to be executed.

In all tripled measurements (e.g. drum level measurements) following is applied:

• Median of measurements is used as the control value in
controllers
• It is enabled for the operator to choose the measurements to be
used in control functions.

As a basic function in all analog measurements L LL and H HH alarm limits are

changeable by operator. Locking limits are not changeable by operator.

2. BOILER EMERGENCY STOP CIRCUIT

Function:

• Boiler plant emergency stop circuit OK signal stop boiler plant

• Connected in safety related system as 1oo1 locking

Alarms:

• Boiler emergency stop button pressed

Interlocks:

• Devices, which are connected to boiler emergency stop circuit, are stopped

3. FUEL HANDLING EMERGENCY STOP CIRCUIT

Function:

• Boiler plant emergency stop circuit OK signal stop boiler plant

• Connected in safety related system as 1oo1 locking

Alarms:

• Fuel handling emergency stop button pressed

Interlocks:

• Devices, which are connected to fuel handling emergency stop circuit, are
stopped

4. TSH1022 BACK FIRE THERMOSTAT 1

Function:

• Circuit controls back fire of stokers.

• Thermostat is in safety related system as 1oo2 locking

Alarms:

• TSH1022 BACK FIRE THERMOSTAT 1

Interlocks:

• Water valve opens when thermostat is not in good condition

Connecting circuits:

• HS-1009-3/4 Back fire valve

5. TSH1023 BACK FIRE THERMOSTAT 2

Function:

• Circuit controls back fire of stokers.

• Measurement range 0…800 mm. On the display (0 - 800 mm  0…100 %)
• Measurement is in safety related system as 2oo3 locking

Alarms:

• Measuring circuit fault

• Alarm limits:
o H => 650 mm
o L =< 400 mm
o HH => 750 mm
o LL =< 200 mm

Interlocks:

• Boiler protection when two measurements < 200 mm

• Boiler protection / wet boiling guard if two measurements > 750 mm
