architectural elements that have so far been discussed during the term. The case analysis shall included
your insight on how the existing structure exemplifies the stature of a government building. If the
barangay hall does not exemplify the effects discussed, state how this is so. Further, use samples (e.g.
barangay halls from other areas or other government structures) to prove your point whether the
building has gravitas or not.

1.1 Brief History of Barangay Pinagsama

Barangay Pinagsama originated from Barangay Western Bicutan. It was detached from it’s mother
barangay on 2008, in accordance to R.A. 7160, Local Government Code of the Philippines 1991, section
385, Empowering the Sangguniang Panlungsod (City Council) of Taguig City. With its initial population of
32,777 based on National Statistics Office (NSO) Census as of Year 2008, a plebiscite was conducted in
referral to creating an independent barangay and the result is a majority vote of “Yes” in favor of a new
barangay. The name “PINAGSAMA” was derived from the combined existence of eleven villages and
private territories in the land. The eleven villages are AFP EP Village Phase 1, AFP EP Village Phase 2,
PANAM Village, Wildcat Village, PALAR Village, Upper West Village, ISG Central Village, G2 Village, 16th
ISU Village, Pinagsama Village Phase 1 & Phase 2.

1.2 Basic Facts about Barangay Pinagsama

Barangay Pinagsama is located west section of Taguig City with a total land area of 1.913 square
kilometers. Based on it’s existing land use, Pinagsama is predominantly residential and commercial area.

Pinagsama is a community along C5 Road (Carlos Garcia P. Avenua) due to its access to the service road.
It has been thriving and being industrialized and commercialized with large businesses prospering in the
barangay. Pinagsama

Pinagsama is limited within the bounds of neighboring barangays such as Fort Bonifacio (Front), Central
Signal Village (Southeast), North Signal Village (East), Ususan (Northeast), and Western bicutan (West
and Southwest). Pinagsama Creek, which is a tributary of Taguig River runs along in the heart of
Barangay Pinagsama. It’s estuaries linens the boundaries of the barangay.

During the 2015 NSO census, it’s total population is 57,343 which is a 24,500 increase from the 2008
data. This made barangay pinagsama the second most populous barangay in Taguig City.

GOALS:

1. Develop a strong, well-managed and secured Barangay Pinagsama through good governance, of
accountability, efficiency in implementing its functional organizational structure, attending to priority
needs of the community.

2. Achieve sustainable development of its primordial plans and projects, specifically:

a. construction of Barangay Satellite Offices in all Zones


b. roads networks and street developments
c. construction of community parks
d. development of drainage and creeks or flood water ways system.

3. Electrification connection and potable water linkages for villages without MERALCO and established
NGOS for capability building and livelihood projects that helps economic and social wellbeing of the
populace.

4. Actively support all programs, projects of the city and national government that addresses the
enhanced plight of our populace.

2.1 The Barangay Hall Structure

CUBOID - A two storey building of a cuboid shape forms it’s structure. The barangay, in terms of
aesthetical terms, is simple and basic. Cuboid Shape is a common structural shape in architectural
philippines, ranging from commercial establishments to private homes. The barangay portrays simplicity
and familiarity to residents of the barangay. The barangay hall highlights clear direction and movement,
easy accessibility incline with the barangay’s vision and mission.

ELEVATED PLANE -

Pinagsama is considered a flood prone area. due to the The presence of the pinagsama creek and poor
drainage systems, the Pinagsama barangay hall is prone to flood during typhoons. With that being said,
the barangay hall is elevated to surpass this event. The barangay hall is elevated, hence, it wouldn’t be
flooded inside. See figure 5 below, vast majority of pinagsama’s land area is yellow and orange and in
some parts where the taguig river runs are red.

The elevated base plane defines the domain of the barangay hall. It emphasizes attention and
