Unpredictable behaviour
In  the  intervening  years  between
1999 and Fani, the government had

Cyclones  are  (nearly)  unpredict­
able natural disasters. But there is a
more  sustained,  regular  and  pre­
dictable  disaster  which  has  been
playing out every year in India. But
since  the  impact  is  widespread,
spread out over days, weeks or even
months and occurs with such regu­
larity  that  simple  familiarity  has
made it a pattern, this has spurred
little of the kind of response we saw
after the 1999 cyclone, when politi­
cians,  bureaucrats  and
the  public  came  to­
gether  to  say  “never
again”.  I  am  talking
about  the  great  Indian
monsoons.
The  monsoon,  which,
since the Indian Meteor­
ological  Department
started  recording  it,  has
been arriving in India by June 1 and
departing  by  September  30  like
clockwork,  is  no  longer  behaving.
While  the  pattern  itself  has  been
changing for the past several years,
this  year  perhaps  saw  the  most

feat  of  the  BJP  in  Delhi  in  1998  was
also attributed to high onion prices.
The inability of the present BJP gov­
ernment  to  look  at  the  plight  of
onion  growers  and  the  problems  of
the onion economy is of a piece with
its  overall  approach  to  agriculture
and persistent  rural distress  for sev­
eral  years.  The  government  neither
understands nor has a plan for reviv­
ing agriculture in a manner such that
two­thirds  of  Indians  who  live  in
rural  areas  and  half  of  all  workers
who  earn  a  living  from  agriculture
get a better deal.

as a whole received 128 per cent of
normal  rainfall  but  it  was  highly
concentrated. On August 8, Mysuru
received 3000 per cent of its long­
term average rain for that day. Kod­
agu  (Coorg)  received  700  per  cent

2019  has  seen  a  new  high  in  the
variations  in  the  spatial  and  tem­
poral  distribution  of  the  mon­
soons, but it is now part of a pattern
which  has  been  seen  for  several
years  now.  But  our  official  ma­
chinery  is  yet  to  wake  up  to  the
altered  reality.  The  IMD  has  been
talking  about  changing  the  dates
for  the  official  monsoon  for  five
years, but is yet to do it. This means
the Agriculture Ministry’s advisory
(as well as those from its State coun­
terparts) hasn’t changed.
This  means  that  farmers  are  not
planting shorter duration crops, so
suring that the farmer gets a reason­
able return in keeping with the rise
in his costs and a reasonable margin.
If the farmer is happy, then the con­
sumer will be eventually happy and
not  treated  to  periodic  shocks,  as  is
the case now.
All that one needs to do is look at
the way the country’s milk economy
has been organised, with the produ­
cer being kept at the centre, ensuring
that he recovers his costs and earns a
reasonable  margin.  In  the  process,
the consumer has benefited by being
assured  a  steady  price  which  moves
in step with inflation; and of course,
there are no periodic shortages.
Removing the red tape
To  ensure  that  both  the  farmer  and
consumer  are  happy,  the  govern­
ment  has  to  remove  policy­induced
market  imperfections.  Restrictions
on  exports,  be  they  through  un­
planned hiking of the minimum ex­
port prices or an outright export ban,
have to go. If not, the onion business
will  not  only  fail  to  reap  a  windfall
gain,  but  also  be  unable  to  develop
and  maintain  credibility  with  long­
term buyers.

This  needs  to  change,  and
quickly.  We  need  to  change  crop
cycles,  credit  cycles,  create  storage
infrastructure  to  deal  with  flood­
ing, change the type and variety of
crops that we grow and change the
kind of inputs we are using to deal
with the altered reality. Otherwise,
1999  will  start  looking  like  a  good
year.

spective should be encouraged to in­
vest in storage infrastructure.
Food  processing  also  needs  to
come up in a big way, by building of a
capacity for dehydrating onions. The
government and corporates need to
popularise  the  consumption  of  de­
hydrated onions, and over time, cor­
porates  should  build  their  own
brands.  Those  who  want  fresh  pro­
duce  must  pay  a  premium,  and  the
price­driven will periodically choose
dehydrated stock.
Onions  are  not  like  leafy  veget­
ables,  whose  shelf­  or  storage­life  is
severely  limited.  Hence  drought­  or
flood­induced  demand­supply  im­
balances  should  not  be  an  issue,  as
changes in stocks can even them out.
The  farmer  and  the  consumer  need
not  suffer.  They  do  because  politi­
cians refuse to learn.

Structure of jobs
The jobs challenge created by mi­
gration  will  be  monumental  in
scope.  In  the  manufacturing  sec­
tor in urban areas, 38 per cent of
the  male  workforce  is  composed
of migrant workers, with a similar
share in modern services. In con­
trast to the stereotype of migrants
being largely in low­income occu­
pations  like  street  vending,  etc.,
they  are  employed  across  all  sec­
tors  and  are  essential  for  manu­
facturing  growth  (see  Table).  It
also  contributes  to  the  very  high
share  of  informality  in  India’s
workforce.  There  is  high  likeli­
hood  that  due  to  the  sharp  in­
crease in construction work, espe­
cially in urban areas, work­related
migration is turning more short­
term.  Though  the  proportion  of
short­term  migrants  is  much
lower  than  long­term  migrants,
they are definitely drawn from the
lower consumption quintiles.
There is a certain concentration
of migrants in specific sectors (see
table).  Moreover,  in  construction,
the concentration of ST and SC cat­
egories  is  rather  high.  The  SCs
tend to be more landless, poorest,
and  with  the  least  education.
Hence  it  is  not  surprising  that
they  are  found  to  be  in  manual
work  in  construction.  But  NSSO
(2018)  data  shows  that  construc­
tion  generated  only  4.4  million
new  jobs  over  2012­18,  compared
with  25  million  between
2004­2011.
Faster urbanisation
This migration has been and will,
to a greater extent than before, be
accompanied  by  faster  urbanisa­
tion  in  India.  Asia  is  going
through  a  historic  demographic
transformation from a rural soci­
ety to an urban society that is far
larger  than  any  transformation
seen in the past, in any other part
of  the  globe  (ADB  2011).  By  2025,
the majority of Asia’s population
will be urban. India's urban popu­
lation  is  expected  to  grow  from
410 million in 2014 to 814 million
by 2050.
Rapidly growing cities, increas­
ing  slum  populations,  and  cor­
rupt officials could combine with
high  open  unemployment
among  educated  youth  and  un­
der­employment among less edu­
cated adults and can cause violent
social  conflict.  Latin  America’s
wave  of  urbanisation  is  roughly
65 years ahead of Asia’s (ADB 2011).  are low­density cities. Clearly, the

large. This combination, together
with  delayed  action,  will  be
explosive.
Most unfortunately, contrary to
successful  cities  in  the  world,  In­
dia  has  been  locking  itself  into
more  dispersed  patterns  of  urb­
anisation.  Car  ownership  is  in­
creasing so fast that carbon emis­
sions  could  increase  by  2.5  times
over current levels in PRC and by
four  times  in  India  by  2035  (ADB
2011). Lower densities are leading
to  sprawl,  which  is  leading  to
higher rates of motorisation, lead­
ing  to  more  sprawl  in  a  vicious
cycle.
Higher density cities are less ex­
pensive on a per capita basis than

icated  planning  framework,  to

What governments, both Union
and State, will have to focus on is
infrastructure  for  middle­tier  cit­

half  a  million;  but  at  present,
these tiny towns are home to half
of  India’s  urban  residents  (as
missing  middle  in  respect  of

The education challenge
Major  rural  to  urban  migration
went hand in hand with the eco­
nomic  growth  of  the  19th  to
mid­20th century in today’s high­
income  countries.  As  high­in­
come countries transition to urb­
anised,  ageing  societies,  these
movements have subsided. Today,
the  largest  internal  population
movements  occur  in  low­  and
middle­income  countries,  partic­
ularly China and India.
When  male  migrants  move,
they leave behind children going
to  school.  If  families  migrate  all
together, children must be found
schools in urban locales. In India,
10.7 million children aged six to 14
lived  in  rural  households  with  a
seasonal  migrant  in  2013.  About
28 per cent of youth aged 15 to 19
in  these  households  were  illiter­
ate or had not completed primary
school, compared with 18 per cent
of  the  cohort  overall.  Out­of­
school children will need to be di­
verted  to  vocational
schooling/training.
A difficulty  is  that  historically,
barely 2.4 per cent of India’s work­
force  has  acquired  vocational
skills  formally  (NSSO  2018).  To­
gether with low levels of general
academic  education,  the  minus­
cule  workforce  with  any  formal
vocational  skills  is  a  mega  chal­
lenge if the manufacturing share
of GDP is to rise above 17 per cent,
where  it  is  stuck  for  the  last
quarter century (since 1991).
The three mega­challenges will
be  hard  enough  to  handle  even
with  synergy  between  actions.

demographic dividend will peter
out.

Advisory Services for ₹330 crore, according to a
regulatory filing on Wednesday. Religare
Enterprises (REL) said in the filing that a share
purchase agreement has been signed with TCG
for selling stake in RFL, which is an SME­focussed
NBFC and also owns a majority shareholding in
housing finance provider, Religare Housing
Development Finance Corporation Ltd (RHDFCL).
REL, in July 2019, signed a binding term sheet with
TCG Advisory Services to sell its NBFC and housing
finance businesses. According to the filing, REL is
divesting its entire stake in RFL for ₹330 crore. The
transaction is subject to receipt of statutory and
regulatory approvals and fulfillment of other

Rating agency Crisil, on Tues­
day, said that as much as ₹1.38­
lakh  crore  of  debt  has  been
downgraded  in  the  first  six
months  of  the  current  fiscal,
making it the highest since the
first half of 2015­16. “The value
of debt downgraded more than
trebled  to  ₹1.38­lakh  crore  in
the first half of fiscal 2020, from
₹39,000 crore in the first half of
fiscal  2019.  That’s  the  highest

the first half of 2019­20.
ICRA  said  it  downgraded
₹5.2­lakh  crore  of  debt  in  the
first  half  of  the  fiscal,  against
₹3.2­lakh crore in the whole of
2018­19. “ICRA downgraded the

ing a downgrade rate of 14.6 per
cent  (annualised),  which  was
significantly  higher  than  the
past five­year average of 8.8 per

kitchen  nightmare:  Onion  prices
have gone crazy.
That’s  because  India,  the  world’s
biggest  seller  of  the  Asian  diet
staple, has banned exports after ex­
tended  Monsoon  downpours
delayed harvests and supplies shriv­
elled.  And  dedicated  buyers  across
the region, like Nepalese housewife
Seema Pokharel, are flummoxed.
“This  is  a  terrible  increase,”  said
Pokharel,  out  shopping  for  veget­
ables in Kathmandu. “Onion prices
have more than doubled in the last
month alone.”
Whether  it’s  Pakistani  chicken
curry, Bangladeshi biryani or Indian
sambar,  Asian  consumers  have  de­
veloped a serious dependence on In­
dian onion supplies for go­to dishes.
Shorter  shipment  times  than  from
rival  exporters  like  China  or  Egypt
play a crucial role in preserving the
taste of the perishable commodity.
But  last  Sunday  New  Delhi
banned all exports from India after
local  prices  jumped  to  ₹4,500
($63.30) per 100 kg, their highest in
nearly six years, due to the delay in
summer­sown  crop  arrivals
triggered  by  longer,  heavier  rains
than usual.
Since  the  ban,  countries  such  as
Bangladesh have turned to the likes
of  Myanmar,  Egypt,  Turkey  and
China to increase supplies in a bid

What is the strategy to
attract and promote more
women to seafaring?
We  need  to  attract  more  and
more  women  into  the  work­
force  and  the  same  is
ted. It needs a definite course
correction.
How do we go about it?
We  need  a  four­pronged
strategy for that. We first need
to  encourage  women  to  join
maritime training, and that is
possible  only  when  we  com­
municate  more  with  women.
We need to inform them that
this is one industry where it is
possible  for  women  to  parti­
cipate. Once we manage to get
them  into  the  mari­

have  been  launched  by  the
Maritime Training Trust. It’s a

the  Maritime  Training  Trust.
Now, other trusts, unions and
large  companies  need to  fol­
low  suit  and  make  sure  that
one  has at  least  got  the  first
ship­board berth for women.
How do you ensure that the
guidelines are
implemented?
We  intend  to  make  the
guideline  compulsory  for  all
Indian vessels. We will also re­
quest  the  recruitment  and
placement service providers to
communicate  this  guideline
to other shipowners who have
been employing Indians.
