SCRIPT:

Our topic for this morning approach us, asking if are we fine having the
system of government that we have now? Or we seriously need some type of
system which can cater preferably the needs of the society.
Here it is! This seminar would likely involve you in the topic entitled
“Federalism: A Game Changer” wondering why a game changer? Better listen!
Most of Filipinos wanted to be always on trend. Like what is common on
the others we wish to have also in short, we always wanted to be updated.
Federalism is particular in most countries right now that is why the current
administration also want it in the Philippines but aside from that, the
administration is looking forward to this Federalism the solution to resolved
problems here in the Philippines.
So, these are our subtopics for this morning. And through these will be
able to asses if Federalism a game changer? (read the subtopics on screen)
Our first subtopic talks about the youth or teenagers. POLITICS is not
something that young people would discuss do you agree? But this time it is
because the concerned and will be handling the concern are the youth. (read
the survey on screen)
According to Alexander Hamilton on Federalist Paper, he stated that
“vigor of government is essential to the security of liberty”. This federalist
believe that the security of freedom essentially required a strong central
government to protect rights of its subjects.
What is really federalism that we are discussing? (ppt on screen) we
could define in its shortest definition the federalism as “increased
decentralization”.
Professor Maria Ela Atienza Chairperson of the Department of Political
Science at the College of Social Sciences and Philosophy (CSSP) of the
University of the Philippines Diliman. (read ppt on screen) “The main
argument of federalism is to empower the lower levels of government,
particularly the regional level.” Example Mindanao regions… what will happen
is instead of remitting Mindanao resources to the capital region the
beneficiaries now will be the owner. However there will be disadvantages that
next speaker will discuss to us relates to this but to give you a background
the reason why there are regions who opposes federalism because they do
not have resources to enrich their own state unlike other states which has a
lot of natural resources that could be so useful for them to cater their needs.
Comparing the difference of this two we can see that they are both good
for our country. But if you think of the reality to what our government is doing
because of the current system of government we have now? I guess we will
be able to think that at some point we need a large pinch of change in ruling
and in everything that covers politics for us to move onwards.
The primary goal of amending this constitutional change is because of
centralization. We want to erect durable, competent in power and excellent in
ruling government. Thus, we have to be united and work hand on hand pulling
out the mind set on a centralized progress but local and national settlement.
Now our last subtopic talks about federalism in the Philippines. The first
proponent of federalism in the Philippines was professor Abueva from the UP,
who argued that a federal form of government is necessary to more efficiently
cater to the needs of the country despite its diversity. But before him our very
own national hero Dr. Jose Rizal first suggested the concept of federalism in
the Philippines. He outlined his vision of federalist governance on his essay
"Las Filipinas Dentro de Cien Anos" (The Philippines a Century Hence) that
was published by the Barcelona-based propaganda paper La Solidaridad in
1889. Also, Apolinario Mabini, Emilio Aguinaldo and senator Pimentel who is a
supporter of federalism. In late 2014, then-Davao City mayor Rodrigo
Duterte launched a nationwide campaign calling for a charter change for
federalism. In May 2016, President-elect Rodrigo Duterte stated that a
plebiscite on the proposed replacement of the unitary state with a federal one
will be held in two years. On December 7, 2016, Duterte signed Executive
Order No. 10 creating a consultative committee to review the 1987
Constitution.
