The requisitses of local government are: local creation or incorporation, corporate name,
inhabitants, place or territory, charter and legislative power.
4. What is the difference between a component city to that of a highly urbanized city?
The component cities are considered part of the province where they are located and often
treated like municipalities while highly urbanized cities are independent of the province.
Because RDC do not have separate corporate responsibilitieas, neither do they exercise
legislative functions.

Exercise # 2
Spanish colonizers transformed barangay into barrios headed by a cabeza de barangay. The
Americans established a democratic system of local government and renamed the local
government units: barrio,city, municipality and province. The Martial Law regime also
introduced a number of significant innovations in the government system. It revived and
popularized the barangays and renamed the local legislative councils.
2. How was the barangay of Spanish era different from the Martial Law Regime?
During the Spanish Period barangays were transformed into barrios and the datus relegated to
the role of tax collectors, known as cabezas de barangay. While in Martial Law Regime, they
used the indegenious term barangay for barrio, the barangay was used in replace of the term
barrio. Barangay justice was established during this period.

Functions; c. Head of units/level; d. Extent of participation; e. Unique characteristic/feature
a) Batas Pambansa Blg. 222 - Barangay election held on May 17, 1982
b) Executive Order 777 - it mandated the MLD to develop the capability of local government
officials and strengthen the administrative capability of local government units to assist the
President in exercising his power of general supervision over local government amd to assist in
the administration of the Katarungang Pambarangay.
