Santa Rosa City joins ban on plastics and styrofoams

CITY OF SANTA ROSA, Laguna, Feb. 27 – Adding her call on the plastic ban resonating
in the various localities throughout the country, Santa Rosa City Mayor Arlene Arcillas
demonstrated her “war” on plastics and styrofoam by spearheading the “palengke tour”
Sunday to the Paseo Country Market, Nuvali Solenad and Waltermart in this city.

The market tour and caravan went around malls and public markets distributing eco-
friendly bags to shoppers and customers in a bid to stir awareness on the plastic ban to
residents and owners of commercial establishments.

The “Palengke Tour” featured games, pasting of campaign stickers on both private and
public utility vehicles, distribution of flyers and giving away of posters and button pins to
shoppers, vendors and merchandisers.

This Southern Luzon’s “Lion City” mayor toured malls, commercial places and public
markets during the weekend as part of her information and educational campaign on the
city’s implementation of the city ordinance 1720-2011 known as the Environment Code of
Santa Rosa City.

Mayor Arcillas thanked the proponents of the city’s Environment Code who crafted the
comprehensive compilation of rules and regulations to manage the city’s environment
and institute mechanisms to mitigate climate change and other environmental problems.

Local government units are empowered by the Local Government Code to share with the
national government the responsibility in the management and maintenance of ecological
balance within their territorial jurisdiction.

Local city legislative councils are also tasked to protect their respective environs and
impose appropriate penalties for acts that endanger the environment including such
activities which result to pollution and acceleration of rivers and lakes or of ecological
imbalance.

The city’s local ordinance contains provisions on Land Resources Management, Air
Quality and Noise Management and Energy Saving Practices, Water Resources
Management, Integrated Waste Management and Institutional Mechanisms.

It also implements the provisions of the country’s laws on solid waste management, clean
air and water acts, toxic substances and hazardous and nuclear wastes control.
