The Bidder must demonstrate that it has the personnel for the key positions that meet the
following requirements:
The project manager, chief design engineer and site manager shall be the employees of the
Bidder or the Specialist Contractors.

(2) Evaluation of Key Personnel
The Bidder shall provide details of the proposed personnel and their experience records in
Forms PER-l and PER-2 of Proposal No.7 in Section N, Bidding Forms.
The evaluation of Key Personnel proposed by the Bidder in PER- I and the details of the
Candidates shown in PER-2 will be made as below:
(a) The evaluation of Key Personnel in Forms PER-I and PER-2 will be made on a pass or
fail basis to confirm whether the proposed key personnel satisfy the above requirements
or not.
(b) Assuming Sub-paragraph (a) above satisfied, job experience, professional qualification,
language ability and overall suitability for the positions responsible are scored.
The Bidder must demonstrate that it has the key equipment listed hereafter:

The Bidder shall provide further details of proposed items of equipment using Forms EQU-I
and EQU-2 of Proposal No.9 in Section IV, Bidding Forms.
In case the Bidder intends to rent or lease any items of the above listed equipment, the Bidder
shall provide a provisional rentalllease agreement with the Owner, which is specific to this
Project, as evidence. If the Bidder fails to provide the provisional rental/lease agreement, it
shall be deemed that the Bidder has no capability to rent or lease such items from suitable
sources.
(b) Appropriateness and sufficiency of Item Nos. 6,7 and 9 for the required installation and
testing services
Technical Evaluation items will be checked, and each will be evaluated on the basis of the criteria
stated in the Employer's Requirements. Any Bid considered as not substantially conforming to
the requirements of the Bid Documents or containing a major or material technical deviation will
be evaluated as a "Fail" for that item, and the Bid will be rejected, and will not be subjected to any
further evaluation.
The Schedule of Guarantees listed in Proposal No. I will be assessed for whether all the guaranteed
items are fully filled up and whether the guaranteed values comply with the Employer's
requirements.
In case anyone of the proposed guaranteed efficiencies does not satisfy the following minimum
acceptance values, the Bid will be rejected. (
