Dear Mr. Liebich:

This letter is in response to the sworn complaint you submitted to the Enforcement Division of
the Fair Political Practices Commission regarding the above-named entity. The Enforcement
Division will not open an investigation on this matter.

The Commission enforces the provisions of the Political Reform Act (the “Act”) found in
Government Code Section 81000, and following. This issue was reviewed and addressed with
FPPC complaint COM-07152019-01295 where the Enforcement Division found insufficient
evidence of a campaign reporting violation of the Act. (A copy of the letter rejecting the
complaint is enclosed for your records.) After our review of this complaint and the documents
provided, we also found insufficient evidence to indicate a violation of the Act and we will not
pursue an enforcement action in this matter.
