Dear Ms. Fetzer:

The Fair Political Practices Commission enforces the provisions of the Political Reform
Act (“Act”) found in Government Code Section 81000, and following. On July 16, 2019,
the Enforcement Division informed you that we were considering initiating an
investigation concerning a possible campaign reporting violation of the Act.

On July 30, 2019, you responded to our letter of inquiry. You informed the Enforcement
Division that Parents United 4 Kids has a registered committee with the Secretary of
State’s Office (ID#1399428). However, this committee has not qualified and no Form 410
amendment has been filed with the Secretary of State’s Office. Additionally, the
committee has not had any activity in 2019 and is contemplating terminating. Therefore,
the Enforcement Division found insufficient evidence of a campaign reporting violation of
the Act and will not pursue this matter further. Please note that if you wish to terminate
the committee, you will need to file a Form 410 termination statement with the Secretary
of State’s Office.

Further, upon our review of the complaint, we found that your organization has engaged in
activity regarding legislative action. In the future, please be mindful of the Act’s lobbying
